The majority of wars fought in the last 50 years have involved non-state, anti-state or stateless actors. These groups, commonly referred to as insurgents, dissidents, freedom fighters, rebel groups or guerillas, act independently from recognized governments. These non-state actors (NSAs) typically use low-tech, homemade weapons, such as landmines, improvised explosive devices (IEDs), and other small arms and light weapons to wage guerilla warfare. Civil war, economic instability and a booming illegal drug trade have resulted in a build-up of arms and have thus empowered Latin American NSAs. Mr. Francisco Peralta is a Nicaraguan landmine survivor from Ocotal, Department of Nueva Segovia, Nicaragua, who, as with many landmine victims, lost much more than his limbs to this weapon. Mr. Peralta lost his livelihood, his ability to support his family, his self-confidence, and his overall happiness. Through his integration into the Organization of American States’ (OAS’s) rehabilitation program, however, his life has changed 100 percent. Today he stands as a testament to the success of the OAS program and the need for this type of program to assist landmine survivors and help them literally and figuratively get back on …

On December 3, 1997, the Philippines signed the Anti-Personnel Mine Ban Convention to end mine use in the country. However, implementation of this act did not come soon enough to prevent the loss of innocent lives from terrorist attacks that began in the early 1990s and continue through today. In the Philippines, several main rebel groups terrorize the countryside, creating havoc in order to further their own interests. The Clean Air Act of 1970 (CAA) made the Environmental Protection Agency (EPA) responsible for establishing and maintaining federal programs that control air quality. In turn, each state was delegated responsibility for air quality within its borders, although this responsibility may be shared with Native Americans or tribal lands. In many states, jurisdiction has been delegated to regional or local agencies that are then responsible for air quality in their respective air basins. Even though terrain or water bodies define the physical boundaries of air basins, they are usually designated by County boundaries for regulatory convenience (Wooley, David R., 1997).

In recent years, a number of states have increased cost-sharing for low-income Medicaid beneficiaries as one approach to Medicaid cost-containment. While copayments have been most commonly applied to prescription drugs, they also have been assessed for other services, such as physician visits, hospital admission, or outpatient clinic use.

Prior research has found that when low-income patients are required to pay more for health care services or for prescription drugs, they use fewer services or medications.[2] In some cases, their health could deteriorate, with the result that they may subsequently require more expensive emergency room or inpatient hospital care. This exploratory comparative case study examines hopes and fears for self and country of 300 students attending university in Bosnia-Herzegovina, Northern Ireland, South Africa, and Sri Lanka. Students report living in stressful societies where ethno political and state violence were the norm. The results of this qualitative study indicate that while the young people are optimistic about their life changes, they are concerned that the conflicts could re-ignite and spiral out of control. In particular, the students’ images indicate the importance of the self-society relationship and that these young adults relish the challenge of being productive citizens in their post-conflict …

It will host a national congress in early January of 2005, exactly 100 years after the first Forest Congress and subsequent to holding a series of regional conferences throughout the country. On November 18-19, 2004, the Andrus Center for Public Policy, the Idaho Statesman, and the Forest Service presented one of those conferences in Boise, Idaho. The topics for this conference were wildland fire and forest health.

College students with disabilities enter with less work experience and have a harder time finding jobs than their nondisabled peers. Experiential education-- mentoring, internships, job shadowing, and so on-- can create a bridge to graduation and employment. However, that requires college professionals to consider access issues for all students. A new Institute Brief provides basic disability awareness information, suggests ways to create welcoming career offices, and offers ideas to increase access to experiential education.

The model promotes ethical values and inclusion in community development. Rural and non-metropolitan public-use and general aviation airports play a critical role in the economic development of communities in agricultural states and states with dispersed populations. Not only do they serve as a vital link to markets and resources for both agricultural and non-agricultural businesses operating in the community, small airports provide needed transportation options for area residents. These airports also perform an important function in providing needed health and medical transport services in non-metropolitan locations. Airports can be described as critical “public assets” with needed services to the local community (Penney 2003).

The Effect Of Income Taxation On Consumption And Labor Supply, James P. Ziliak, Thomas J. Kniesner

We estimate the incentive effects of income taxation in a life-cycle model of consumption and labor supply that relaxes the standard assumption of strong separability within periods. Our model permits identification of both within-period preference parameters and lifecycle preference parameters such as the inter-temporal substitution elasticity. Results indicate that consumption and hours worked are direct complements in utility, and both increase with an increase in the after-tax share and with a compensated increase in the net wage. The compensated net wage elasticity is about 0.3, nearly double the standard estimates for men in the United States that ignore within-period non-separability …

In a series of books and articles, Robert Putnam outlined his famous "bowling alone" theses of declining civic participation, which he attributed in considerable part to television and other alternative leisure time pursuits. Putnam also acknowledged the possibility of other possible factors. This presentation identifies two such possibilities that coincide with the decline Putnam noted, - national security and suburbanization - as well as more recent and more ambiguous, technology-related factors contributing to declines in civic participation.
