Now more than ever in making decisions about water, including the protection of source water, there is concern about the process and context in which decisions are made. Historically, government agencies have dominated decision making using a top down approach. More recently, however, a wider array of participants is included in water-related decision making processes. Goals underlying this shift can include democratizing the process, adding legitimacy to the outcomes, strengthening the capacity of local communities, and increasing likelihood of plan implementation.

In January 2008, Nebraska Governor Dave Heineman hosted the Governor’s Summit for Expanded Learning Opportunities. The Summit explored collaborative efforts of schools and community leaders to create expanded learning opportunities for Nebraska’s children and youth. Following the event, Governor Heineman asked the Nebraska Children and Families Foundation and the Nebraska Community Learning Centers Network to map funding for expanded learning opportunities in Nebraska.

Begun in 2006, the Fusion Project connects new refugees and their communities with local community resources in Lincoln, Nebraska. One of three goals of the Fusion Project is equipping Lincoln’s mainstream community to work with four refugee communities: African, Asian, Eastern European, and Middle Eastern. The University of Nebraska Public Policy Center evaluated the Fusion Project with respect to this goal using the information gathered through two facilitated focus groups. Similar to other ascendant powers such as China and Brazil but unlike smaller powers, India must not only cope with a transformed international system and project the country's global aspirations, but also ensure that its emergence as a rising power responds to its domestic dilemmas and constraints. Avoiding Tough Policy Choices In An Influenza Pandemic: The Role Of Kettl's Rocket Science Model In Public Health, Danny Lambert

The security and social inequality approaches to public health present distinct answers to policy objectives relative to a pandemic. However, each approach leaves us with tough choices between the most valued objectives. I demonstrate how the networked approach, which Kettl's Rocket Science Model (RSM) exemplifies, does not leave us with such choices. Furthermore, I connect the epidemiological concepts public health practitioners apply toward communicable disease pandemics to RSM concepts. Finally, drawing on the disease parameters of a worst-case scenario influenza pandemic, I demonstrate how the networked approach helps public health practitioners expand capacity such that tough choices are unnecessary.

These six essays were prepared by the Spring, 2010 Sustainable Communities Class known as CPD 602 at the University of Southern Maine. Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …

The possibility of using private military and security companies to bolster the capacity to undertake humanitarian intervention has been increasingly debated. The focus of such discussions has, however, largely been on practical issues and the contingent problems posed by private force. By contrast, this paper considers the principled case for privatising humanitarian intervention. It focuses on two central issues. First, is there a case for preferring these firms to other, state-based agents of humanitarian intervention? Poor pregnancy outcomes such as prematurity, low birth weight and infant mortality are societal indicators of a nation’s health status. These indicators have remained at exceptionally high rates in the United States despite the levels of resources and technology. In the quest to understand that discrepancy, among the ranges of theories and models for explaining poor pregnancy outcomes an emerging concept is coming to attention: social capital. The taxonomic identity of the historical and current wolf (Canis lupus L., 1758 or Canis lycaon Schreber, 1775 or their hybrids) population in Minnesota (MN) and the Great Lakes region has been, and continues to be, controversial. So too does its legal status under the U.S. Endangered Species Act. This review summarizes the morphological and genetic information about that population and concludes that historically the MN population consisted of a gray wolf (C. lupus) in the west and an eastern type (Canis lupus lycaon or C. lycaon) in the east with intergrades or hybrids between …

Contracting relationships vary in the extent to which they are complete and involve formal contract specification as well as the extent to which they are based on strong relationships and rely on cooperation and trust. Where a contracting arrangement falls on these two continuums constitutes what this paper refers to as "relationship design" and is likely to impact contractor performance. We use data from a survey of child-care centers and Head Start agencies in Ohio to examine the association between the design of contracting relationships and contractor performance. Overall, the UNMAS project was more successful, whereas UNDP's ANBP was seen as increasingly under-performing, and became less relevant, during this funding period. Peace Makers Or Draft Dodgers: Haredi Resistance To Israeli Military Conscription, Jay M. Politzer

The haredim in Israel are an ultra-Orthodox Jewish religious group who uphold the most conservative of Jewish laws. Instead of serving in the Israel Defense Forces (IDF) as all other Israelis do, the haredim are exempted from the IDF's policy of universal conscription. This thesis proposes three hypotheses to determine why Israel's haredim do not serve in the IDF. First, the haredim do not serve in the IDF because they do not want to; second, the haredim do not serve because they hold pacifistic political opinions; and third, the haredim do not serve because Jewish religious tradition forbids military service. …

The use of movies provides educators with a valuable tool for presenting information as learners are able to benefit from the powerful images being presented before them. The purpose of this study was to identify the value of the use of movies as a teaching tool. This was an exploratory study aimed at identifying characteristics of movie use as an educational device in recreation, parks, and tourism classes. In this study, respondents (n = 67) indicated that the use of movies in the classroom was supported, and the findings of this study suggest that most instructors provided advance preparation activities …
