The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. Local decision makers are key in achieving many objectives of the Lake Erie Protection and Restoration Plan and other water quality initiatives because of their role in land use and zoning decisions, infrastructure construction and maintenance, storm water management, and economic development activities. A series of focus groups were conducted throughout northwest Florida to obtain input from coastal decision-makers into the design and development of a coastal resources management training program for the Apalachicola National Estuarine Research Reserve (ANERR). The focus groups were comprised of a cross section of coastal and environmental professionals who make decisions affecting coastal and watershed areas. The focus group decision-makers were primarily employed in the public sector (federal, state, local, governmental, nonprofit, or academic), with nearly half of the participants having between six and 15 years of professional experience.

An analysis of the market for coastal resources management training in Ohio’s Lake Erie basin identified the challenges faced by coastal decision-makers and the disparities currently existing within this market. The primary challenges identified were in the quality of instruction and in the types of training provided. Disparities indicated were with coordination, equipment and logistical factors, external and internal marketing and promotional assistance, funding, personnel and staff assistance, and legislative and regulatory concerns. The Apalachicola National Estuarine Research Reserve (ANERR) is located in Franklin County on the Florida panhandle within the 19,600-square-mile Apalachicola-Chattahoochee-Flint watershed. Spanning more than 246,000 acres, the Reserve includes areas of Franklin, Gulf, Calhoun, and Liberty counties. The Reserve received its designation in 1979, and is a federal/state partnership with the Florida Department of Environmental Protection.

The National Estuarine Research Reserves (NERRS) Coastal Training Program (CTP) is a system-wide training program that aims to increase informed decision-making related to coastal resource management at local and regional levels. The CTP serves as the NERRS flagship program for knowledge and information transfer, and provides an effective vehicle to ensure that science-based knowledge and skills get into the hands and minds of those individuals making decisions about the coast on a regular basis in a professional or volunteer capacity. This paper estimates the redistributive effects of welfare state expenditures on social and economic disparities in the economic well-being of citizens in ten nations. Data from the Organization for Economic Cooperation and Development (OECD) and other sources for cash and non-cash social welfare benefits (health and education benefits from third parties) are used to describe differences in the size and nature of welfare states and their distributional effects. The OECD data are combined with micro data on household incomes from the Luxembourg Income Study (LIS) both to estimate the redistributive effects of the expenditures and taxes and to construct measures …

This paper provides a guide to statistically based methods for estimating the extra costs of educating disadvantaged students, shows how these methods are related, and compares state aid programs that account for these costs in different ways. We show how pupil weights, which are included in many state programs, can be estimated from an education cost equation, which many scholars use to obtain an education cost index, and we devise a method to estimate pupil weights directly. Using data from New York, we show that the distribution of state aid is similar with statistically based pupil weights and an educational …

This paper examines National Institutes of Health (NIH) pediatric research spending in absolute terms and relative to the doubling of the NIH overall budget between fiscal years 1998 and 2003. Pediatric spending increased by an average annual rate of 12.8 percent during the doubling period (almost on par with the NIH average annual growth rate of 14.7 percent). However, the proportion of the total NIH budget devoted to the pediatric portfolio declined from 12.3 to 11.3 percent. We offer recommendations for implementing existing commitments to strengthen the pediatric research portfolio and to protect the gains of the doubling period.

In 2003, the United States Department of State, Bureau of Political-Military Affairs/Weapons Removal and Abatement, (PM/WRA) tasked the James Madison University Mine Action Information Center (MAIC) with producing a cost-benefit analysis of two demining programs to be used to develop a model to analyze the quantitative impacts, expected results, and suggested prioritization of mine clearance activities. Prioritization was to be accomplished within the context of socio-economic development programs. Lessons learned from UN guidance, earlier studies, experts in the mine action community, and field studies influenced the development of the decision tool for prioritization of humanitarian mine action projects.

This paper finds evidence that a public housing privatization program produced adverse effects on housing transactions and the economy in Hong Kong. A scheme announced in December 1997, offering tenants an opportunity to buy their units at deeply discounted prices, reduced public housing tenants’ bids for private homes and adversely affected home transactions. This effect is more pronounced than the effects of the Asian Financial Crisis. An effect on housing prices is also indirectly demonstrated though a demonstration that a structural break in the housing price relationship occurred at the time the privatization program is introduced. The Problem

In early 2003, the Kentucky Cabinet for Health Services, faced with a $450 million Medicaid shortfall, implemented several cost-cutting measures to the Medicaid program. The most visible measure included new stricter medical eligibility requirements for long-term care programs. As a result of these new requirements, approximately 2,813 elderly and disabled Kentuckians were denied services in Kentucky’s Aged/Disabled Home and Community-Based Waiver Program, a Medicaid program that provides long-term care services in people’s homes and in community-settings. The Cabinet for Health Services claimed that those who lost home and community-based Medicaid services could receive care through alternative state programs. …
