The United States Government Accountability Office (GAO) has recently Issued Efforts to Validate TSA’s Passenger Screening Behavior Detection Program Underway, but Opportunities Exist to Strengthen Validation and Address Operational Problems (May 2010, GAO-10-763). This IBPP article will describe and comment on the main GAO findings and additional data on which the findings are based. The article will end with some basic challenges to behavior detection as a useful security measure.

This study examines the relationship between popular support for the Kurdish Worker’s Party (PKK), which is an ethnic insurgent and terrorist organization mainly operating in Turkey, and its terrorist activities during the pre-and post-election periods in Turkey . Popular support has been measured through popular votes for the political party affiliated with the PKK in 1999 general, 2004 local and 2007 general elections. Two leading theories of social movements, Resource Mobilization Theory (RMT) and Relative Deprivation Theory (RD), were used as theoretical approach. Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.

Measuring Social Capital As An Outcome Of Service Learning, Maria J. D'Agostino

Publications and Research

Service-learning has been put forth as one of the proposed solutions to increasing social capital. However, service-learning research has not significantly addressed the impact of service learning on social capital. Unlike most previous studies, this research used quantitative analysis to measure the effect of university service-learning programs on social capital by examining the question: What impact do service-learning programs have on social capital post-graduation? This study showed that service learning addresses the civic engagement problem by providing evidence suggesting that service learning predicts social capital post-graduation.

Driven in part by the imminent threats of population growth and climate destabilization, recent studies suggest that urban areas face severe water scarcity, with some areas in Australia and the United States already instituting moratoria on water use. While water managers traditionally avoid such crises by developing demand forecasts based on population estimates, technological developments, and weather predictions, their analysis are often at a regional scale with aggregate measures of water consumption. To date, there exists limited empirical evidence about how urban spatial structure and concomitant socio-demographic and temperature characteristics mutually interact to affect water demand at the scale of …

This study utilizes the Longitudinal Study of the Vocational Rehabilitation Program to examine the impact of state-federal vocational rehabilitation services on the quality of life of consumers. The theory that guides this study is an amalgam of theories of Allardt, Halpern, Campbell, and Cummins which indicate that quality of life is made up of various domains which parallel Maslow’s Hierarchy of Needs. The various control mechanisms available to regulators will be discussed: including allocation methodology, benchmarking, banking, variation in design frameworks, etc. To aid and support the proposed policy recommendations, this paper will investigate the design framework of the SOx emission trading scheme in the US, the Kyoto Protocol, and the European Union Emissions Trading Scheme (ETS). The purpose of the study was to evaluate the continuous improvement process of the Tennessee Center for Performance Excellence (TNCP). Results of surveys conducted annually by the TNCPE from postapplicants provided data from the state award applicants. Their responses offered indicators of satisfaction among different industry sectors (education, government, healthcare, manufacturing, nonprofit, and service) with the TNCPE services (criteria booklet, feedback report, site visit policy, TNCPE staff, and team of examiners). The survey data were obtained from the TNCPE office in Nashville, Tennessee in which award applicants were provided a series of survey questions. These questions involved the overall award …

Fuel taxes are an important source of funds for roads. However, increasing fuel efficiency and the potential for alternative fueled vehicles have raised questions about the long-term viability of this revenue source. Oregon conducted an experiment to evaluate the potential to replace fuel taxes with mileage fees. The findings from that experiment will be presented along with some discussion of current research on the cost associated with implementing different types of mileage fees.

In 2012 this agreement will require the sexually oriented businesses to close down and move out of Kennedale. In 2005, the Thomas B. Fordham Institute, with the support of the Walton Family Foundation and the Bill and Melinda Gates Foundation, published a report showing that charter schools were greatly underfunded compared to traditional district schools in the 2002-03 school year. This report uses FY 2006-07 data, the most recent available when this project began, to describe the state of charter funding, and to see if it has changed since the last report. It includes all of the original 17 states and Washington D.C., as well as seven new states. The new edition also improves our method of analyzing …

Medical-legal partnerships (MLPs), now available at over 180 hospitals and health centers across 38 states, are an important option for addressing the legal needs affecting low-income and vulnerable patients, and thereby improving their overall health. We estimate that each year, anywhere between 50 and 85 percent of health centers users - or between ten and 17 million people - experience unmet legal needs, many of which negatively impact their health.
