There is no one universal definition of Justice. Such a limited view of right and wrong conflicts with our infinitely diverse world. The key to a harmonious global community is that justice is malleable and fluid, similar to water, where it can take the shape of its environment while still retaining the properties of fundamental rights. Our world will never come to a universal agreement on justice, due to the deeply embedded cultural beliefs and differing views, so a single understanding of justice is impossible. This paper studies approximations to the average length of Vehicle Routing Problems (VRP). The approximations are valuable for strategic and planning analysis of transportation and logistics problems. The research focus is on VRP with varying number of customers, demands, and locations. This modeling environment can be used in transport and logistics models that deal with a distribution center serving an area with daily variations in the demand. The routes are calculated daily based on what freight is available. New approximations and experimental settings are introduced. The major accomplishment of this project was the development of the SNAP Science and Research Strategy: an 11-chapter document designed to integrate and coordinate scientific research programs in Southern Nevada and improve the efficiency and effectiveness of these programs. The Strategy is intended to inform and guide SNAP agencies in identifying and articulating highest priority science and research needs, sharing resources and funds from other sources, and eliminating redundancy between research programs within their focus areas. In November 2002, the voters of Massachusetts approved Referendum Question 2. This referendum spelled an end to Transitional Bilingual Education (TBE) as the primary program available for children requiring language support in Massachusetts. In its place came a radically different policy called Sheltered English Immersion (SEI). Unlike TBE, which relies on the English learners’ own language to facilitate the learning of academic subjects as they master English, SEI programs rely on the use of simple English in the classroom to impart academic content; teachers use students’ native language only to assist them in completing tasks or to answer a question. …

In 2002, Massachusetts voters approved a referendum against the continuance of Transitional Bilingual Education (TBE) as a method of instruction for English language learners. The study undertaken by the Mauricio Gaston Institute at UMass Boston in collaboration with the Center for Collaborative Education in Boston finds that, in the three years following the implementation of Question 2 in the Boston Public Schools, the identification of students of limited English proficiency declined as did the enrollment in programs for English; the enrollment of English Learners in substantially separate Special Education programs more than doubled; and service options for English Learners narrowed. …

How does the EU deal with incoherence and coherence? In this paper we try to answer this research question in order to draw conclusions on the specific nature of the EU as a foreign policy actor. We define coherence and incoherence in EU foreign policy as our dependent variable in a first step. Coherence is understood as a principle guiding foreign policies in the EU as well as other international actors. Effectiveness is crucially linked to the principle of coherence, not only in the EU. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This study focuses on the academic experience of English Learners (ELs) in Boston’s public schools in the year before and in the three years following the implementation of Referendum Question 2. The purpose of this study project was to understand the impact of HIV/AIDS on a community and to assess the ability of a non-governmental organization to mitigate the negative effects of disease and poverty in the spaces where the government has failed to address community needs. The author observed employees at the Bhekuzulu Self Sufficient Project in rural KwaZulu Natal over a period of three and a half weeks in order to gain an understanding of the work done there. This paper presents the various dynamics, causes, and consequences of land conflicts in Acholiland. In order to comprehensively address these complex issues, this paper analyzes land conflict in connection to the Northern Uganda war, explaining the military strategies that resulted in widespread displacement and alienation from the land. This paper further explores changing Acholi cosmology and customary land law in connection to land alienation. Additionally, I examine local land conflicts as well as three privatization and “development” plans in relationship to preexisting land displacement issues. In response to the centrally controlled Bantu Education system, the resistance movement advocated a decentralized system of educational governance that included local voices in the running of schools. In 1996, the government satisfied the movement’s demands by including local school governing bodies (SGBs) as apart of the South African Schools Act (SASA). Attached to the powers of SGBs however was a right not advocated by the movement: the ability to set school fees. They are words that attempt to describe concepts, values and actions. Human rights are understood as the fundamental “civil, political, economic, social, and cultural rights that all human being should enjoy” beyond the non-negotiable, fundamental right to life (United Nations).
