China’S Foreign Investment And Assistance: Implications For Cambodia’S Development And Democratization, Kheang Un

With a strong economy and newly acquired confidence following three decades of rapid economic expansion, China has pursued an outward looking policy based upon foreign direct investment, development assistance and trade targeting particularly the developing world. Such expansion has drawn concerns over its impact on human rights, democratization and the environment. This paper assesses these concerns by examining Sino-Cambodia relations over the past sixteen years. It concludes that while trade, development assistance, and investment have had positive effects on Cambodia’s economic development, concerns that these engagements have derailed deeper democratization in Cambodia are not deterministic. This article seeks to elucidate the recent changes to the Chinese military by examining the new characteristics of the People’s Liberation Army (PLA) and its newly adopted approaches for modernization between 2003 and 2008. It includes diachronic discussions to explore various social and political factors for the changes, domestic and international constraints on the implementation of military modernization, and the outcomes of these endeavors. The main findings indicate that the Chinese military has changed its main feature as two important transitions have emerged: first, the PLA has been transformed from a manpower intensive army to a technology oriented force; and …

The Identification Of Participation Barriers Associated With Employment Testing In The Ontario Constable Selection System, Glenn Hadley

This paper examines the Ontario Constable Selection System (OCSS) to assess whether barriers within the process discourage candidates from competing for a career in policing. Interviews with 11 newly sworn police officers and 12 individuals who chose not to participate in the OCSS testing were conducted. The findings reveal that factors related to the perceived validity of the test, financial cost, and perceived fairness discourage potential applicants from competing.

This paper examines the policy process for the implementation of a by-law to restrict or limit the number of cats in a household in Owen Sound. An analysis of the policy process and the identified problem was conducted, in addition to a consideration of the external factors that influence the municipal policymaking process and a survey of other small urban municipalities to determine if they had encountered a similar problem and considered implementing a similar by-law. Members of minority groups have higher rates of disease, poorer health, and more limited access to care than their white counterparts. They account for half of the uninsured population and 58% of the low-income uninsured population. Even when they have coverage, minority patients are at risk for receiving lower-quality medical and surgical care than white patients. The factors underlying these inequities are complex and go far beyond the health care system,but any meaningful reform must, at a minimum, confront disparities in care. Many older adults experience a decrease in physical activity, which often leads to decreases in functioning. Older adults have been shown to have the lowest levels of physical activity for all age groups. These employees act as liaisons between the agencies and the state elected officials and perform duties such as constituent services, providing information to legislators, and advice and expertise on issues affecting their agency. Many protected areas offer night programs for visitors; however, night hours have not been fully recognized as a potential resource in these areas. Night hours in protected areas could provide visitors with experiences unique to these times of the day. Also, typically low levels of visitation during night hours could provide visitors with additional or better suited opportunities to fulfill motivations and benefits sought during daytime activities. Motor vehicle crashes involving novice drivers are significantly higher than matured drivers' incidents as reported by the National Highway Traffic Safety Administration Fatality Analysis Reporting System (NHTSA-FARS). There is ongoing research on how to decrease the number of crashes for this driver demographic group in the Unites States and Europe. Novice drivers usually complete driver education classes as a pre-requisite for full licensure to improve overall knowledge and safety. This dissertation consists of three essays that empirically explore the impact of multilateral health-aid on health outcomes like infant mortality rate (IMR) and incidences of an infectious disease, Tuberculosis, in developing economies. The first essay uses parametric and semiparametric mean regressions (additive and non-additive specifications) to capture the impact of education and health-aid on the IMR, after controlling for other covariates. Both specifications confirm education as an important factor in reducing IMR. However, the effect of health-aid on IMR is not significant. In our additive model, we do see a threshold level of health-aid after which the impacts of health-aid …

Deliberative democracy grounds its legitimacy largely in the ability of speakers to participate on equal terms. Yet theorists and practitioners have struggled with how to establish deliberative equality in the face of stark differences of power in liberal democracies. Designers of innovative civic forums for deliberation often aim to neutralize inequities among participants through proportional inclusion of disempowered speakers and discourses. In contrast, others argue that democratic equality is best achieved when disempowered groups deliberate in their own enclaves (interest groups, parties, and movements) before entering the broader public sphere. The post-Mao years witnessed vigorous labor law reform efforts in China, which can be partly understood in terms of globalization, economic and legal. In the economic globalization, China was increasingly integrated into the world economic system and exposed to international pressures to reform its traditional labor system and follow internationally-accepted labor rules. In other words, the economic globalization created the need for labor law reforms in China. An Emerging South-South Coalition Strategy: China, Africa And Latin America, Tricia Gray

Concomitant with the astronomical rise of China in international politics, there has been an increased frequency and intensity of foreign relations between Global South states. This research attempts to, first, illuminate these largely overlooked foreign policy activities, and, second, to evaluate the implications of the trends. A South-South strategy is based on improving the position of developing countries in multilateral organizations, struggling against international marginalization, enhancing economic and technical cooperation, and challenging hegemonism and imperialism. This study concludes that a South-South coalition framework is a useful model for understanding Global South states’ foreign policy behavior and for addressing future conflicts.

Persistence And Success: A Study Of Cognitive, Social, And Institutional Factors Related To Retention Of Kalamazoo Promise Recipients At Western Michigan University, Michelle Ann Bakerson

The Kalamazoo Promise, a universal scholarship program announced in November 2005 provides four years of tuition and fees at any of Michigan's two- or fouryear public colleges or universities for students who have attended Kalamazoo Public Schools. This investment in the community is being replicated elsewhere across the nation, including Denver and Pittsburgh. The scholarship program lowers the cost of postsecondary education, thereby increasing incentives for high school graduation, college enrollment, and college completion. Of the 307 Kalamazoo Promise Scholarship recipients who have attended Western Michigan University since its inception, 16% have been academically dismissed.
