The Convention on Cluster Munitions bans all use, production, transfer and stockpiling of cluster munitions. Cluster munitions do not distinguish between civilians and combatants and can leave behind unexploded ordnance which can harm civilians and be detrimental to economic and social development for decades after use. The Convention aids in clearance of contaminated areas in order to prevent future disasters. It also provides risk reduction education and establishes a framework for cooperation and assistance for survivors.

The primary cause of this accident is listed as Inadequate training because it seems that the Victim started excavating on top of the mine. He may not have known how to pinpoint the detector reading appropriately, or may not have been instructed in safe excavation techniques. The secondary cause is listed as a Field Control Inadequacy because the investigators found that the field supervisors did not give appropriate information about the task site and did not correct his errors.

Across America, homeless students face a myriad of barriers that impede education and school access and success of homeless children. The purpose of this study was to determine the barriers to enrollment and school success for homeless students. The ultimate goal was to provide information to parents, teachers, administrators, and school districts that could serve as a vital resource tool in educating homeless students while removing barriers.

The participants consisted of 215 certified teachers, school administrators, and homeless liaisons in 23 school districts representing the populations that provide afterschool instruction to homeless students. The study was conducted in the spring …

Communication, Crisis, And Identity: Dialectical Tensions In Family Narratives About Hurricane Katrina, Laura Poole Rogers

In this study victims of Hurricane Katrina ordered their experiences with the crisis into meaningful themes which expressed their values, actions, inactions, occupations, needs and losses, and feelings. In interviews participants explained what happened, when it happened, how they responded, how they thought they should have responded, and how they handled situations surrounding the storm. Narratives about situations after the storm revealed descriptions of their and others' relationships in interactions with representatives of larger social units. The dialectical analysis revealed dialectical tensions that emphasized participants' dynamic and changing relationships and identities. The Azerbaijan National Agency for Mine Action (ANAMA) is a success story and is one of only five such agencies with comparable success. If the main stakeholders maintain their current support and approach to it, that success should continue.

The United Nations Development Programme (UNDP) approach to the project with ANAMA has proven to be a large part of this success and although its impact is now less – given the increasing strength of ANAMA – its role is still very important.

This paper examines the participation rate and success of female officers in the police promotion process viewed within the theoretical context of organizational culture, systemic discrimination, and the pipeline and glass ceiling theories. A survey of female officers employed with the Ontario Police Services between 2000 and 2007 was conducted. The findings reveal that although the challenges and obstacles faced by women have not disappeared, encouraging progress has been made. This paper examines agricultural severance activity, specifically lot creation in agriculturally designated land, in Southwestern Ontario between 2001 and 2007. Data on the number of lots created in agriculturally designated areas in 10 rural municipalities was collected and compared to information on the planning and decision-making structures of the municipalities. The findings reveal that there is a relationship between decentralized administrative and decision-making bodies and the granting of agricultural severances.

State law provides that master jury lists are comprised by combining the lists of registered voters and registered drivers in the state of Nebraska. There have been anecdotal concerns that because minorities may be less likely to be registered to vote and less likely to be registered to drive, the current source lists may not effectively achieve a representative master list. The findings of this examination support this assertion. This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. This study was conducted to understand parental perspectives on mandatory academies (intersessions) in three alternative (year-round) calendar middle schools. The alternative calendar was implemented by the study school district to improve student performance and parent attitudes toward the education their children receive. Apparently the lessons of Hitler’s holocaust, the Turkish genocide of Armenians, Pol Pot’s slaughter of innocents, and the loss of life in Rwanda are being rethought and un-taught. The use of the International Criminal Court (ICC) to investigate and prosecute human rights violations not only provides restorative justice for those harmed by the wrongdoing but also retributive justice towards the perpetrators. Restorative justice seeks to help heal the wounds of the victims and community by acknowledging and witnessing the pain and suffering of the victim. Retributive justice seeks to punish the offenders. This document describes the metaevaluation of aid evaluation reports generated in a single fiscal year (FY 2004). Sample reports (n=102) were chosen basically by stratified random sampling from the pool of evaluation reports (N=1034). The pool consists of ex post evaluation reports (and some extensive midterm and termination evaluation reports) obtained from Web sites.

The Key Aid Evaluation Checklist (KAEC) was developed based on the well-known Key Evaluation Checklist (KEC) (Scriven, 2005, 2006). A supplemental checklist, Subdimensional Checklist (SDC) was also applied for the metaevaluation.

It has been known for decades that individuals with autism spectrum disorders (ASD), including those with significant impairment or who have behaviors that others find challenging, can work when they are given appropriate supports. It is also clear that individuals with ASD can benefit from employment. Benefits include improved emotional state, greater financial gain, decreased anxiety, greater self-esteem, and greater independence. Nonetheless, employment outcomes for individuals with ASD have traditionally been poor. Even those who do find work are often underemployed or do not hold onto jobs for a long period of time.

The U.S. social policy framework has always relied on private employers to fill in the gaps for workers, rather than the state. U.S. workers have neither a strong social safety net outside of the labor market, nor an extensive social welfare structure supporting the labor market. For the most part, adequate provision of social benefits depends critically on employers’ voluntary adoption of support policies. For example, the U.S. has neither a universal health plan nor a requirement that employers provide health insurance coverage; the U.S. public system of old-age pensions is work-based, and that public system falls short unless supplemented …

For those concerned with job quality in the United States, the retail industry commands attention. Retail is not only the largest low-wage industry in the country’s economy; it is the largest industry, period. It generates numerous entry level jobs for those with limited formal training. Hourly wages of nonsupervisory workers in retail languish at about three-quarters the national average. Retail is a very important employer of young workers. Its workforce is also disproportionately female. Women are concentrated in particular retail sub-sectors and some minority groups seem to remain employed in retail over time.
