Should equality be viewed from a lifetime or "sublifetime" perspective? In measuring the inequality of income, for example, should we measure the inequality of lifetime income or of annual income? In characterizing a tax as "progressive" or "regressive," should we look to whether the annual tax burden increases with annual income, or instead to whether the lifetime tax burden increases with lifetime income? Should the overriding aim of anti-poverty programs be to reduce chronic poverty: being badly off for many years, because of low human capital or other long-run factors? With the importance of genetic information has come bitter battles over its control. In these battles, some principles have emerged that are beyond dispute. The ability of individuals to control the disposition and genetic testing of their own biological materials is (as a matter of theory, at least) beyond question. No one would argue today that an individual could be subject to genetic testing for studies against her will, or that biological samples obtained from individuals under specified conditions could be simply deemed "free" of such conditions by researchers. HIV and AIDS

This study examined the efforts of PPTCT programs in different cities in India to offer women a continuum of care, and shows that the programs have both strengths and shortcomings. The government launched a national treatment program that offers antiretroviral therapy (ART) to HIV-positive women, children below 15 years of age, and men. However, since the start-up of the ART program there have been concerns about limited access to and utilization of these services by women and children. To address these shortcomings, the PPTCT programs studied should strengthen their referral systems to public and private treatment and family planning services, …

Development And Confirmatory Factor Analysis Of The Community Norms Of Child Neglect Scale, Rebecca Goodvin, David R. Johnson, Sam A. Hardy, Michelle Graef, Jeff M. Chambers

This article describes the development of the Community Norms of Child Neglect Scale (CNCNS), a new measure of perceptions of child neglect, for use in community samples. The CNCNS differentiates among four subtypes of neglect (failure to provide for basic needs, lack of supervision, emotional neglect, and educational neglect). Scenarios ranging in seriousness for each subtype were presented to a large community sample (N = 3,809). Confirmatory factor analyses indicated that a four-factor model provided a better fit to the data than did a model specifying only one overall neglect factor, suggesting this sample distinguished among the four subtypes of …

Terrorism within Europe, until 2004, was limited to internal, historical conflict between the state and dissenting factions, such as Spain’s Euskadi Ta Askatasuna (ETA) or the Irish Republican Army (IRA) in the United Kingdom. Islamic violence was strongly linked to the Middle East, as well as to America’s “War on Terror” initiative following the attacks of September 11. However, after the Madrid bombings in 2004 and the London subway bombings in 2005, Islamist terrorism has not only become a very real threat, it has also developed into an issue with which Europeans identify personally. Following the collapse of the Soviet Union in 1991, a state of political, economic, and social disarray was accompanied by a renewed hope for improved human rights conditions in Russia and the former Soviet Republics. However, transitions toward more democratic forms of governance and market economies have faced many obstacles, and have not necessarily facilitated the protection of such rights. As this eclectic compilation of essays and bibliographies in the current digest reveals, many legacies of Soviet rule persist and continue to plague the region today.

From 1943 to 1949, almost 1.5 million ethnic minorities were deported from their homes in the southern USSR to Central Asia. Thousands died either during the trip or within the first few years after their arrival. For years, it was as if they had simply disappeared off the face of the earth. It was not until 1956 that the deportations were even acknowledged by the Soviet government, and only recently has repatriation begun. While some groups have had a relatively successful repatriation experience, others have experienced ethnic discrimination, making the return to their homelands difficult and in some cases impossible.

Introduction: This report analyzes how well the residents of Washington Heights/Inwood (WH/IN) have fared on selected health indicators set forth by the NYC Department of Health and Mental Hygene between 2000 and 2005.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Immigrant families in particular face a multitude of health concerns, as well as specific barriers to accessing health care services. The socioeconomic and …

The Man-Made Disaster: Fire In Cities In The Medieval Middle East, Anna Akasoy

Publications and Research

Considering the building materials and climatic conditions in the medieval Middle East, fires must have been a major problem. This article provides a first survey of sources which are relevant for studying the impact of fires in urban environments. Evidence can be found, for example, in historiographies such as Ibn Kathīr's The Beginning and the End, or in legal discussions. Most fires mentioned in these sources were caused during riots or war, or by accidents in markets. The article also analyses how far fires fit into the general pattern of discussions around disasters in medieval Arabic literature.

In particular I will be addressing environmental factors encountered when presidents give speeches. I have identified a few components that are most important to the environment when a president gives a speech. Human Development Ranking: Predictors And Implications For Haiti, Jean Michel Basquin

This study is an effort to identify some of the predictors of human development index ranking and their implications in the case of Haiti. Secondary quantitative data from a variety of sources were used and complemented with qualitative data collected from Haiti using a key informant interview guide. Because of the unavailability of the secondary data and the nature of the some of the variables, three groups of countries were studied. One group contained 64 countries, another 96, and 121 countries. The Human Development Index (HDI) of the United Nations Development Programs (UNDP) was treated as the dependent variable. Eight …
