2008 was a year of transformation and consolidation for APOPO.

Besides the technical achievements in the training and research programmes, APOPO went through a phase of restructuring and strategic revision of future plans. I firmly believe that this collective effort will result in a more sustainable social enterprise with a higher social impact in the future.

I am also proud to say that the long anticipated output of the Mine Detection Rats finally materialized in Mozambique, and we are confident this will trigger more operational deployment of the Mine Detection Rats in the region soon.

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

The findings of this research indicate that volunteering is influenced by a number of factors, one of which is gender. The data used in this study reveal a different profile of the volunteer than is presented in much of the research on volunteering, which tends to profile the "most likely" volunteer as female, employed by the public sector, possessing a higher education and having children. The questions addressed in this research are: 1) What are the contextual effects of volunteering and 2) Is there a relationship of one or more of these effects to gender? There's limited information available about measuring the quality of medical care that is targeted to the needs of older patients. And there's very limited pressure on the system to provide high quality geriatric care. Why is that? Because the quality measures haven't been adequately developed and implemented, and it's more difficult to measure care for an older sample. Measuring care for ill older adults is complex, because they tend to have multiple medical conditions, and they demonstrate substantial variation in goals for care (Wenger and colleagues 2007). This study measures the effect of alternative school calendars, otherwise known as year-round calendars, on “nonacademic data”, which includes average daily attendance rates, retention rates (where retention rate is defined as percentage of students held back a grade level), and dropout rates. This measurement will be done on Kentucky’s Independent School districts, which have a unique advantage of never having a problem with overcrowding (which will be explained as an important consideration for measurements of effects of alternative school calendars) and in whose districts the majority of alternative school calendars in Kentucky have been implemented. The Center for Responsible Lending projects California local governments to experience a $107 billion dollar decrease in home values and taxable property rolls as a result of subprime mortgage related foreclosures [Lending, 2008]. Due to Proposition 13, property taxes do not account for a substantial portion of local government revenue. They do, however, constitute 53% of statewide K-14 funding, as stipulated by Proposition 98 (Education Revenue Augmentation Fund or ERAF). As a result of ERAF, local governments (defined as counties, cities, schools, and special districts) receive less money through a complex fund shifting process that offsets statewide general fund spending. …

Kentucky’s Department for Environmental Protection’s Division of Compliance Assistance has the Environmental Compliance Assistance Program (CAP). CAP is a relatively new program that has had little to no evaluation and measurement. However, with limited state resources to be distributed to departments, it is imperative that programs be able to justify their existence. Due to this fact, I chose to evaluate the CAP for my capstone project.

According to the City of Portland’s Office of Sustainable Development (OSD), construction, remodeling, and demolition (CR&D) waste comprises 20 percent of the City’s waste stream. Additionally, per capita waste generation in this sector is increasing faster than in the residential or commercial sectors. However, the current amount of CR&D waste that is landfilled can be reduced: 90 percent of the waste from a typical project can be diverted from landfill disposal. Although OSD currently requires that 50 percent of CR&D waste from every project is recycled, the City estimates that contractors recycle slightly less than this. OSD’s Portland Recycles! Plan …

Introduction: This study examines educational attainment rates among racial/ethnic groups in the US and New York City as of 2000 – particularly Latinos.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Statistics show that close to 50% of the Asian and White populations between 18 and 24 years of age are enrolled in undergraduate programs. Enrollment for Blacks and Latinos in respective populations of …

This study explores the relationship between park attributes (perceived safety and perceived benefits) and their relationship to sense of community in urban neighborhoods. The study finds that the perception of benefits derived from park use has a direct relationship with sense of community, and that park safety is indirectly related to sense of community, with the perception of park benefits mediating the relationship between park safety and sense of community. Theoretical and practical considerations are discussed.

We are headed for our first wartime Presidential transition in forty years. The good news is that this has prompted uncommon attention to the process of transition. The bad news is that transitions are difficult in the best of circumstances; forewarned does not always equal prepared. The United States handles transitions well on a strategic level. Strategic continuity is found in the Constitution. Transition is also part of the rhythm of government. This dissertation explored the perceptions of accountability in teacher education programs in the State of Washington across three different stakeholder groups: university deans and/or program directors, legislators, and executive staff members (Governor). This qualitative study involved three (3) rounds of interviews. First, individual open-ended interviews were conducted with 30 individuals (10 Washington state legislators, 5 executive staff members, and 15 university deans/program directors). Second, individual follow-up interviews were conducted with 5 participants from the first round of interviews. General motivation to be active and general perceived barriers to activity may help to explain the overall activity patterns of older persons in the second half of the life course. We report on a project designed to develop and refine measures of motivation and perceived barriers that can be used to examine the relationships between activity motivation, activity barriers, and several forms of actual activities. Four specific activities were considered: working, volunteering, exercising, and taking classes. An opportunity sample of 192 middle-aged and older persons from eastern Massachusetts responded to a questionnaire concerned with motivation, perceived barriers, and activities. Reliable …

In 1911, Wisconsin became one of the first U.S. states to adopt an effectively administered income tax. Wisconsin reformers were able to overcome several institutional barriers to create the administrative capacity necessary to assess and collect a graduated income tax that in time raised significant revenue, but did not supplant the property tax. With this limited success, the Wisconsin income tax soon became a model for other states and even the national government. In this sense, Wisconsin was a leader in forging fiscal reform. In 2002, Tennessee passed its first Public Charter School legislation. Four schools were successful in gaining approval to begin operating in the 2003-2004 academic year. The second cohort of three charter schools began operation during the 2004-2005 academic year, with the third cohort of five schools starting up during the 2005-2006 academic year. No new schools were added during the 2006-2007 academic year. According to the charter school law, these charter schools were granted "maximum flexibility" to achieve alternative ways for public schools to educate school children. Based on interviews with six women, this study describes each participant’s personal experience of childhood sexual victimization, and revictimization while serving in the military. These traumatic experiences in childhood may have increased their risk of developing Post Traumatic Stress Disorder when exposed to sexual trauma in adulthood. Using a grounded theory approach, the interviewer identified common themes among the stories: early sexual abuse, and subsequent revictimization, poor family support, and poor choice of intimate partners as adults. Moreover, they experienced lessened ability to protect self and low self-esteem and denial. The subjects described a personal culture that included abuse as …
