Since 2005, The Council of State Governments (CSG) has participated in a cooperative agreement funded by the Centers for Disease Control and Prevention (CDC) called the Healthy States Initiative. The initiative promotes public health by providing information resources to state legislators through publications and public health forums. CSG is interested in information about the impact of the public health forums on state legislators. Questionnaires can be useful tools for evaluating program outcomes in human services programs, in that they provide quick, easy-, and inexpensive-to-gather information about the program's success in meeting its objectives. Questionnaires may be easy to use, but they are not necessarily easy to design. If developed using sound methodology, the data gathered from questionnaires can be valid and of use to administrators, board members, direct-service staff, and funders in improving a program's services without a more resource-intensive program evaluation.

Does the presence of a veterinary school in a state influence the supply of veterinarians practicing in that state? Citizens and animals in states without a veterinary school are at a disadvantage if the presence of a veterinary school significantly improves public health and access to medical services in those states that have a veterinary school.

This dissertation explores the extent to which the perspective and practice of leadership by managers in the Virginia Department of Corrections (DOC) reflect the Leadership Perspectives Model (LPM), and the extent to which their perspective varies by level of management. The LPM is a model of leadership that consolidates leadership study into five distinct leadership perspectives that managers use in their understanding and practice of leadership. This study builds upon research in which the a LPM was tested and validated within a sample managers from municipal government agencies (M. R. Fairholm, 2004a, 2004b).

Organizations face implementation challenges compounded by complex and interconnected public problems. In the environmental arena, the inabilities of individual organizations to resolve these problems independently are exacerbated by the scope, duration, and tremendous diversity of tasks coupled with a lack of funding. As a result, multiorganizational arrangements are created as public, private, and nonprofit organizations work together to implement policy. These relationships increase organizational capacities through the diversification of resources and expertise.

This study aimed to build a field training and evaluation program policy for the Turkish National Police Organization using the framework of corresponding police departments’ programs in the United States. The Vernonia 2020 Vision Plan was an endeavor by the City of Vernonia to involve citizens in long-term resiliency planning and visioning to complement the short-term recovery effort following a 500-year flood in December 2007. Bridges Planning Group facilitated the process, over the course of which residents identified the highest-priority barriers to resiliency and past and present efforts to overcome these barriers. The Urban Vitality Group (UVG) partnered with the City of Portland, Bureau of Planning to study the effects that food carts have on street vitality and neighborhood livability. The number of food carts within the city seems to be growing, while the City lacks sufficient knowledge about the industry to guide policy. The purpose of the study was to assess the benefits and negative consequences of allowing food carts within the city and to ascertain what economic opportunities may be offered by food carts, especially for low-income and minority entrepreneurs. Walter Russell Mead places this volume (which builds on Special Providence) into the context of the ideological and theological debates that have shaped American history. Like Michael Oakeshott and various conservatives, Mead depicts the contemporary world as the outworking of a “modern temper” or an “Enlightenment project,” two phases of which he focuses on: Fordism (resembling Lewis Mumford’s modern megamachine) and millennial capitalism. Meeting the needs of families involved with the child welfare system because of a substance abuse issue remains a challenge for child welfare practitioners. In order to improve services to these families, there has been an increasing focus on improving collaboration between child welfare, treatment providers, and the court systems. This paper presents the results from qualitative interviews with 104 representatives of these three systems that explore how the collaborative process works to benefit families, as well as the barriers and supports for building successful collaborations. Despite the efforts to reduce traffic accidents by government entities and automobile manufactures, the numbers of accidents are not considerably reduced. An evaluation of an algorithm based on the fly's eye is done on this research applying its principles to detect scene change on images for printed circuit boards providing initial steps to implement this algorithm on vehicular traffic to keep track of objects moving on the field for collision avoidance purposes. The effectiveness of the algorithm is addressed through a comparison of its performance with that found in experimental data.

Optimal deployment of limited emergency response service units in a metropolitan area is of interests to public agencies. The limited emergency units not only have to respond to the demand for service by residents and businesses, but also cover Critical Infrastructures (CIs). This Thesis formulates an improved optimization model to allocate different types of Emergency Response Service (ERS) units among their candidate base stations. Since the early 1990s Canada has played a key role in Haiti’s development process. The article explores whether Canada’s foreign policy is becoming more reliant on military-assisted solutions, including peacekeeping, as a way to solve Haiti’s internal problems and achieve good governance. The article also examines the Canadian concepts called “Responsibility to Protect, React and Rebuild” which are linked to humanitarian intervention, and their implication for Haitian sovereignty. The conclusion cautions against an overly ambitious Canadian development policy for Haiti which has little chance of success.

We followed the course of canine parvovirus (CPV) antibody prevalence in a subpopulation of wolves (Canis lupus) in northeastern Minnesota from 1973, when antibodies were first detected, through 2004. Annual early pup survival was reduced by 70%, and wolf population change was related to CPV antibody prevalence. In the greater Minnesota population of 3,000 wolves, pup survival was reduced by 40–60%. This reduction limited the Minnesota wolf population rate of increase to about 4% per year compared with increases of 16–58% in other populations. Weights of 118 female and 141 male Minnesota Wolves (Canis lupus) aged 2-24 months increased almost linearly from about 8 kg for females and 10 kg for males at 3 months to 30 kg for females and 32 kg for males at 10-12 months and then tended to increase much more slowly in an overall curvilinear trend. Considerable variation was apparent for both sexes during their first year.

Spatial And Temporal Differences In Giant Kidney Worm, Dictophyma Renale, Prevalence In Minnesota Mink, Mustela Vison, L. David Mech

Examination of 110 Mink (Mustela vison) carcasses from 1998 through 2007 indicated that the giant kidney worm, Dioctophyma renale, occurred in Pine and Kanabec Counties of eastern Minnesota with annual prevalences of 0-92%. Worm prevalence increased from 20% in 1999 to 92% in 2001 and decreased to 6% in 2005. During 2000 to 2007, no worms were found in Mink from Anoka and Chisago Counties (n = 54), and in 2000, none in 107 Mink from LeSeur, Freeborn, Redwood, Brown and Watonwan Counties. Changes in kidney worm prevalence were positively related to trapping success, considered an index …
