Five years ago, in response to numerous reports of the growth of predatory lending, both locally and nationwide, the Massachusetts Community & Banking Council (MCBC) – whose Board of Directors has an equal number of bank and community representatives – commissioned a study of subprime refinance lending in the city of Boston and surrounding communities. The resulting report, Borrowing Trouble? Subprime Mortgage Lending in Greater Boston, 1999, was the first detailed look at subprime lending in the city of Boston and in twenty-seven surrounding communities.

Low nest success rates in the Prairie Pothole Region are attributed mainly to changes in the predator community coupled with reductions in availability of suitable nesting cover. We evaluated effects of removal of mammalian predators on pair density and nest success of ducks nesting on 259 ha sites in northeastern North Dakota during 2001 and 2002. We monitored pair density and duck nests on 10 sites with removal and 10 sites without removal. Overall nest success for both years was greater on trapped (53.4%) than nontrapped sites (28.7%). The Mineta Transportation Institute brought together experts in surface transportation and students from elementary, middle, and high schools to discuss sustainable transportation topics on March 28, 2006. The goal was to introduce the students to transportation-related careers and to inspire them to pursue the academic curricula that would lead to success in those careers. Students from California, Maryland, Virginia, and Washington, D.C., participated in a videoconference, during which they heard a keynote statement from the U.S. Secretary of Transportation Norman Y. In an era of fiscal stress for many local governments in the United States, intergovernmental cooperation has become a focus for cost savings. Cooperation and consolidation is a recognition that existing boundaries and service delivery mechanism simply are too inefficient and burdensome for a community to maintain. City and county officials face a basic tradeoff in assessing the merits of cooperation involving the desire of many citizens for sovereignty and local decision making authority versus the potential cost savings associated with the economies of scale of larger government units. Working Group on Interlocal Services Cooperation

Policy fragmentation in the American federalist system leads to inefficiencies as decisions by one authority impose positive and negative externalities on other authorities and their constituencies. We focus on the role of policy networks in shaping coordinated decisions that enhance the joint outcomes among governmental authorities. We advance two competing perspectives relating networks to collective action, one emphasizing the role of tightly-clustered "strong-tie" relationships capable of enhancing the credibility of commitments among network members, and the other emphasizing the role of extensive, "weak-tie" relationships linking diverse stakeholders in enhancing the shared information required to coordinate collective decisions.

Mine risk education has become an integral part of humanitarian mine action, as emphasised by the recent adoption of the International Mine Action Standards on MRE. This article explores the development of MRE from the perspective of one HMA agency: the Mines Advisory Group. As with many other HMA operators, in MAG programmes, MRE and community liaison—alongside Technical Survey, explosive ordnance disposal and area clearance—have been part of MAG’s overall strategy to reduce risk in communities affected by the explosive remnants of war. Since Vietnam, Laos and Cambodia have similar mine and unexploded ordnance risk problems, a regional approach may contribute to finding solutions for these three. Understanding common features and challenges is a first step toward reducing the number of casualties in the region.

The Lao National Unexploded Ordnance Programme (UXO Lao) has established a regional office and field offices in nine heavily impacted provinces in Laos. In 2003, the government announced a national strategic plan to deal with the UXO problem, introducing major reforms in the sector and defining clear objectives for clearance operations. UXO Lao productivity has greatly increased since then and is on track to more than double its annual output by the end of 2008.
