Citizen participation rates in Clark County Town Advisory Boards (TABs) and Citizens Advisory Councils (CACs) were assessed. We measured citizen participation by analyzing attendance at TAB and CAC meetings over a two-month period. We designed a survey and distributed it to TAB and CAC meetings to profile volume of attendees, demographic characteristics, and other relevant data. Each member of our group also personally attended two TAB and CAC meetings to collect observations and conducted an interview with the Clark County liaison for that group. It is a duty of the managers to warn through a collaborative discussion about the advantages or drawbacks in a small group meeting. It is also an obligation of managers to act when an employee indicates that he or she is being harassed or threatened.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Over a decade ago, the U.S. military was warning liberal internationalists about the dangers of "mission creep." Today it is doing the opposite, incorporating relief and development work into its operations. In the devastating aftermath of Cyclone Nargis in Burma , the U.S. military's newfound mission may seem compelling. Unfortunately, expanding the military's role into humanitarian work reflects a flawed logic that should be resisted. There are more promising ways to protect victims of humanitarian disaster.

Today the economy has slowed down and inflation has risen to near record highs. Corporations, governments, and agencies are looking at ways to save costs. Budget expenditures on payroll are addressed as well as the cost of utilities, resources, and the costs of doing business. One implicated method to help solve these problems is for the use of compressed workweeks. Compressed workweeks are both beneficial to the agencies and the employees. Document design is a hybrid field of study that emerged &om both graphic design and professional writing. Emergency management planning occurs at all levels of government and documents processes, procedures and responsibilities of responding agencies to a disaster situation. An examination of the rhetorical elements of audience, context and purpose enables application of appropriate document design in any type of document, including emergency management plans, because the rhetorical situation of a document helps to determine appropriate design cues appropriate for the specific audience, context or purpose of that specific document.

Historically in the United States, there has been little concern about the needs of incarcerated women and their family members, especially children. This began to change with the tremendous increase in the number of incarcerated women. The rate of women’s incarceration increased dramatically during the 1980s and today the number of female inmates continues to rise faster than the number of male inmates. In 1986, 19,812 women were incarcerated in the United States and this number rose in 1991 to 38,796. Today, over 112,000 women are incarcerated in state or federal facilities (Sabol et al., 2007; Snell 1994). While in …

This short article is a follow-up to a piece I wrote two years ago on Hamdan v. Rumsfeld, SSRN No. 913822. While applauding the result in Hamdan, I critiqued the Supreme Court for missing a “teachable moment” and obscuring the great issues at stake in prolixity and mind-numbing technical detail.

Nearly one in five Medicare beneficiaries has diabetes and these patients face major challenges in managing their health. The high diabetes rate among beneficiaries also means that the Medicare program itself is highly vulnerable to the high costs of uncontrolled diabetes. As a result, great care must be taken when implementing any new cost containment strategy that has the potential to disrupt access to preventive health care.
