This paper uses several case studies to look at the dialogic relationship between the Obama administration and the alternative agrifood movement. We evaluate the case studies based on criteria developed from the agroecology literature and literature on food security, agrarianism, and the alternative agrifood movement as a whole. Additionally we compare the policy tools utilized and the funding levels of each of the cases. Our findings suggest that the Obama administration is committed to tackling issues of food security and promoting the well-being of small- and mid-scale farmers and their local agrifood economies. A Multilevel Examination Of Proactive Work Behaviors: Contextual And Individual Differences As Antecedents, Travis P. Searle

In this study, the process through which individual differences (i.e., proactive personality, psychological empowerment, and servant leader characteristics at level-1) and contextual differences (i.e., servant leadership characteristics at level-2) are antecedents to proactive work behaviors (i.e., problem prevention, individual innovation, voice, and taking charge) was tested. Results indicated that psychological empowerment partially mediated the relationship between proactive personality and individual innovation. Psychological empowerment fully mediated the relationship between proactive personality and taking charge. Proactive personality was indirectly related to problem prevention, via psychological empowerment. Psychological empowerment was directly related to voice. In addition, servant leader characteristics at level-1 were positively …

For nearly a century, proponents of health reform have advocated for greater clinical integration to improve quality, promote efficiencies, and control costs. A seminal 1932 report issued by the Committee on the Costs of Medical Care called for the provision of care through group practice arrangements as part of a broader set of recommendations that included universal coverage, extension of public health services to the entire population, and a major investment in health professions education. Resistance to its findings was a key factor in convincing the Roosevelt Administration to abandon national health insurance in the original Social Security Act.

Despite social epidemiologists frequently citing political and economic factors for this variance, political science has largely ignored these issues. Given this gap in the literature and the importance of the issue, more research is clearly needed to better understand the political and economic causes and implications of these health disparities. This study analyzes the topic in depth, examining how income inequality, which is believed to be a key factor in explaining health inequalities, is related to mortality rates at the county level. Childhood obesity has become a worldwide epidemic with health and economic implications. In response to the epidemic, Congress passed the Child Nutrition and WIC Reauthorization Act of 2004. The act is an unfunded mandate requiring school districts and schools that participate in the National School Lunch Program to develop and implement a Local School Wellness Policy. The National Alliance for Nutrition and Activity or NANA developed a model wellness policy as a guide for schools in the development of a Local Wellness Policy. Entering the labor force is noted as one of the most significant role transitions of young adulthood. Multiple studies find that a significant portion of the nation’s young adult population has not been able to make this critical role transition successfully. The purpose of this dissertation is to identify factors that help out-of-school youth make a successful transition to postsecondary education and employment. The study analyzes data collected from a cohort of out-of-school youth who participated in employment and training programs operated in the state under the Workforce Investment Act (WIA) in Southside Virginia. For years African Americans have comprised the largest minority group within the federal civil service, yet have been under represented at the higher levels, namely, GS13 through GS15 and the senior executive service (SES). Executive and legislative actions alone have not been sufficient to overcome the under-representation of African Americans at higher levels of the federal bureaucracy. The theory of representative bureaucracy suggests that passive representation, or the extent to which a bureaucracy employs people of diverse social backgrounds, leads to active representation, or the pursuit of policies reflecting the interests and desires of those people (Kingsley, 1944). Household Knowledge, Attitudes And Practices In Solid Waste Segregation And Recycling: The Case Of Urban Kampala, Margaret Banga

This article investigates households’ knowledge, attitudes and practices on the separation and recycling of solid waste in Kampala, Uganda. A survey was administered to 500 households randomly sampled from Kampala. The results indicate that, although the public is aware of solid waste separation and recycling practices, it has not participated in such initiatives. The results also indicate that participation in solid waste separation activities depends on the level of awareness of recycling activities in the area, household income, educational level and gender. It is, therefore, argued that increasing accessibility to recycling facilities is the best means of promoting positive attitudes …

In the 1970s, the world began moving towards free market policies. Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention. U.S. Army helicopter maintenance condition is affected by operation environment and high flight hours. Due to the environmental conditions and high operation tempo of Afghanistan and Iraq, U.S. Army Aviation created the RESET aviation maintenance program to provide restorative maintenance following deployments in theater. The RESET maintenance program was created in addition to the existing two-level maintenance programs. Following deployment, RESET is a thorough cleaning to remove contaminants, inspection of airframe and components, and repair cycle to restore the condition of the helicopter to acceptable condition.

A significant leadership challenge exists while leading others without legitimate or formal authority. Leading without legitimate authority may require different and limited leadership skills and competencies, especially when leading peers. This quantitative study analyzed the leader competencies and skills needed for effective peer leadership.
A literature review identified four competencies cited frequently as important: (a) communication; (b) support; (c) mental/hard work ethic; and (d) reflection/feedback. Analysis of an ROTC leadership assessment database provided convergent validity for the literature review while adding one additional competency, physical. In any transitional justice mechanism there are tradeoffs between the search for retributive justice and the practical limitations on what can be accomplished. To date, this tension has been discussed in reference to internationally established norms of justice, which the authors argue are limited in the extent to which they can explain why certain mechanisms—such as the South African Truth and Reconciliation Commission or Rwanda’s gacaca courts—have been considered successful. We argue that mechanisms that have a high overlap between local culture and elements of procedural justice are perceived as more fair and just, even to those who may not …
