Evaluating The Success Of Benefit Fraud And Compliance Act In Affecting Wages And Offers For Seven Common H1b Occupations In Virginia, 2002-2010, Khalafala Alsadig

This study examined the role of the Benefits Fraud and Compliance Act (BFCA) in affecting H1B hiring policy in the state of Virginia, as it pertained to seven computer science-related occupations. By employing an independent samples t-test approach, it was discovered that there was a statistically significant difference in H1B actual wages, proposed wages, and per-employer offers before and after BFCA.

Over the past few decades, presidents have made some increasingly noticeable efforts to fill their administrations with a higher number of minorities. Though not yet fully representative of the general public, such advances in descriptive representation are a sign of progressive change occurring within the executive branch, with positive potential implications for the state of representative democracy and public policy. In this article, I survey the current state of descriptive representation under the Obama presidency and the extent to which the president’s policy agenda has substantively addressed the needs of historically underrepresented groups. This article aims at understanding the relation between crime and identity formations in the French banlieues, especially in the wake of the 2005 urban riots. The essay performs a reading Mamadou N’Dongo’s novel El Hadj at the intersection of aesthetics and politics in order to scrutinize identity formations and related debates at stake in the prisons of poverty and oppression that constitute the banlieues whose inhabitants are the third or fourth generation of the heirs to African immigration in France. This study explored the impact a modified Therapeutic Community (TC) had on reducing institutional disorder as documented by institutional write-ups. Substance abuse treatment programs are typically evaluated in terms of their ability to prevent relapse and reduce recidivism. The current study examined the efficacy of a modified TC in relation to these parameters but also explored its overall impact on prison safety and security for both the inmates and staff of a medium security prison located in Kentucky. Fatal automobile crashes have claimed the lives of over 33,000 people each year in the United States since 1995. As in any point event, fatal crash events do not occur randomly in time or space. The objectives of this study were to identify spatial patterns and hot spots in FARS (Fatal Analysis Reporting System) fatal crash events based on temporal and demographic characteristics. Pavement markings are made retroreflective so that roads are more visible. But retroreflectivity degrades over time due to a number of factors. Although the Federal Highway Administration has yet to finalize minimum standards for retroreflectivity, the degradation of pavement marking retroreflectivity can be detrimental to safety. The primary objective of this thesis was to use statistics to develop and validate regression models to predict the degradation of water borne pavement marking retroreflectivity. This will provide the South Carolina Department of Transportation (SCDOT) a systematic means to determine when markings should be replaced.

Managing Undocumented Students: Do Undocumented Students Hinder Student Performance?, Gregory Hill, Daniel P. Hawes

Illegal immigration is a salient topic for policy makers and for local units of government who are responsible for implementing policies. One particularly relevant policy topic is to what extent undocumented students affect performance in public schools, and if undocumented students do have an impact on performance, what can be done about it? Using Texas as a case study, this analysis finds that, surprisingly, undocumented students have only a marginal effect on the overall performance on standardized exams. Among Latinos, however, there is a statistically negative effect. Furthermore, evidence suggests that managerial skills can mitigate those negative effects.

If Not Welfare, Then What?: How Single Mothers Finance College Post-Welfare Reform, Kristin Wilson

The article follows previous work on TANF and AFDC by asking if not welfare, then what social programs and financial aid programs are low-income women using to support their college attendance, and what is the impact of these programs on the college-going decisions of low-income women? The study is based on case studies of 10 low-income women attending a community college. Results indicated that EITC, food stamps, and subsidized housing are stable sources of funding. However, each of these programs requires diferent application processes and compliance regulations. Only the Pell Grant was viewed as a dependable source of funding for …

On December 8, 2011, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2006 through 2010, making available social, economic, housing and demographic statistics for every community in Nebraska and the nation. Also available are estimates for Nebraska’s Legislative Districts.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2006 through 2010. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as legislative districts. The …

The recent history of scientific excellence of a society could be used as an indicator of its economic, cultural and communal prosperity. In this work, two examples of countries that successfully arose from the remnants of comparative poverty and established themselves as scientifically thriving societies, South Korea and Slovenia, are compared with the case of Serbia, a country that is presumably on the doorsteps of a similarly explosive developmental path.
