The discharge of Harmful Aquatic Organisms and Pathogens (HAOP) found in ships ballast water from one port environment to another can have severe ecological, environmental and economic consequences, especially when they transform into marine pests. This informs the necessity to investigate treatment options that could curtail the transfer of these organisms from a source harbour. The resurgence of piracy in the Gulf of Guinea in 2007 greatly affected the economy of some West African states especially Nigeria and Benin. The severity of attacks by pirates led to United Nations Security Council resolution 2018 (2011) expressing deep concern about the threat posed by piracy in the region and an intention for a cooperative regional action to combat this maritime security crime . This brief is about the stress that occurs for caregivers of veterans due to secondary trauma. In policy and practice, caregivers can continuously monitor themselves for symptoms of secondary trauma, maintain a balance between professional life and personal life, and promote a supportive culture within the caregiver community; policies should acknowledge that secondary trauma stressors do exist for caregivers and should look for ways to reduce the negative effects of secondary trauma stressors. Suggestions for future research include using econometric models to detect relevant factors for risk of developing secondary trauma stressors.

This brief is about the health and age-related changes of wartime male veterans during later years in life as compared to non-veterans and non-wartime veterans. In policy and practice, veterans reaching retirement age, with help from their families, should pay attention to their health in case any conditions arise, and health policies should look at early-life health in addition to later-life health. Suggestions for future research include performing studies over time on younger veterans as they age and clearing up biases within the sampling processes.

Scholars analyzing the intersection of federalism and disaster law and policy have primarily focused on the difficulties federalism poses for interjurisdictional coordination of disaster response. Though scholars have highlighted that rising disaster risks and costs are associated with “land-use planning that exacerbates, rather than mitigates, disaster risk,” a more holistic analysis of land-use-related disaster law and policy is needed. Many studies exist on whether Voluntary Environmental Programs (VEPs) improve firms’ environmental performance. Furthermore, the literature on VEPs theorizes that specific features contribute to program performance. This study examines the ability of Voluntary Environmental Programs to reduce emissions and the role of institutional design on their performance. Specifically, this study aimed to identify if specific features influence performance more than others do. The indicator of performance focuses on the overall emission reductions of firms across years 2007-2009. A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. As health care costs continue to escalate, Congress, the U.S. Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), state Medicaid agencies, researchers, and policymakers are focusing on identifying new approaches to care delivery and reimbursement for individuals who are dually eligible for both Medicare and Medicaid. Although relatively few in number (9 million), dual eligible beneficiaries are more likely than others to experience poor health, including multiple chronic conditions, functional and cognitive impairments, and a need for continuous care. Research indicates that many youth-serving agencies do not adopt evidence-based innovations in the field of youth violence prevention. This qualitative study was designed to explore a sample of community-based decision makers’ perceptions of why innovative, evidence-based programs and practices for the prevention of violence by youth are, or are not, adopted at the local level. The rationale for this study was that knowledge of evidence-based innovations in youth violence prevention originates primarily from research scientists who are external to the organizations that are the intended recipients of the innovations.
