In 2010, Haiti experienced a devastating earthquake that destroyed much of its capital city and the governmental offices that should have guided the response to the disaster. This research focuses on how Haiti can benefit from the Caribbean Disaster Management Agency’s standards for disaster resilience as it works to recover from the earthquake. Unfortunately, Haiti has long been dependent on assistance from non-governmental organizations due to its extreme poverty; its recovery is complicated by the need to integrate disaster assistance and on-going economic and social assistance into its development of a more resilient society.

The certification of financial aid administrators has been debated for over 37 years. A job satisfaction survey conducted by the National Association of Student Financial Aid Administrators (NASFAA, 2008a) revealed that college and university administrators' perceptions of the efficiency, effectiveness, and quality of the services provided by the financial aid office have a direct effect on the job satisfaction of financial aid practitioners. The study also hinted at a possible link between these perceptions and the resources allocated to the financial aid office. The No Child Left Behind Act was developed in 2002 by the administration of George W. Bush. The purpose of this piece of legislation was to increase student achievement in America. Regulations and requirements have been put in place by the administration such as standardized testing. This paper discusses the history of NCLB, the current issues with the legislation, and how student motivation and achievement has been effected due to the NCLB law.

Currently, the drug court treatment outcome literature provides little guidance about examining clients that fail to complete drug court. Typically, only successful clients are tracked and measured for outcome success characteristics and not much is known about unsuccessful client outcomes. A large portion of individuals who begin drug court do not complete the program. With unsuccessful rates ranging from 34 to 73%, it seems reasonable to examine the outcome of these cases. Ignoring this phenomenon is problematic because various stakeholders remain uninformed about the drug court model’s full effectiveness. A two-pronged process, AmplifyPDX required managing two parallel and concurrent but mutually informative processes: creation of the Community Assessment Workbook as well as implementation of the Workbook in a particular community. To develop the Workbook, Mosaic Planning Group conducted a literature review, assembled an Advisory Committee and interviewed key informants with expertise on neighborhood planning, community organizing, and the Portland metropolitan region. In December 2010, City Council passed Resolution 2261 which directed the City’s Committee for Citizen Involvement (CCI) to prepare a more formal action plan for smart growth and sustainability. Emerald Solutions, a team of Portland State Master’s students, was tasked with furthering these efforts by completing a Sustainability and Smart Growth Pilot Plan for the Town Center Pilot Area (TCPA). The plan works to develop a complete concept, structure, and community outreach process that will guide the City in the creation of a broader, citywide plan. A Mercado is a strategic planning approach targeted toward Latino populations and other minorities, particularly in gentrifying locations of the Portland Metro region.

The National Incident Management System (NIMS) is the result of Homeland Security Presidential Directive 5 (HSPD-5). NIMS requires the Secretary of Homeland Security to develop a national policy template for state, local, regional, and federal agencies to work together during emergencies. One difficulty with NIMS is that state and local agencies interpret and implement NIMS requirements differently. Using Lusier & Achua's theory of integrative leadership and Burns, Bass, Kouzes, and Posner's concept of transformational leadership, this study examined the relationship between the leadership provided by city public safety directors (CPSDs) and effective NIMS implementation at the local level. With the current influx of soldiers returning from war in Iraq and Afghanistan, the newly revised Post-9/11 GI Bill affords veterans the opportunity to attend state colleges free of charge, which may result in a dramatic increase in enrollment of veterans in colleges across the country. However, most learning institutions are ill-equipped to accommodate the special needs of those veteran students who may experience adjustment problems when reintegrating into a civilian setting. In an effort to make sense of the work/life balance quandary, this article discusses preliminary results of a broader research project (D‘Agostino and Levine 2009) empirically examining the utilization of work/life practices by women in state-level government in the United States.. The purpose of this research is to examine whether women‘s utilization of work/life practices contributes to their career progression. Therefore, the central research question examines, what is the impact of work/life utilization practices on women’s career progression? Deliberative democracy as a form of citizen engagement and social media as a means to achieving greater citizen engagement have both received considerable attention in recent years; however, little attention has been paid to the way deliberative democracy and social media function together. The central aim of this research is to highlight the normative considerations surrounding social media in a deliberative democratic process. To do this, the article uses Iris Marion Young's model of deliberative democracy that is rooted in inclusion, political equality, reasonableness, and publicity. Using a comparative framework and based on interviews with the primary actors involved in the debate for and against humane farm animal standards in Ohio, this thesis examines the roles of special and public interest groups, bureaucrats, technocrats, and the public in the rulemaking process of the Ohio Livestock Care Standards Board. This study finds that the creation of the board as a policy solution was likely impossible without the efforts of a policy entrepreneur and a "fixer;" that the board's relevance relies on a problem-setting approach to developing standards that includes a multitude of interests; and that continued public …

Tiebout Sorting And Jurisdictional Homogeneity: Empirical Validity And Ethical Implications, Lee Hachadoorian

In a seminal paper, Tiebout (1956) argues that a large number of small local governments will function as a market in local services, leading to efficient allocation of local public goods. This result only obtains if households actually move in response to local fiscal differences. Spatial dependence of socioeconomic variables confounds attempts to infer Tiebout-motivated residential choice from observed socioeconomic homogeneity. I correct for this by focusing on socioeconomic difference across local government borders. In an investigation of socioeconomic sorting in Queens and Nassau Counties, NY, I find strong evidence of income sorting at the level of small suburban municipalities …

Durkheim argues that an individual is more vulnerable to self-destruction the more s/he is detached from the collective. This dissertation will explore the relative impact of social integration on older adults who have transitioned into their new roles in the social structure in relationship to their physical (obesity) and psychological (stress) health status. Additionally, the dissertation examines how social integration varies in its impact from one racial group to another, and how such variations influence the health status of the older adults who are members of these groups.

This project is a systematic review of the US quantitative, empirical studies on the effects of school bullying for the purpose of determining the degree to which Jurgen Habermas’s social theory, the theory of communicative action, can be used to understand the constellation of measured effects. School bullying is defined as a systematic abuse of power: the empirical literature on school bullying, therefore, provides a large data set on the abuse of power. The review finds strong consistency between the theory and the results of selected studies suggesting that Habermas’s theory of communicative action can explain and predict the mechanisms …

This report is the result of three years of work of true partnership between the Native American community, the Coalition of Communities of Color and Portland State University. The Portland Indian Leaders’ Roundtable, an alliance of 28 local Native American organizations, tribal organizations and Native focused programs within larger institutions, took a lead role in the implementation of the Native American research. Elders of the community reviewed the work and provided invaluable knowledge and historical context.
