The process of separating and selling recyclable materials in the city of Buenos Aires provides income and livelihood for a large group of outcasted workers. This method of recycling in the Capital Federal city of Argentina involves much more than governmental departments and waste management systems. “Cartoneros” are those who rummage through the city’s trash collecting renewable goods from the disposable.

For decades, the work of cartoneros has been disregarded and cast-aside, labeled as work for the poor or unprivileged. However, the work of these collectors accounts for more than half of the city’s recycling. The government’s minimalist system of …

Travel-time variability is a noteworthy factor in network performance. It measures the temporal uncertainty experienced by users in their movement between any two nodes in a network. The importance of the time variance depends on the penalties incurred by the users. In road networks, travelers consider the existence of this journey uncertainty in their selection of routes. This choice process takes into account travel-time variability and other characteristics of the travelers and the road network. Research Brief: "Work-Related Disability, Veteran Status, And Poverty: Implications For Family Well-Being", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This study examines the interrelationships between work-related disability, veteran, and poverty statuses.The research found that households with non-disabled veterans present have a lower likelihood of poverty, but that advantage is severely eroded when the veteran or another family member has a work-limiting disability. Veterans should actively seek access to and use benefits for which they are eligible, and the income supports provided by the Veteran’s Administration to those who served in the armed forces might reduce the risk of poverty. Researchers should examine the extent to which differences in use of service-connected benefits explains some of the variation in poverty …

This report examines how changes in the way federally qualified health centers (FQHCs) are financed could support the transformation of these critical safety-net providers into high performing patient-centered medical homes. Through surveys and interviews, the authors explore the current landscape of health center involvement in medical home initiatives, adoption of medical home standards, and receipt of payment incentives. Based on their findings, the authors make preliminary recommendations to encourage health centers to serve as patient- and community-centered medical homes. During the first decade of the 21st century no region in the nation experienced the political and demographic changes that occurred in the Intermountain West region, including the states of Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah. These states grew at unprecedented levels and are now demographically more diverse and increasingly urbanized. This presentation will explore the status of redistricting and reapportionment efforts, and the implications for state and national politics.

In recent years, the standards in Arkansas for entry into kindergarten underwent changes that can be difficult to understand. Across the nation, states have increased the minimum age of entry into public schools, and Arkansas is no exception. Recently, a policymaker in our state asked the OEP to look into the research surrounding the question of raising the kindergarten entry age. Do Tax Havens Really Flourish? Accounting For Endogeneity In Growth Regressions, Luisa Blanco, Cynthia Rogers

School of Public Policy Working Papers

That tax haven policies contribute to favorable economic growth in tax haven countries is commonly accepted. There is, however, minimal empirical evidence to substantiate this assertion and empirical investigations are subject to endogeneity bias. Using a sample of 155 countries from 1982 to 2003, we find that the standard tax haven variable is endogenous to the error term in a typical growth regression. We offer land area measures as valid instruments for tax haven status. Results based on two-stage least squares estimation with heteroskedastic standard errors and controls for initial conditions provide support for the claim that tax havens “flourish” …

Federal investment in community health centers not only creates health care access but, based on previous studies, generates an estimated 8:1 return for medically underserved communities while creating thousands of jobs. Since our earlier 2008 economic impact study, Congress has made two major program investments: $2 billion under the American Reinvestment and Recovery Act (ARRA) of 2009; and $11 billion under the Affordable Care Act (ACA). This analysis measures the economic and jobs-creation benefits of this cumulative investment in health centers, as well as the impact of legislation enacted in April, 2011, which reduced the first year of new …

Somalia is currently experiencing the worst drought and famine in over half a century. Half of the population (close to four million people) is dependent on food aid, while tens of thousands are estimated to have died since the drought began this past summer. In early September, the United Nations warned that as many as 750,000 people could die in the coming months if aid efforts are not ramped up. At least 150,000 have fled their homes seeking assistance in internally displaced persons (IDPs) camps located in Somalia’s capital, Mogadishu, and in refugee camps located in neighboring Kenya and Ethiopia. …
