Immigration regulation is defined here as any policy that has the objective of encouraging or discouraging immigration. There are two major categories of immigration regulation: those policies that directly affect the inflow of immigrants and those that influence the everyday lives of immigrants and processes related to the acquisition of legal permanent residency or citizenship. Immigration regulation is quite diverse across time and space; immigration policy is fluid and dynamic and is affected by socioeconomic, cultural, and political factors. This dissertation traces the emergence of the global human rights movement, investigates the role of popular culture as a vehicle for mobilization, and critically examines why the movement has failed to adequately politicize its supporters in the process. Beginning in the mid-1970s, a broad shift began to take place in which ordinary people were routinely confronted with human suffering, as conflict and crisis assumed a role as ritualized news events. The public response to these phenomena demonstrated a capacity for solidarity and engagement based on cosmopolitan premises. A key aspect of facilitating a transformation to a more just and equitable society should be the facilitation of decent work, through the adoption of labour standards. Yet the majority of workers in the global South are engaged in vulnerable, informal work that offers very little (if any) welfare protection While there are many possible ways to improve the conditions of work in the informal sector, this paper focuses on organizing workers as an agent for change. Black health disparities are a salient public health issue with blacks in every socioeconomic level at a greater health disadvantage than their white counterparts. In particular, disparity in infant mortality rates between blacks and whites have widened in recent decades to differentials never before experienced in the United States. Social ecologists investigating the myriad of individual and environmental risk factors have failed to fully account for the persistent differential. This study examines the relationships between individual and environmental influences on the health risk experienced by blacks, whites, as well as the differential between the two populations. This paper examines the expropriation of peasant land in China and land expropriation in Canada in an effort to determine the lessons that China can learn from Canada’s experience. It provides a case study of land ownership in each country to analyze the expropriation system that is in place, as well as the procedures that are taken throughout the process. The findings reveal the following recommendations for China based on Canada’s experience: design the contents of the franchise contract clearly and protect the right of peasants to participate in the land expropriation process; clarify the purpose of expropriation; raise the …

Indigenous populations in the U.S. and Pacific Islands are underrepresented in mental health and substance abuse research, are underserved, and have limited access to mainstream providers. Often, they receive care that is low quality and culturally inappropriate, resulting in compromised service outcomes. The First Nations Behavioral Health Association (U.S.) and the Pacific Substance Abuse and Mental Health Collaborating Council (Pacific Jurisdictions), have developed a Compendium of Best Practices for American Indian/Alaska Native and Pacific Island Populations. Water which is safe to drink straight from the tap is taken for granted by many Canadians, despite the fact that access to safe drinking water is far from universal. Across the country, many communities endure conditions unimaginable to most Canadians: water accessed through pipe systems causes gastrointestinal illness, must be boiled prior to consumption or not used at all, and these drinking water advisories can last anywhere from a few days to several years. Increasing community and political concern about excessive alcohol consumption and related harms in Australia has prompted calls for the introduction of tighter regulatory controls. From an evidence-based, research perspective, measures which increase alcohol prices and taxes, in particular, are considered most effective for reducing alcohol consumption and related harms. Accordingly, this report presents a review of pricing and taxation policy levers that have been considered and/or implemented nationally

The groups most likely to use the Internet or email from home include: persons living in or near larger communities, residents of the Panhandle region, persons with higher household incomes, younger persons, females, married persons, persons with higher education levels and persons with management, professional or education occupations. The Internet applications used by the majority of rural Nebraskans include: research, looking for health information, purchasing a product, watching a video and social networking.

The Affordable Care Act will extend health insurance coverage by both expanding Medicaid eligibility and offering premium subsidies for the purchase of private health insurance through state health insurance exchanges. But by definition, eligibility for these programs is sensitive to income and can change over time with fluctuating income and changes in family composition. The law specifies no minimum enrollment period, and subsidy levels will also change as income rises and falls. Using national survey data, we estimate that within six months, more than 35 percent of all adults with family incomes below 200 percent of the federal poverty level …

The pressure to achieve this goal has been keenly felt in the postsecondary community, especially as federal and state funding have become increasingly tied to achieving higher college completion rates. This study reviews data-driven appraisals of No Child Left Behind (2001) as well as the nation's at-risk student- and teacher dropout problems. Little, if any, evidence is found that troubled, over-age teens or struggling, first-year educators are overly concerned with the enhancement of federal and state accountability measures, rigorous performance standards, college preparatory curricula, or formative or summative assessments - let alone the academic credentials, continuing education credits, or even combined years of work experience of their teachers and colleagues. The attrition of minority students is fast becoming a salient issue in higher education. Academic advising has long been viewed as a determinant of participation, persistence and success. Persistence focuses on retention. Participation and success are two objectives of the Texas Higher Education Coordinating Board's initiative "Closing the Gap." This study used quantitative and qualitative methods to examine African American male college students' (AAMCSs) perceptions of advising center practices, advisor practices and affinity factors and their influence on participation and persistence.
