In 1997, a large number of agricultural leases in the Fijian sugar belts began to expire without renewal. Stepping away from the debates over who should have access to land under what legislation and for what purpose, this paper concentrates on the people who are being directly affected by lease expiration: the cane farmers and cutters themselves. Through the collection and analysis of information gathered through personal interviews and associated literature, this paper focuses on the present moment in Fiji and identifies the needs of displaced cane families, the options available to them, and the different types of aid that …

This paper is principally an analysis of the international observers’ experiences in Olga Isabel and the implications of their continual presence in the community. I begin by explaining my methodology in carrying out this project. I then give a brief history of the Zapatistas, followed by a summary of the present situation in Olga Isabel and its historical and political context. The body of the paper examines the experiences of international observers and the effects of their presence within communities. I conclude by placing my findings in the context of the larger Zapatista movement for indigenous rights and autonomy.

Significant investments will be required to maintain, operate, upgrade, and expand California's transportation infrastructure if the state is to retain its economic position in the global economy and accommodate a projected near doubling of the current population by 2040. In 2002, the United Kingdom passed new legislation granting employees with young or disabled children the right to request flexible work arrangements from their employers. The law does not guarantee a right to flexible working but seeks to increase flexibility in UK workplaces by requiring a process for negotiation between employees and employers. Stated simply, that process places the initial responsibility on the employee to propose a new work arrangement and explain its potential impact on the employer. The employee and employer must then consider the request together, and the employer may refuse the request only for certain business reasons.

Many people think of workplace flexibility as flexibility that is provided on a long term, regular basis — for example, flexibility provided through alternative work schedules, compressed workweeks, or part time positions. Under Workplace Flexibility 2010’s conceptualization, however, workplace flexibility also includes the ability to address day-to-day life needs on a short term basis.

Short term needs for flexibility are numerous: to recover from an illness; take care of a sick child; attend a school conference, funeral or medical appointment; wait for a repair person; or appear in court. Some needs may be anticipated; others will arise unexpectedly.

The Medicare Modernization Act of 2003 (MMA) and the Deficit Reduction Act (DRA) of 2005 include provision intended to increase the role of private health plans in Medicare. These provisions set Medicare Advantage plan payment rates at levels higher than average costs would be in tradition free-for-service Medicare in every county in the nation. The total amount of extra payments to Medicare Advantage plans resulting from these provisions is projected at $5.7 billion in 2007 and nearly $30 billion over the five year period, 2007 to 2011.

In detail the review team conducted a systematic review of the Task Dossiers held by the EOD Management Section to determine whether appropriate actions have been undertaken to declare Dangerous Areas (DAs) as being either cleared, cancelled, or to designate the DA as being a future clearance task. Due to the limited time of the evaluation a sample of 156 Dangerous Areas or Minefields (not counting CBU strike duplicates) included in 90 different Task Dossiers were investigated through the application of an agreed methodology. For almost three years, Nebraska has been viewing disaster behavioral health as an integral component of the response which takes place at the time of a disaster. This research describes the evaluation of the HMA programs that are funded by the Netherlands for the period 1996–2004, specifically on their embeddedness into a broader development strategy. Embeddedness is defined as the extent in which other humanitarian objectives and programs are attached, combined or integrated with HMA programs. Embeddedness has increasingly attracted attention, because landmines and ERW are a direct threat to individuals and communities, but also indirectly by being a barrier for short-term emergency interventions and long-term development efforts. Team identification, the degree to which an individual feels psychologically linked to a team, has been a focal point in studies of sport fans and sport spectatorship (e.g. Fink et al., 2002; Jones, 1997; Wann & Branscombe, 1993; Wann & Dolan, 1994; Wann & Schrader, 1997).
