In 2003, there were 586,523 international students in U.S. institutions. International students make up 13 percent of U.S. graduate students, and account for one-fifth of all doctorates. Some students remain in the U.S., while others return to their home countries. Either way, however, international students represent a very significant portion of the U.S. higher education field. Yet the literature on international graduate students is surprisingly sparse. While there are many studies of the international graduate student experience, they tend to focus mostly on language acquisition, academics, acculturation and social adaptation. According to average budgets of the 2007 Portfolio of Mine Action Projects, victim-assistance programs are the third most-funded category after clearance and humanitarian mine-action program oversight. The author thinks the global mine-action community needs to reconsider how it handles victim assistance. This article outlines the qualities necessary for effective victim assistance and calls the community to action.

This article provides a greater understanding of the contract monitoring process by identifying barriers that prevent contracted providers from using service monitoring tools properly. To evaluate barriers to proper tool use, seven case studies were conducted on early childhood programs in three communities in upstate New York. The case studies specifically focused on the reporting forms that the early childhood programs completed. Data sources included (a) interviews with government agency and contracted provider employees, (b) content analysis of key documents relating to the service monitoring tools, and (c) attendance at meetings between government agencies and contracted providers on the service …

This article explores the decision-making process nonprofit organizations use to determine whether to pursue merger or other forms of interorganizational restructuring. The research uses a case study design, analyzing four examples of interorganizational restructuring. The findings describe both the structure and the characteristics of the processes used in four cases. The research found that the decision-making processes used in the four cases had several core elements. Participants in restructuring customized decision-making processes to meet their needs, and power dynamics shaped those processes. Findings about the characteristics of the process emphasize the importance of communication and trust. How partners used power …

Sudan is an extremely difficult place to run a demining program. Mine clearance agencies face astronomical prices of goods and services, monumental logistical challenges, bureaucratic impediments from government, fraught labor disputes and a deeply embedded political economy of conflict. This multitude of problems has made Sudan one of the most unproductive demining programs, in terms of ordnance or area cleared per US dollar, in the world. The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluations of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, but this report forms one part of the 2008 evaluation by regions and covers Latin America, 2002-2007.

Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total world wide budget for mine action. Sixty-eight percent of the eight million euros was from the dedicated thematic Anti-Personnel Landmine budget line and 31% was from the geographic budget for Colombia. There …

This paper challenges the conventional wisdom of departments of parks and recreation raking sport management under their "wing." Based on a review of the sport management literature and a polling of s port management and park and recreation educators, we argue that departments of parks and recreation are bur temporary refuges for migrarory sport management programs that eventually will want to build their ow n "nests." The Appalachian Trail (AT) is a 2,175 mile–long National Scenic Trail extending from Maine to Georgia. Since its inception in the early 1920s, individuals, families, schools, and other organizations, just to name a few, have used the AT. Approximately 3 to 4 million visitors hike a portion of the AT each year (ATC, 2006). Throughout its 80year history and millions of hikers, much of the empirical research on the AT has focused on place attachment (Kyle, Graefe, & Manning, 2004; Kyle, Graefe, Manning, & Bacon, 2003). We examine the gap in broadband access to the Internet between minority groups and white households with geographically fine data on DSL subscription. In addition to income and demographics, we also examine quality of service and competition as components of the Digital Divide. The gaps in DSL demand for blacks and Hispanics do not disappear when income, education, and other demographic variables are accounted for. However, lack of competition is an important driver of the Digital Divide for blacks. Service quality is an important determinant of demand, and ignoring it masks the true size of the DSL gap for Hispanics.

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. In particular, GIS has the potential to increase community knowledge and enhance involvement by communicating information more effectively. Variable accessibility to technology and data quality …
