Depository libraries have served as key players in two areas of public policy: 1) public access to government information for the needs of today; and 2) widespread distribution of documents helps them survive to form a historical record.

Adequate safeguards against health care fraud are essential to the proper functioning of any health care system. This analysis examines health care fraud in the U.S., and its findings underscore the importance to national health reform of comprehensive anti-fraud protections covering both public and private health insurance industry. This analysis, funded by the Robert Wood Johnson Foundation, examines health care fraud in a national policy context.

The 2009 CEES Energy Justice Conference took place at the University of Colorado Law School on October 23rd and 24th, 2009. It featured 11 sessions, more than 40 speakers, and attracted over 200 attendees. On October 23, 2009 the Nevada Head Start State Collaboration Office in partnership with the Nevada Institute for Children’s Research and Policy, Head Start State Training and Technical Assistance Office for Nevada and the Nevada Public Health Foundation sponsored the Early Childhood Summit on Comprehensive Services for Homeless Children and Their Families. The Summit brought together 142 professionals working with homeless children and families in Nevada from a variety of different organizations and backgrounds. The goal of the summit was to discuss the problem of families experiencing homelessness and offer solutions to professionals in how to better serve these populations.

The Internal Revenue Service (IRS) compiles tax return data each year. They match returns from one year to the next utilizing social security numbers. The newest data for 2008 was released in October 2009. The 2008 data should be interpreted as tax returns filed in the spring of 2008 (April 2008) for tax year 2007. The comparison is made between where the people filed in the current year versus their address when filing in the previous year (spring of 2007 for the 2006 tax year). The data are limited to tax filers, which tend to under-represent certain groups, such as …

A SERIOUS concern expressed in the media these days pertains to the losses, inefficiency and corruption of public-sector corporations. The dissatisfaction with their performance is attributed to political control.

This article demonstrates that these corporations can be turned around and at the same time political control over them can be effectively exercised.

The only difference in the present situation and the proposed solution is that control is shifted from whimsical politicians to a collective system of checks and balances by parliament and the executive.

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

This analysis of reforms being considered in the United States Senate reaches conclusions similar to those of our prior analyses of reforms being considered in the House of Representatives. The combination of expanded health insurance coverage and investments in the expansion of community health centers can produce substantial long-term savings both for the overall health care system and for the federal government. Our analysis of the Senate provisions from the HELP and Finance Committees estimates $369 billion in total medical savings, including $105 billion in federal Medicaid savings. The Senate provisions produce larger savings because they authorize larger funding increases …

On 11 Oct 2009 at 12:15 am while [the Victim] deminer was excavating a detected signal in his clearance lane, his bayonet hit top of an anti-personnel mine and caused it to go off. According to the investigation report, it seems that the deminer started the excavation drill directly from the centre of the detected signal by his bayonet and caused the mine to be exploded. The deminer had the PPE and visor but as the visor was not properly used so he got some superficial injuries on his face, eyes.

As per investigation report the deminer was using pickaxe instead of bayonet because the ground surface was hard. He started to prepare a trench by pickaxe from second reading marker for further investigation of the signal, but there was a stone in close vicinity of pinpointed spot and the deminer wanted to remove it, so his pickaxe might touched the PMN mine or the stone put extra pressure on the mine and the explosion happened. …

Estimating The Economic Gains For States As A Result Of Medicaid Coverage Expansions For Adults, Peter Shin, Leighton C. Ku, D. Richard Mauery, Brad Finnegan, Sara J. Rosenbaum

This policy research brief examines the Medicaid eligibility expansions under the pending legislative proposals, including the House Tri-Committee bill, the Senate Health, Education, Labor and Pensions Committee bill and the Senate Finance Committee bill. Using new Census Bureau data, the researchers find that under both the House and Senate Finance Committee proposals, about 9.6 million nonelderly adults would gain Medicaid eligibility by 2014. Furthermore, the federal and state expenditures are less than Medicaid's positive impact on the economy amounting in a return of three dollars in new business activities for every dollar of state Medicaid investment.
