Short Term Time Off (STO) refers to job-protected time away from the workplace to address anticipated or unexpected needs of limited duration. STO may be scheduled or unscheduled, depending on the underlying need. STO enables workers to address both the routine and emergency situations that occur in everyday life.

The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluation of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers South East Europe, 2002-2007.

The approach used for the evaluation was desk research visits to two mine-affected countries (Bosnia and Herzegovina and Croatia) and further contact with EC Delegations by phone and internet. Face-to-face discussions with RELEX and EuropeAid staff in Brussels were only possible after the country visits.

Clearing roads prior to the deployment of peacekeeping units, or in support of humanitarian, reconstruction or development work, is a prerequisite to a safe and successful operation. However, road clearance is expensive and time-consuming. Equipment costs are high, especially in remote areas such as in Afghanistan, Angola and Sudan, where many roads remain contaminated by mines.

Confronted by these challenges, mine action operators are working to develop safer, more efficient and cost-effective road clearance systems. This paper examines why some Ontario municipalities choose not to engage in succession planning, which ensures continuous staffing by identifying how positions will be filled. A survey of members of the Ontario Municipal Human Resources Association was conducted. The findings reveal that most Ontario municipalities are not engaging in succession planning because other immediate organizational challenges take priority.

This paper examines the barriers to participation that women face when attempting to enter municipal politics based on a review of the programs and recommendations made by three initiatives that have been developed by the Federation of Canadian Municipalities, the Equal Voice, and the Union of Nova Scotia Municipalities to increase the number of women in municipal government. The findings reveal that the barriers to participation can only be removed through major political and cultural changes and the deterrents to equal participation, such as systemic discrimination, sexism, power gender imbalances, and the marginalization of women and minorities, must be addressed …

It documents that despite the impressive strides by nations like China and India, absolute inequality between the richest and poorest countries is greater than ever before in history. The Lancaster County Public Defender's Office was short approximately 3.48 attorneys in 2007.

• The greatest deficit is in the felony division (1.93 PTE), followed by the misdemeanor division (.90). The juvenile division is short approximately one half an attorney (.53 PTE), and the civil division is short .12 PTE.

This deficit can be addressed by:
• Adequately staffing the office;
OR
• Giving the office less work by:

This brochure presents a framework to view threats made by an insider that are targeted or intentional (as opposed to negligent or unintentional) and that involve some degree of deliberation (as opposed to those that may be considered impulsive). The framework was developed with the assumption that it must:
Be applicable for both anonymous and known subjects
Recognize interactions and patterns of behavior
Allow for investigation with whatever information is immediately available

This paper presents a major lesson I learned from my research on the roles of non-natives in the Kanaka Maoli (Native Hawaiian) sovereignty movement, one that should prove instructive for activists in other movements: when the federal and state governments, immigrants and settlers, and the Kānaka Maoli people compete to define Hawaiian identity and control access to Hawaiian people, land, and culture, who counts as “Native Hawaiian” matters. Federal regulations encourage state Medicaid agencies to use external quality review organizations (EQROs) to help implement strategies for assessing and improving the quality of medical services provided to beneficiaries enrolled in managed care plans. However, many states have not availed themselves of this opportunity and may lack guidance on how to do so. This report provides agencies with specifications for developing a scope of work that will lead to conceptually and methodologically sound studies of the quality of preventive and developmental services for young children enrolled in Medicaid. In the UK, numbers of grey partridges have declined by over 75% during the last 20 years, and in many parts of the country the species has become locally extinct. Concerns over the magnitude of the decline led the UK Government to place the species on the short list of the UK Biodiversity Action Plan (BAP) for which the Game & Wildlife Conservation Trust was appointed lead partner in 1996. The Grey Partridge Species Action Plan’s targets are to restore numbers from 65,000 pairs in 2005 to 90,000 pairs nationally by 2010, and to expand its 1990 range. Over the …

Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

The article discusses the barriers that prevent a contracted provider from using service monitoring tool, any source of information used by a government agency to monitor service inputs, outputs, and outcomes that a contracted provider is required to give to a government agency. A motivation barrier exists when the contracted provider is unwilling to use the tool properly. In addition, an ability barrier exists when the contracted provider lacks the resources or skills to use to tool.

This report shows annual birth and death figures for Nebraska and its counties. Demographic patterns and trends, including components of population change, are illustrated. Births to Nebraska residents have outnumbered deaths for decades, a leading factor in Nebraska’s population growth. In Nebraska, this “natural change” tends to dwarf the other primary component of population change, net migration, so details and factors relating to births and fertility rates are important areas to study. This report addresses income adequacy for Wisconsin’s older adults using the WOW-GI Elder Economic Security Standard Index (the Index) methodology. The Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

In recent years we have seen the emergence of a "new securocracy," a generalization of responsibility for fighting terror within the public sector. Here we consider the nature and extent of this securocratic shift. In particular, the identity implications for the public sector worker are explored and we contend that there is an inherent tension between "serving" and "policing" the public in many public sector jobs. We also discuss the way in which a securocratic identity is simultaneously embraced and resisted. Finally, we present some tentative insights into an alternative way of thinking about identity work, which offers a means …

When I first arrived in the Paris region in 1999 to do research on the struggle by undocumented immigrants (les sans papiers) for basic human rights, discussions of violence against women were remarkably absent from the public arena. Nongovernmental organizations and researchers had begun to broach the topic, but with little public visibility. However, this changed in late 2000, with a media explosion on the issue of les tournantes, or the gang rapes committed in the banlieues of Paris.
