Transportation of food accounts for a significant fraction of the carbon dioxide emissions believed to be adversely impacting climate and the environment. And this impact is increasing as food supply chains become longer and more complex, and food packaging requirements lead to increased waste. Many organizations such as hospitals and upper level education are becoming increasingly concerned about sustainability. In this study, college, university, and hospital food purchasing behavior were assessed using interviews, surveys, and modeling to evaluate the environmental implications of decisions regarding food transportation and packaging. The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …

The Geneva International Centre for Humanitarian Demining (GICHD) is generally perceived to be relevant and effective within the mine action sector, although there are some vocal, and potentially significant groups that take a more negative view.

In interviews with attendees at the 13th International Meeting of National Mine Action Programme Directors and UN Advisors, 65% of respondents were positive about the Centre's relevance and 63% about its effectiveness.

The Centre's publications were generally very well received. The Francophone programme enjoyed an entirely enthusiastic and positive response from all who deal with it. Eighty per cent of respondents said that they …

We provide an overview of retirement plan proposals that could be implemented at the state level. All aim to increase participation in retirement savings, mainly by lowering the cost of doing so and possibly by offering some employer or government matches to employee contributions. The proposals vary widely on how much risk employees are exposed to. Some proposals leave most of the risks of saving for retirement – investment, market, and longevity risk – with the employee, while others try to eliminate them all. Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. Bus Rapid Transit (BRT) uses different combinations of techniques to improve service, such as bus-only lanes and roads, pre-boarding fare collection, transit priority at traffic signals, stylish vehicles with extra doors, bus stops that are more like light rail stations, and high frequency service. This study examines five approaches to BRT systems as implemented by public transit agencies in California, Oregon, and Ontario. The case studies as a group show that BRT can be thought of as a discretionary combination of elements that can be assembled in many different combinations over time. Urban-Biased Policies And The Increasing Rural-Urban Expenditure Gap In Vietnam In The 1990s, Eric Fesselmeyer, Kien T. Le

There was a significant and widening rural-urban gap during the economic boom in Vietnam in the 1990s. Using an econometric decomposition, we find that differences in individual characteristics such as education, ethnicity and age are the primary explanation for this widening gap, whereas differences in the returns to these characteristics are the primary explanation for the increase in the gap at higher percentiles. We then argue that government investment policies and the manipulation of price incentives were important factors behind the gap. In particular, we argue that government policies created some benefit to urban dwellers at the expense of rural …

We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. Walls, Safirova and Jiang (2007) note the paucity of studies that examine telecommuting among individuals across organizations and studies that compare telecommuters with non-telecommuters. This study responds to this call by gaining a deeper understanding of telecommuting patterns and adoption behavior through an examination of perceived obstacles and facilitators of telecommuting. The study involved data collection using survey methodology, focus groups, and archival data collection. This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,545 respondents if they would support various tax options for raising federal transportation revenues. The eight specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new national sales tax. In addition, the survey collected standard socio-demographic data and some travel behavior data and asked a few attitudinal questions related to the quality of the transportation system and respondents´ priorities for government spending on transportation. In September of 2009, the Office for Education Policy (OEP) released a report titled “An Analysis of Charter Schools on Desegregation Efforts in Little Rock, Arkansas.” In this report, we presented data from the 2005 to 2009 schools years for students who transferred to open-enrollment charter schools in Pulaski County from the Little Rock School District (LRSD). The aim of this report was to show what impacts – if any – these transfers were having on the desegregation efforts of the LRSD.
