Rats are traditionally viewed as pests in most societies. APOPO turns this stereotype on its head by training rats to detect mines in a wide-scale effort to push forward demining efforts in post-conflict countries. Mine Detection Rats (MDRs), also affectionately called HeroRATs, are a sustainable landmine detection technology, adapted to low resources settings. Rats have a highly developed sense of smell. They can detect the smallest traces of explosives emitted by the mines. Rats are intelligent creatures that also love to perform repetitive tasks for a small food reward. In recent years, Customs and Border Protection (CBP) has installed radiation sensors to screen cargo containers entering theUnited States. They are concerned that terrorists could use containers to smuggle radiological material into the country and carry out attacks with dirty bombs or a nuclear device. Recent studies have questioned the value of improving this screening system with new sensor technology. The cost of delays caused by frequent false alarms outweighs any reduction in the probability of an attack in an expected cost analysis. Health care disparities in rural areas remain significant in the U.S. health care industry. Uncompensated care makes health care disparities in rural areas worse, and rural hospitals are unfavorably positioned to compete with urban hospitals in the economic-downturn marketplace. How uncompensated care affects quality care among rural hospitals has been lightly investigated. In this qualitative case study we used Bronfenbrenner’s ecological systems theory methodologically and theoretically to investigate the reflections of three elementary pre-service teachers as they were learning about teaching culturally and linguistically diverse students. Data sources included a questionnaire, interview transcripts, course documents, and individual written records. Cross and within case analyses were conducted using a priori and open coding for all data utilizing the analytic strategy of relying on theoretical propositions. Findings suggested that participants’ reflected beyond the classroom on influences that impact the education of diverse students and there were program specific factors that encouraged critical reflectivity …

Residential energy use has been envisioned in varied ways, each highlighting different factors and capturing a partial truth. This paper outlines assumptions of core theories about household energy use. It gives an abbreviated list of major empirical findings framed by these theories. It then identifies a new set of "blind spots" created by overly-simple reliance on models and by data shortcomings that in combination may block development of a more sophisticated understanding of energy use. Policies and program strategies, in turn, can become oriented toward simplistic approaches to change. We point to the need for improved interpretation and elaboration of …

Powering America: The Impact Of Ethanol Production In The Corn Belt States, Luisa Blanco, Michelle Isenhouer

This paper investigates the impact of ethanol production in the Corn Belt states (Iowa, Indiana, Illinois, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, Ohio, South Dakota, and Wisconsin). Employing data at the county level, from 2005 and 2006, we investigate the effect of ethanol production on employment and wages. Our empirical results show that ethanol production has a positive significant effect on employment and wages, but this effect is of insignificant magnitude. We also find that counties with high and medium levels of ethanol production capacity show higher levels of employment and wages than those counties that do not produce ethanol. …

Nationwide, few university courses focus specifically on planning and design for pedestrian and bicycle facilities. Before this project, Portland State University had only one three-credit course on the subject, which did not provide adequate time to cover all aspects of bicycle and pedestrian transportation planning, policy, design and practice. Although the course provided a useful introduction to the topic and received excellent student reviews, faculty members saw a need to expand the curriculum to provide an opportunity for practical application of the theory and practice and increase the course’s academic rigor.

The Implementation Of Restorative Justice In Iceland: A Comparison Of Police- And Expert-Led Conferencing, Hafsteinn Gunnar Hafsteinsson

On first of October 2006 the Ministry of Justice in Iceland launch a restorative justice pilot project. Building on the pilot project data, this thesis evaluates the implementation of restorative justice into the criminal justice system in Iceland by asking victims, offenders and other participants in police- and expert-led conferencing to answer questionnaires' relating to these two types of restorative justice practices to crime. The thesis compares its results with findings from a review conducted by Paul McCold (1998) who more than a decade ago challenged concerns on police facilitated conferencing.
