This research brief examines the experiences of Puerto Rico's community health centers under the Commonwealth’s 1994 Government Health Insurance Plan (GHIP) – the Commonwealth's Medicaid program – also known as the Reforma. Of particular interest are the effects of Medicaid under-financing coupled with health centers' continuing obligations to furnish subsidized care for uninsured patients. To finance GHIP, the Commonwealth substantially curtailed its involvement with the direct provision of health care in both community and inpatient settings, transforming the former system of direct care provision into health insurance premium subsidies.

In 2002, Virginia increased the age that children needed to be restrained in a child safety seat from age three to age five. Employing a pre and post intervention analysis, this study evaluated the 2002 Virginia child safety restraint law and determined if the number and severity of motor vehicle crash injuries to children ages four and five changed significantly post-law. Two groups of children, children under age four and children ages six and seven, were utilized as control groups. Arkansas’s state standardized tests have changed over the past few years. Since the ACTAAP legislation of 1999, Arkansas students have taken criterion-referenced Benchmark Tests based on the state’s curricular standards along with national norm-referenced exams each year. Prior to 2004, students in grades 4, 6, and 8 were administered the Benchmark tests in Mathematics and in English Language Arts. Starting in 2005, the odd-numbered grades were added so that students in grades 3-8 took the week-long Benchmark tests, in accordance with the requirements of the federal No Child Left Behind act.

The absence of electrical utilities greatly impacts the lives of Ugandans. Without electricity many communities struggle to obtain the resources necessary to lift themselves out of a static state.

Rural communities have a genuine and justifiable need for electricity. These communities want to use electricity in relatively small quantities in order to: pump water, transport commodities, engage in income generating activities, practice modernized healthcare, and increase available light to extend work and leisure hours. Zoran Djindjic was the Prime Minister of Serbia and Montenegro from 2001 to 2003. Throughout the 1990’s, Djindjic was a leader in the Serbian opposition movement to President Slobodan Milosevic who advocated for major economic, social and political reforms in Serbia. In 2000, he helped engineer the removal of Milosevic from power. After two years in office and several attempts on his life, Zoran Djindjic was assassinated on March, 12th, 2003. It is in the interest of this thesis to investigate why governments negotiate with separatist terrorists, and why those negotiations succeed or fail. The four cases analyzed in this thesis include: Sri Lanka and the Liberation Tigers of Tamil Eelam, (1983-2009); Russia and the Chechen Republic, (1994-2009); Israel and the Palestine Liberation Organization, (1993-1994); and Great Britain and the Irish Republican Army, (1985-2009). This study examines the degree to which key players in the child welfare, early intervention/preschool special education (EI/Preschool SPED) and early care and education (ECE) systems (e.g. Head Start, preschool, child care centers, family child care homes) collaborate to meet the developmental needs of children ages 0 to 5 who are involved in the child welfare system. This research includes an analysis of data from the National Survey of Child and Adolescent Wellbeing (NSCAW) as well as a case study in Colorado involving interviews with key stakeholders and statewide surveys of caseworkers and foster parents.

First Nations in Canada are seeking new land management relations that fully include and accommodate their Aboriginal rights, any outstanding Aboriginal title, and other interests. Various Canadian judicial decisions have stated that, at a minimum, consultation with First Nations is required when Aboriginal rights may be impacted by land-use activities. This research involved applying case study to identify critical elements that lead to something deeper than mere consultation, as called for in the 1997 Supreme Court of Canada Delgamuukw decision. A strong body of research has developed over the last decade regarding the developmental outcomes of camp experiences of children and adolescents. However, few formal studies have been conducted to determine how camp experiences lead to deep personal change in young adult staff. In this study, the authors used focus groups and an online survey to explore transformation among young adult camp staff. Specifically, they examined (a) how camp involvement promotes transformation in young adults, and (b) what conditions in the camp environment promote personal change.
