The Adoption and Safe Families Act (P.L. 105-89; ASFA) passed into federal law in 1997. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. Since the establishment of the first health center in 1965, health centers have evolved into an essential component of the health care safety net. Today, over 1,000 federally funded and "look-alike" health centers serve 14.3 million people, three-quarters of whom are uninsured or covered by Medicaid. As the nation's largest primary care system, health centers care for one in five low-income uninsured persons and one in nine Medicaid beneficiaries.

There are many types of models for counterterrorism, explaining different problems that the military faces in the fight against terrorism. This thesis proposes that one of the fundamental assumptions underlying existing models of counterterrorism is that the struggle with terrorists can be understood as a war in the traditional sense of the term. We propose to rethink the struggle against terrorism as a fight against an infection. The epidemic of terrorist ideology within part of the world is a result, from this perspective, of the infectiousness of that ideology. The research was done as part of an effort to develop alternative fire suppressant technologies for aircraft engine nacelles. The turbulent shear flow behind a surface mounted fence inside an open circuit wind tunnel was investigated experimentally. The tunnel test section was designed to be 2-D and exhibit flow qualities similar to those found in a typical engine nacelle. A 279 mm wide fuel pan was inserted approximately four fence heights downstream of the fence location. The fuel pan was filled using water to simulate fuel with a depth of 32 mm. In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Assessments of an effects-based plan and execution must include an assessment of the effects of a campaign on the enemy in addition to an assessment of the accomplishment of friendly actions taken to achieve the desired effects. Every day, over 800,000 hazmat transactions take place across the United States. This segment of transportation is expected to grow at a modest two percent a year for the foreseeable future but differences of regulations between the state and Federal level have been a growing concern for both the government and members of the hazmat industry. This paper presents new knowledge about the current status of training on the economic value of stewardship practices in the Ohio Lake Erie basin. Local decision-makers shape coastal and watershed conditions but often do not appreciate the economic, fiscal, and ecological benefits that could be gained from sound stewardship practices. This study investigated the information and training about economic benefits available in the Ohio Lake Erie basin. Training providers and technical assistance professionals helped identify key training needs and challenges to decision-maker awareness of benefits. The reasonable possibility of the situation getting worse [in Iraq] rather than better should have given humanitarian advocates for war, like myself, greater pause. For me at that time, this humanitarian motive bolstered what was weak in the weapons argument, and vice versa. But now I realize that a partial case for war because of the weapons risk and a partial case for war under humanitarian reasons don't add up to an air-tight case for just war. An estimated 250,000 people are living with a spinal cord injury (SCI). Since 2000, the average age of injury has been 38, with almost 80% of new injuries affecting men. Approximately 7,154 persons with SCI entered the VR service system in 2004. In 2004, 2382 individuals with SCI achieved successful rehabilitation with the support of state vocational rehabilitation agencies.

The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

A central feature of the reforms enacted through the Personal Responsibility and Work Opportunity Reconciliation Act (welfare reform) has been the adoption of strategies to involuntarily remove Temporary Assistance to Needy Families (TANF) recipients from the welfare rolls, including increased use of sanctions and time limits on welfare receipt. Drawing on data from a three year panel study of women who had been receiving welfare in a state which adopted stringent sanctioning and time limit policies, we investigate predictors of recipients' TANF status after implementation of welfare reform, and identify differences in post-reform material resources, hardships and quality of life …

Welfare To Web To Work: Internet Job Searching Among Former Welfare Clients In Florida, Steve Mcdonald, Robert E. Crew Jr.

The Journal of Sociology & Social Welfare

This study provides the first empirical test of whether searching for jobs on the Internet can help people gain access to high quality jobs. Using new data from former welfare clients in Florida, we present results from a multivariate regression analysis of Internet job searching on wages and on a number of job benefits. On average, Internet job searchers receive better jobs than people who conducted more traditional job searches, net of numerous control variables. These findings suggest that welfare recipients have a great deal to gain from searching for their jobs on the Internet.
