This interpretive essay, written for the Buffalo Law Review's annual essay issue, identifies an increasingly common pathology of American democracy in which voters treat the election of public officials not as an instrumental act designed to influence public policy, but as an opportunity to present public office as a gift to those who have pleased, entertained, or moved them. The reelection of Strom Thurmond to the Senate at age 93 and the election of nearly forty congressional widows to their late husbands' seats exemplify this trend. The main focus is on education finance in New York State, but general research findings in education and education policy issues in several other states are also discussed. “On the 28th of June 2005 [Demining group] QRT did a bulk demolition before going on stand-down. Most of the ammunition went to high order but 3 grenades went to low order and was destroyed by a second demolition. In one of the sandbags apparently one fuse was stuck after the demolition and was not discovered by the deminers when they checked the area after non exploded devices. The fuse probably went off by the heat from the fire and injured a deminer in his left arm and in his back with small metal pieces.

For decades, states have tried to reorganize their human service agencies in order to more effectively coordinate and integrate client services. Despite appearing to be a reasonable undertaking, previous studies indicated that such efforts met with only limited success (Dunkle & Surles, 1998; Pindus et al. 2000; Rabin & Steinhauer, 1988; GAO, 1992; Lynn, 1980; Owens, 1985).

This study had three objectives tied to understanding this type of reorganization. First, find out whether the OD process could inform restructuring. No matter if the "weapons of mass destruction" (WMD) argument brought forward by the U.S. in respect of the multinational military intervention in Iraq in 2003 was meant to be "real" or rather was "constructed": It is a fact that the WMD case, along with the new concept of security after 9/11, is real in its consequences for international WMD non-proliferation policy, collective use of force, and thus the U.N. security system. However, this fact does not cut off the path-dependencies of a policy of containment of nuclear, biological and chemical weapons. A point often overlooked is that not only …
