This Chinese proverb has broad application when addressing the issue of food insecurity. It transcends beyond national borders and gender categories. It applies to many men, women, and children who are confronted by food insecurity today in America. Food insecurity is the "limited or uncertain availability of nutritionally adequate and safe foods or the limited or uncertain ability to acquire acceptable foods in socially acceptable ways.

The last decade and a half has witnessed a dramatic growth in mining activity in many developing countries. This article reviews these recent trends and describes the debates and conflicts they have triggered. The authors review evidence regarding debates on the resource curse and the possibility of an extraction-led pathway to development. They then describe the different types of resistance and social mobilization that have greeted mineral expansion at a range of geographical scales, and consider how far these protests have changed the relationships between mining and political economic change. In this thesis, I will look at how communicable disease fits into the human security discourse particularly with the disease being views as the 'potential threat' and the 'referent object' within the international sphere. The case of Africa will be used to illustrate the impact of HIV/AIDS on international security at country, regional and international levels. A System-Wide Adaptive Ramp Metering (SWARM) system has been implemented in the Portland, Oregon metropolitan area, replacing the previous pre-timed ramp-metering system that had been in operation since 1981. SWARM has been deployed on six major corridors and operates during the morning and afternoon peak hours. This report presents results of a "before" and "after" evaluation of the performance of two freeway corridors as part of ongoing efforts to measure the benefits of the new SWARM system, as compared to the pre-timed system. The paper will examine how elements of youth development can enhance the camp experience, so that new camps for youth with disabilities and/or serious illness, such as Flying Horse Farms, can start with a solid knowledge base of what works and why it works. Also, even though the paper is geared toward these specific types of camps, part of its recommendation could be modified to fit the purpose of any camp.

Better management of highway operations can be achieved, in part, by controlling vehicular access to adjacent properties and cross streets. This tactic, referred to as access management, has proven safety and operational benefits. However, doubts remain regarding its environmental and economic benefits.

I hypothesize that one environmental indicator, carbon emissions, will decrease with proper access management. Controlling access increases the speed at which vehicles travel, improving fuel efficiency and reducing carbon emissions. My hypothesis relative to financial impacts is that access management will neither help nor harm businesses. Controlling access can reduce travel time which has the effect of increasing …

Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. Each upgrade’s “necessity” for a given mission area was obtained by conducting a survey of over 250 experienced F-15C pilots. The solution presented in …

This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. This article presents an argument for revisiting social work's relationship to public assistance in the wake of 10 years of welfare reform. Three case studies drawn from a mixed-method study of the quality of life of former TANF recipients illustrate the range, depth and complexity of the needs of persons while they are on the welfare rolls, transitioning off and living without cash relief. The article briefly traces the history of social work's commitment to and provision of social services for this population and argues that it may be time to revisit the profession's role in public assistance. Agenda-Setting And The Media: A Look At Child Welfare Legislation, 1995-2005, Tamara Temoney

This project used a content analysis methodology to determine the agenda-setting capacity of the media to influence child welfare legislation in a state legislature. With a foundation in agenda-setting theory, this study identifies how the coverage of child abuse and neglect in the print media impacts decision-makers to introduce legislation related to child abuse and neglect. Through a comparison of the issues covered in the newspaper with the issues receiving legislative attention, this study showed that media influence varies by topic, with some topics being more open to media affects than others. This study is interested in defining new variables that contribute to the explanation of whether or not an individual applies to postsecondary institutions. Prior research has explained differences based on demographic variables, such as first generation status, income and race, and differences in information and social support that an individual possesses. While these variables have a significant effect on the decision, they do not completely explain why individuals decide to pursue postsecondary education. This research suggests that how an individual moves through the decision process, as well as how information is interpreted and used will have an effect on the …

The present study examined bystanders' justice perceptions about co-punishment events. In a sample of 169 logistic officers in the Taiwanese military, responsibility attributions (i.e. liability attributed to co-punished persons) had a negative relationship with perceived harshness, and a positive relationship with perceived procedural justice. In addition, the effects of responsibility attributions on procedural justice were weaker if the person perceived stronger rather than weaker organizational norms of co-punishment.

Research regarding the impact of repression on social movements has yielded conflicting findings; some argue that repression decreases the total quantity of protest events while others argue that it motivates protest. To move beyond this impasse, various scholars have suggested exploring how repression influences the quality of social movements. This study assesses the impact repression had on the information of alliances between different social groups participating in South Korea's democracy movement. Results from negative binomial regression analyses show that repression facilitated the formation of alliances between movement actors at a time when the overall number of protest events decreased. With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The project used global positioning system (GPS) technology to record where a sample of 164 adults in the Portland, OR region rode their bicycles. Data was …

In the District, several governmental agencies ("Partner Agencies") play an instrumental role in Medicaid – either as a Medicaid provider or in operating a Medicaid program. Today, each Partner Agency may retain its own system and process for claims submission, provider enrollment, and administrative claiming as it relates to Medicaid.
