Regional Planning and Metropolitan Growth Management Research Projects

This is a working document and is the second report in this series. In section one the document begins by reviewing the origin and definition of "Cascadia" as a named place. Section two includes a description of the Cascadian landscape, and the issues and conditions in both its metropolitan and nonmetropolitan areas. Section three present four strategies for growing, stewarding, and sustaining Cascadia along "ecolopoli­tan" lines. The document concludes with the next steps for this project.

The Benefits Improvement and Protection Act of 2000 replaced the traditional cost-based reimbursement system for federally-qualified health centers (FQHCs) with a new prospective payment system. States were also allowed to implement an alternative payment methodology (APM) as long as it did not pay less than what FQHCs would have received under PPS and the affected FQHC agreed to the APM. Although changes in payment policies were to take effect in 2001, states were slow to implement them and most only did so after one or two years. While the Association to Advance Collegiate Schools of Business International (AACSB) conducts an annual survey of business school faculty and administrative salaries, the data do not include salary figures for logistics (and related areas such as transportation and supply chain management) faculty. Since the growth in number of logistics faculty positions has continued to exceed the output of doctoral programs in the field for more than a decade, it is logical to assume that logistics faculty salaries, at all levels, are increasing. Whereas, in many OECD countries strategic planning in health care has been in evidence since the 1970s, in Ireland the emergence of strategic management processes in health care planning didn’t occur until the 1990s. The Strategic Management Initiative (SMI), as outlined in Delivering Better Government (1996), gives Government commitment to ‘the reform of our institutions at national and local level to provide service, accountability and transparency’ and forms the backdrop to the Irish public service reforms. State mental retardation/developmental disability (MR/DD) agencies provided day and employment supports to over 466,500 people in 2001. Of these, 108,981 individuals were supported in integrated employment settings. The percentage of individuals working in integrated employment varied widely by state, from 56% in Washington to only 2% in Alabama.

Labor Supply With Social Interactions: Econometric Estimates And Their Tax Policy Implications, Andrew Grodner, Thomas J. Kniesner

Our research fleshes out econometric details of examining possible social interactions in labor supply. We look for a response of a person's hours worked to hours worked in the labor market reference group, which includes those with similar age, family structure, and location. We identify endogenous spillovers by instrumenting average hours worked in the reference group with hours worked in neighboring reference groups. Estimates of the canonical labor supply model indicate positive economically important spillovers for adult men. The estimated total wage elasticity of labor supply is 0.22, where 0.08 is the exogenous wage change effect and 0.14 is the …

Economic Well-Being And Intimate Partner Violence: New Findings About The Informal Economy, Loretta Pyles

The Journal of Sociology & Social Welfare

The purpose of this research was to explore the relationship between intimatep artnerv iolence (IPV) and women's participationin the informal economy (both legal and illegal) and their impact on economic well-being. This research was part of a National Institute of Justice (NIJ) study that was concerned with women's survival of childhood and adult abuse. For the 285 women that were in this sample, there were positive, medium correlations between IPV and various types of informal economic activity. Illegal informal economic activity, institutionalized informal economic activity, incarceration and physical abuse negatively impacted women's economic well-being.

Personality assessment of three al-Qaida leaders in the September 11, 2001 terrorist attack on the United States – Osama bin Laden, Ayman al-Zawahiri, and Mohamed Atta – provides evidence for a rudimentary model of the leadership roles required for a global-reach terrorist operation: (1) a narcissistic, charismatic leader devoid of core values beyond personal self-interest, adept at exploiting others in pursuit of his grandiose ambitions (e.g., bin Laden); (2) a strategic-thinking “true believer” without constraints of conscience regarding the level of violence he is willing to employ in his single-minded pursuit of mission (e.g., al-Zawahiri); and (3) unobtrusive, disciplined operatives …

The primacy of self-interested individuals is often regarded as the appropriate basis for US social spending decisions. One thread of this argument has advanced age-based self-interest and politically powerful elderly to explain why Social Security and Medicare have thrived in a policy environment that has seen retrenchment in other programs. We argue that crude self-interest and individual programs considered in isolation are insufficient to understand social spending preferences. We use General Social Survey data to contrast conventional and critical explanations for understanding the role of age in preferences for social spending. Job Satisfaction Among Tanf Leavers, Jeff Scott

Using means tests, ANOVA, contingency methods and polytomous logistic regression techniques, I analyze job satisfaction survey data provided by former welfare recipients in Illinois. Mean job satisfaction in the sample is high. Wages, work hours, professional status, having employer sponsored health care and being in good health have sign ficant positive effects on job satisfaction. Contrary to popular assumptions regarding welfare dependency, time on welfare positively affects post- TANF job satisfaction. I discuss implications of these findings in the context of policy debates regarding TANF reauthorization.
