Prior to the development of commercial whaling, several indigenous communities undertook hunts of whales to fulfill their subsistence needs. Fortunately, the two international conventions that implemented the regulation of commercial whaling did not lose sight of the needs of these aboriginal communities. How this was done, as well as the eventual evolution of the management of aboriginal whaling, is summarized in this review. The record shows that, whether in terms of exempting these aboriginal hunts from required management actions or of setting precautionary catch limits for otherwise protected stocks, an overriding management principle has emerged wherein international managers have been …

Treasure Valley State Of The Region: Progress Report 2008, Public Policy Center, Boise State University, Gregory C. Hill

The original Treasure Valley State of the Region Report (2006) describes the Boise- Nampa MSA using 49 indicators on social, economic, fiscal and environmental aspects of the region. Comparisons using the indicators are also made with peer regions in the Western United States. The rapid increase in growth in the Treasure Valley warrants a comprehensive look at the region. The Public Policy Center in the College of Social Science and Public Affairs at Boise State University initiated the production of this report to meet this need.

It is the case that civil justice problems constitute the bulk of courts’ work in both the state and federal legal systems (see, e.g., Court Statistics Project, 2006; U.S. Courts, 2007). Nevertheless, a decision rendered by a jury (or a judge) takes place in only a relatively small percentage of civil disputes. There are exponentially more civil disputes resolved outside of court than are resolved via jury verdicts (see, e.g., Galanter, 1983, 1993, 1996; Miller & Sarat, 1980–1981; Trubek, Grossman, Felstiner, Kritzer, & Sarat, 1983), a state of affairs true for the UK as well as the US (Pleasence, 2006). …

This report presents the results of an evaluation of the Public Engagement Project on Pandemic Influenza Vaccine Prioritization, an effort to engage citizens and stakeholders in discussions about methods to prioritize vaccine distribution in the event of an influenza pandemic. Meetings with citizens occurred January 2007 in Las Cruces, New Mexico and Nassau County, New York; and during November 2007 in Milwaukee, Wisconsin and Hendersonville, North Carolina. Citizens were provided information about pandemic influenza and deliberated about the issues and challenges of vaccination priorities. An Evolutionary Method For The Minimum Toll Booth Problem: The Methodology, Lihui Bai, Matthew T. Stamps, R. Corban Harwood, Christopher J. Kollmann

This paper considers the minimum toll booth problem (MINTB) for determining a tolling strategy in a transportation network that requires the least number of toll locations, and simultaneously causes the most efficient use of the network. The paper develops a methodology for using the genetic algorithm to solve MINTB and presents the algorithm GAMINTB. The proposed method is tested and validated through a computational study with six example networks. Additional numerical test discovers some interesting properties for the proposed method, and provides guidelines for further application of the GAMINTB.

The Nebraska Minority Justice Committee (MJC) is a unique statewide collaboration that works to develop and implement just and sustainable policy reforms that will not only improve the system of justice but will also strengthen public trust and confidence in our laws and court system. The Committee is a joint effort of the Nebraska State Bar Association and the Nebraska Supreme Court, appointed by the Supreme Court in May of 2003 in response to a Task Force's two-year investigation into whether racial and ethnic bias and discrimination exists in Nebraska's justice system.

A combination of "environmental factors" in the U.S. has led to an increased demand for health care professionals. However, there has been a significant decrease in the number of U.S. medical graduates selecting careers in family medicine and general internal medicine, thus driving demand for international medical graduates. At the heart of our national workforce policy needs to be good domestic and foreign policies, such as self-sufficiency approaches that include strategies to incentivize rural and underserved practice for U.S. medical graduates.

Over the last sixty years, the field of international development has come full circle, returning to priorities that value people over GDP. Principles for successful development, such as institution building, managed competition to reduce corruption, human organization, the design of solutions to fit problems, and social, political and economic stability, have also emerged throughout the international development literature. This thesis proposes the use of public private partnerships as a means of implementing principles for successful development in international development practice.
