Aboriginal Policy Research Consortium International (APRCi)

Co-chaired by Dan Beavon of Indian and Northern Affairs Canada, Jerry White of the University of Western Ontario, and Peter Dinsdale of the National Association of Friendship Centres, the conference promoted interaction between researchers, policy-makers, and Aboriginal peoples. It expanded knowledge of the social, economic, and demographic determinants of Aboriginal well-being, and sought to identify and facilitate the means by which this knowledge may be translated into effective policies.

The chapters in Volume IV address the themes of health, governance, and housing and homelessness.

The Theory Disconnect: Reconciling Theories Of Justice, Ethics, And Morality With The Practice Of Public Administration, Alexander Delorey

This paper examines the disconnect between theories of good public administration and the actual practice of public administration. An analysis of the relationship between theory of all types and the practice of public administration – with a specific focus on the apparent discrepancy between theories of justice and the field – is conducted. The findings reveal that the on-the-ground practice of public administration is not governed by justice, ethics, and morality but rather by professional guidelines and norms.

After decades of state administration, indigenous peoples throughout the world are now succeeding, to varying degrees, in the reimplementation of self-governing institutions and administrative processes. This reorientation has been most observable in the context of natural resource management, where a major policy trend has been to devolve state authority and administrative responsibility directly to local levels. While the language of devolution and local control now permeates local–state interaction, in many cases the new institutions that have been created following devolution have little resemblance to indigenous forms of management. The Nebraska courts face a challenge shared by many state courts, determining the optimum number of judges needed to successfully do the work of the district, county and juvenile courts. Legislation introduced by two members of the District of Columbia Council on January 9, 2007 would require all girls to be vaccinated against the human papillomavirus (HPV), the primary cause of cervical cancer, by the time they enter the sixth grade, unless a parent or guardian specifically "opts out" of the mandate. A similar bill was introduced last week in Virginia, and Maryland and West Virginia are poised to consider legislation. To place the proposals in a broader context, this paper reviews some of the scientific, legal, ethical and financial issues surrounding the HPV vaccine and compulsory vaccinations.

During its 47-year existence, Medicaid has been the subject of countless analyses, articles, books, and studies, in view of its sheer size (federal expenditures standing at $190 billion in FY 2006),[1] its complexity (more than five dozen separate federal eligibility categories), and its importance in the American healthcare system. Medicaid funds nearly 40% of all births,[2] covers about one-third of all children,[3] and is the primary source of healthcare financing for persons with severe and chronic physical and mental disabilities.[4] Medicaid virtually enables the operation of public healthcare providers, such as school-based clinics, community health centers, and public hospitals, whose …

This dissertation focuses on the ways Khmer peasants living in a landmine-affected community build their survival strategy in the face of dangers and uncertainties that may physically, economically and socially impair their lives. Rural families living in post-conflict areas face a wide range of risks that encompass but are by no means limited to anti-personnel landmines. Western frames of analysis have assumed that peasants are essentially risk averse. This paper argues that in a situation where families lack livelihood alternatives, it is by confronting risk that they protect themselves. This Horizons study in Uganda found that exposure by adolescents to Straight Talk, a mass media initiative focused on adolescent sexual and reproductive health (ASRH), was associated with greater ASRH knowledge, a greater likelihood of having been tested for HIV, and more communication with parents about ASRH issues.

The Horizons program, in partnership with International Medical Corps and Steadman Research Services International, conducted an intervention study in Kibera, an urban slum in Nairobi, Kenya to determine what effect three different community-based activities had on utilization of key prevention of mother-to-child transmission (PMTCT) services. The interventions included moving services closer to the population via mobile clinics, as well as increasing psychosocial support through the use of traditional birth attendants and peer counselors as PMTCT promoters. Data from the study showed that there were positive trends during the study period in most of the PMTCT indicators, including knowledge of MTCT, …

This Horizons report presents findings from an evaluation of the Kenya Girl Guides Participatory Peer Education Program for HIV and AIDS Prevention. The objective of the program was to train Girl Guide patrol leaders as peer educators, who in turn would communicate key information and concepts about such topics as HIV prevention, relationships, and self-esteem to other Girl Guides, and ultimately to their school peers. The results demonstrate that peer education conducted by Girl Guides is a feasible strategy for imparting HIV and AIDS education to school-going youth; however, such a program would need to be branded, strengthened, and appropriately …

A case study conducted in Tororo, Uganda found that a partnership between TASO, an AIDS service NGO and agricultural extension, was successful in helping HIV-affected communities improve food security. This Horizons study reports that four participatory training workshops developed through the alliance resulted in improved management capacity and more collaborative organizational structures among the district partners. This in turn created the conditions for the AIDS community workers and other field partners to work more effectively together with farmers’ groups at the local level to identify and address constraints to food security.

Research with mobile populations has demonstrated that men in the mobile workforce tend to be exposed to greater HIV risk, and have higher sexually transmitted infection (STI) and HIV prevalence, than those in less mobile or non-mobile professions. At the request of the Brazilian Ministry of Health and with support from USAID/Brazil, the Population Council conducted an assessment in Brazilian border areas to determine which populations were most in need of HIV prevention activities. The research revealed the presence of an extremely mobile, international truck driver community with little to no access to HIV prevention, testing, and treatment services. The …

Teacher attrition and retention has become a major issue facing education policymakers and practioners as our nation's school age population continues to grow, but the teaching workforce does not. This study seeks to examine the impact of certification by the National Board for Professional Teaching Standards (NBPTS) on burnout levels in educators. The potential benefits to teachers who pursue NBPTS certification include a sense of professional pride, new leadership roles and responsibilities for teachers, recognition of outstanding teaching practice, and higher salaries (Shapiro, 1995).
