This paper presents the analysis of conflict history over freshwater in several drainage basins across the planet. As will be demonstrated in this paper, unilateral water policies have proved to reduce the role and prospect of water treaties and international water sharing regimes, and led to political tensions and conflicts. The main argument of the essay is that unilateral diversions of water flows will instigate wars between riparian states because of the rising demand for freshwater in the future. Medicaid is the major purchaser of nursing home care in the United States. To ensure that providers behave appropriately, the federal and state governments have established an extensive set of regulations that nursing homes must comply with if they are to be reimbursed for patients insured by Medicaid. Consumers exert considerable influence here by focusing on regulations and enforcement of non-compliance.

Medicaid is the major purchaser of nursing home care in the United States. State governments design their methods of reimbursing nursing homes to achieve desired policy objectives related to facility cost and quality, access to care, payment equity, service capacity, and budgetary control.

Often, participation in the process of developing Medicaid payment policy is limited to state agency officials and providers of care and, occasionally, union representatives and state legislative staff. Invited less frequently to reimbursement policy discussions are consumer representatives. The purpose of this critical qualitative study was to develop a theory of the competencies of a sustainability leader, grounded in research. A sustainability leader is generally described as an individual who creates profit for his/her stakeholders, while protecting the environment and improving the lives of those for whom he/she impacts as a result of his/her leadership. Nearly 60 individuals familiar with sustainability were asked to characterize an effective leader of a sustainability initiative or a sustainability organization.

The MT Tourism and Recreation Charter highlights principles by which the tourism industry should conduct itself for a sustainable industry. The state Office of Tourism and numerous entities around the state have endorsed the Charter. A Pomdp Model For Guiding Taxi Cruising In A Congested Urban City, Lucas Agussurja, Hoong Chuin Lau

We consider a partially observable Markov decision process (POMDP) model for improving a taxi agent cruising decision in a congested urban city. Using real-world data provided by a large taxi company in Singapore as a guide, we derive the state transition function of the POMDP. Specifically, we model the cruising behavior of the drivers as continuous-time Markov chains. We then apply dynamic programming algorithm for finding the optimal policy of the driver agent. Using a simulation, we show that this policy is significantly better than a greedy policy in congested road network.

This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts.

Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard.

The Piscataqua Region Estuaries Partnership provided nearly $3,300.00 to support the Southeast Land Trust of New Hampshire’s (SELTNH) promotion of donated conservation easements in the coastal watershed of Rockingham County. The Southeast Land Trust produced three short web-friendly videos, explaining land conservation from the perspective of a tree farmer, vineyard owner, and a community leader. In addition, the Land Trust hosted two workshops in Kingston and Epping for landowners interested in learning more about the tax and financial benefits of land conservation. Workshop invitations were mailed to more than 1,200 current use landowners within the region. Twenty-two landowners attended the …

In a panel framework that includes 18 countries, this paper studies the short and long run effect of financial development on economic growth and the determinants of financial development in Latin America. Financial development shows a positive effect on economic growth in the long run, but a negative effect in the short run for the full sample. When the sample is divided by income levels, this result holds only for the high income group. For the low income group, financial development has no significant effect on economic growth in the short run or in the long run. In the analysis …

Penderita tuberkulosis yang telah selesai pengobatan namun tidak melaksanakan periksa ulang dahak pada fase akhir pengobatan jumlahnya mencapai 117 orang (20% dari total penderita). Pengawas Minum Obat (PMO) mempunyai tugas untuk mengingatkan penderita agar melaksanakan periksa ulang dahak. Penelitian ini bertujuan untuk mengetahui hubungan peran PMO dengan kepatuhan periksa ulang dahak pada fase akhir pengobatan. Desain penelitian yang digunakan adalah kasus kontrol. Using survey data from the Latin American Public Opinion Project (LAPOP) and Encuesta Nacional Sobre la Inseguridad (ENSI) for Mexico during the period 2004-2010, this paper analyses the impact of insecurity and crime victimization on support and satisfaction with democracy and trust in institutions. With the LAPOP data, perceptions about higher insecurity decrease support and satisfaction with democracy. Perceptions of insecurity and crime victimization have a negative significant effect on trust in institutions, and this finding is robust to using LAPOP and ENSI data. Federally Qualified Health Centers (FQHCs) and family planning clinics funded through Title X of the Public Health Service Act are critical components of the health care safety net in urban and rural medically underserved communities. Although they share the common mission of serving vulnerable and low-income populations, health centers and Title X clinics possess different, but complementary, strengths. The Patient Protection and Affordable Care Act (Affordable Care Act) will expand coverage to an additional 32 million people while leaving 23 million uninsured.
