In May 2008, Nevada County became the first county in California to fully implement an Assisted Outpatient Treatment (AOT) program under the guidelines established by Assembly Bill 1421 (Keller, 2011). The Assisted Outpatient Treatment Demonstration Project Act of 2002, more commonly known as “Laura’s Law”, established guidelines for the court ordering of treatment for persons incapacitated by a mental disorder (California Department of Mental Health [CA DMH], 2003).

Mating with close kin can lead to inbreeding depression through the expression of recessive deleterious alleles and loss of heterozygosity. Mate selection may be affected by kin encounter rate, and inbreeding avoidance may not be uniform but associated with age and social system. Specifically, selection for kin recognition and inbreeding avoidance may be more developed in species that live in family groups or breed cooperatively. To test this hypothesis, we compared kin encounter rate and the proportion of related breeding pairs in noninbred and highly inbred canid populations. Minnesota wolves (Canis sp.) sometimes are reported to have affinity to a small, narrow-skulled eastern form (Canis lupus lycaon Schreber, 1775) and sometimes to a larger, broader western form (Canis lupus nubilus Say, 1823). We found that pre-1950 Minnesota wolf skulls were similar in size to those of wolves from southeastern Ontario and smaller than those of western wolves. However, Minnesota wolf skulls during 1970–1976 showed a shift to the larger, western form. Although Minnesota skull measurements after 1976 were unavailable, rostral ratios from 1969 through 1999 were consistent with hybridization between the smaller eastern wolf and …

Global Positioning System (GPS) radio-collars are increasingly used to estimate Gray Wolf (Canis lupus) kill rates. In interpreting results from this technology, researchers make various assumptions about wolf behavior around kills, yet no detailed description of this behavior has been published. This article describes the behavior of six wolves in an area of constant daylight during 30 hours, from when the pack killed a Muskox (Ovibos moschatus) calf and yearling on Ellesmere Island, Nunavut, Canada, to when they abandoned the kill remains. Information about wolf (Canis lupus) movements anywhere near the northern extreme of the species’ range in the High Arctic (.75uN latitude) are lacking. There, wolves prey primarily on muskoxen (Ovibos moschatus) and must survive 4 months of 24 hr/day winter darkness and temperatures reaching 253 C. The extent to which wolves remain active and prey on muskoxen during the dark period are unknown, for the closest area where information is available about winter wolf movements is .2,250 km south. We examined 35 years of relationships among wolf (Canis lupus) pup survival, population change and canine parvovirus (CPV) seroprevalence in northeastern Minnesota to determine when CPV exerted its strongest effects. Using correlation analysis of data from five periods of 7-years each from 1973 through 2007, we learned that the strongest effect of CPV on pup survival (r = -0.73) and on wolf population change (r = -0.92) was during 1987 to 1993. After that, little effect was documented despite a mean CPV seroprevalence from 1994 of 2007 of 70.8% compared with 52.6% during 1987 to 1993. We …

We attempted to study predation on various-sized prey by a male and female wolf (Canis lupus) with global positioning system (GPS) collars programmed to acquire locations every 10 min in the Superior National Forest of Minnesota. During May to August 2007, we investigated 147 clusters of locations (31% of the total) and found evidence of predation on a white-tailed deer (Odocoileus virginianus) fawn and yearling, a beaver (Castor canadensis), ruffed grouse (Bonasa umbellus), and fisher (Martes pennanti) and scavenging on a road-killed deer and other carrion. In the 1920s, high school students were placed on one of three tracks: high, average, and low. Over the years, vocational education was transformed into a low track assignment for students, often racial minorities, who were perceived as less intelligent. U.S. Army Regulations require soldiers to be fit, as excessive weight negatively impacts their readiness, health, and morale. A quantitative study examined if personal, behavioral, and/or environmental factors predict a soldier's self-efficacy and body mass index. Data were obtained from 117 soldiers on 6 scales: the Armed Services Vocational Aptitude Battery, the Army Physical Fitness Test, the General Self-Efficacy Scale, the Stress Management Questionnaire, the Lifestyle Assessment Inventory, and the Multifactor Leadership Questionnaire. The purpose of this qualitative, narrative research study was to add to the research literature by illuminating the learning experiences of Deaf individuals in tennis in the United States. This study was built on a tripartite conceptual framework consisting of motivation, interaction, and the flow experience. The Shan are a large migrant group from Burma (Myanmar) found within Thailand. While some Shan migrate to escape the civil war within Burma, others migrate for economic opportunity. Despite the size of this population, little is known about their health. Our study highlights the need for expanded access to primary care among this Shan population. Despite the arduous and trying journeys of these Shan migrants, they do not display the level of health sometimes attributed to health selection among immigrant groups.

Analysis techniques can range from systematic evaluation approaches such as the Oregon Department of Transportation’s (ODOT’s) Safety Priority Index System (SPIS) down to specific localized safety assessment strategies. In his 1961 farewell address, President Eisenhower cautioned against a future in which a powerful military-industrial complex manipulated policy to the detriment of American interests. Dunlap argues that, fifty years later, Eisenhower’s fears have not been realized; in fact, the military-industrial enterprise is in decline. Certainly, the U.S. military owes its continued preeminence to both the quality of its combatants and the superiority of its weaponry. Yet as the manpower-centric strategies in Afghanistan and Iraq replaced technology-centric operations; as complicated defense acquisitions laws deterred companies from obtaining contracts; and as the economic downturn and rising national deficit have strained budgets, …

This thesis explores rural development strategy in Mexico within the context of infrastructure development. It finds that although the tenants of decentralization and neoliberalism on which the strategy is based are conducive to gains in productivity, equity, and environmental sustainability in rural Mexico, the current government apparatus creates a number of market failures which limit the beneficial potential of the development strategy. Lessons learned from the Mexican experience should be applied in other contexts for development strategies.

There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

Energy Efficiency Technologies For Buildings: Potential For Energy, Cost, And Carbon Emission Savings, Bukola S. Jimoh

Buildings are a significant energy consumer and are responsible for an increasingly large percent of worldwide greenhouse gas emissions, currently between 30 and 40 percent. Energy efficiency presents unique opportunities for building owners to reduce their environmental footprint and add value through cost savings, tax deductions, and increased market value. An analysis of 183 samples of efficiency measures in seven technology categories found that 74% of efficiency investments had a positive net present value. Building automation system and chiller plant improvements had the highest mean energy and carbon dioxide savings per square foot. Additionally, building automation systems had, on average …

By comparing the post-conflict reconstruction patterns of Cyprus and Sri Lanka, it is possible to evaluate what was or was not effective in the Cyprus case and how these lessons may be applied to Sri Lanka. Considering the underlying similarities of the two islands’ respective conflicts, the focus determining the best course of action for Sri Lanka, so that it does not face the same stalemate situation as Cyprus. The recommended policy contrasts with the consociationalist models proposed for Cyprus, and is instead based on the unique Basque model of autonomy.
