This evaluation was commissioned by the United Nations Mine Action Service (UNMAS) via the United Nations Office for Project Services (UNOPS), which issued a request for proposals to eight organizations on September 2, 2004. On the basis of these proposals, the Geneva International Centre for Humanitarian Demining (GICHD) was selected to conduct the evaluation. GICHD fielded a four member evaluation team, led by an independent consultant, to complete the assignment.

The goal of this thesis is to identify the role of foreign Islamist charities and terrorist groups in the current conflict in Chechnya. The issue of foreign Islamism in Chechnya is introduced through a general history of the region, including the role of religion in both traditional Chechen culture and in the present war. The evolution of Chechen war from a secular to a religious conflict is first examined by looking into the perspectives of various Muslim groups on the Chechen war and other similar conflicts and, conversely, the perspectives of many Chechens on the outsiders who purport to aid …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

In this paper I draw attention to the study of 'unofficially sacred' sites in geographies of religion, which provide significant insights into the construction of religious identity and community, and the intersections of sacred and secular. I show that such sites deserve as much attention as places of worship (the more conventional focus in the geographical study of religion) in our understanding of the place of religion in contemporary urban society. In particular, using the case of Islamic religious schools in Singapore, I examine how Muslim identities and community are negotiated within multicultural and multireligious contexts, and particularly within one …

We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. This paper examines the idea that municipalities in Canada – with a specific focus on Toronto – can be legally empowered by a legislative charter to defend their autonomy from the actions of the provincial government. Case studies that analyze the political and legal relationships that selected charter cities – Saint John, Montreal, Halifax, Winnipeg, Vancouver, and Lloydminster – have with their respective province were conducted. The findings reveal that while provinces may politically treat some municipalities differently than others, no legal differentiation exists between charter cities and other municipalities with regards to protecting local self-government.

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

In a widely publicized decision issued in 2004, the United States Department of Health and Human Services removed language from the Medicare Coverage Issues Manual which stated that obesity is not an illness, a pronouncement that paves the way for Medicare coverage of evidence-based obesity treatments. This determination by HHS also has important implications for public and private insurance coverage of health care services and interventions that have the potential to reduce the risk of lifelong obesity in children.

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the President’s Emergency Plan for AIDS Relief (PEPFAR), the United Nations’ Millennium Development Goals (MDGs), the World Bank’s Multi-country HIV/AIDS Program (MAP), and other bilateral donors and charitable foundations have raised significant resources to fight HIV/AIDS. Comparing Immigrant Services, Practices, Programs, And Policies In The City Of London And The City Of Toronto: The Implications For The City Of London, Tiwei Huang

This paper examines immigrant services, practices, programs, and policies in the City of Toronto in order to provide recommendations to the City of London on how to address the six key thematic areas of settlement, employment, neighbourhood, cultural competency and access to services, social inclusion, and systemic change. Interviews with key municipal government and community organization players in both cities were conducted. The findings reveal nine recommendations in the areas of systemic change, settlement, employment, and neighbourhood to improve immigrant services, practices, programs, and policies in London.

This paper examines whether the assertions made by key literature on capital infrastructure in Metropolitan Toronto are empirically supported based on an analysis of annual capital operations financial statements. The findings reveal that, with a few exceptions, the historical analysis of capital operations does support the assertions made by the literature on capital infrastructure.

Watch Your Language: An Analysis Of Local Government Collective Agreement Harassment Language, Anne Macarthur

This paper examines whether collective agreement language in Canada is working to protect unionized employees from harassment in local government based on an analysis of 250 collective agreements – 200 from local government organizations and 50 from private organizations – and their harassment policies. The findings reveal that as a whole, local government unions are working to protect employees from harassment as compared to private organizations, but public sector unions could also be offering their members much more protection than they currently do.

This paper examines whether there is a role for substantive rationality in gaining stakeholder acceptance when values conflict in a local government decision-making process. A case study of the Sifton Bog in London, Ontario, which involves the management of urban wildlife, is conducted to demonstrate a decision-making process where there is a conflict of values. The findings reveal that the more values conflict, the harder it is to implement substantive reasoning in the decision-making process.

This paper examines the processes used by the Waterloo Regional Police Service in the implementation of the community mobilization approach based on an analysis of information gathered from a variety of sources, including stakeholder interviews, academic journals, and government reports. The findings reveal that there are disconnections within the Police Service among officers holding various ranks and responsibilities and this divide indicates confusion over the concept, philosophy, practice, and role of community mobilization and community policing.

This article traces the transition-in Medicare, specifically, and in the American healthcare system, generally-from the aftermath of the Balanced Budget Act of 1997 to the passage of the Medicare Modernization Act of 2003. During this time, restrictive managed care died under an onslaught of resurgent cost pressures, legislative and legal attacks, and a vehement physician and consumer backlash. The subsequent reversion to more generous (and more expensive) health plans coincided with a recession in 2001 to trigger a return to rapidly escalating healthcare spending and yet another in the Nation's series of healthcare crises. In the 1980s an array of world events including the dissolution of the Soviet Union, a movement toward restructuring and downsizing government bureaucracies, and rapidly evolving technology prompted significant changes to governments. Many developing nations began the transition from command to market economies, and new government structures emerged to address a variety of root problems including the rise of ethnic consciousness and conflict. As a consequence of these events, changes in societies, governments, and bureaucracies, were drivers for changes to bureaucratic values.

Understanding the relationship between land use and transportation near highway interchanges can help to direct resources where they are most needed to maintain the integrity of the adjacent road system.
