Improving Comprehension Of Capital Sentencing Instructions: A Bias Reduction Approach, Charles W. Otto

Previous research has demonstrated that judicial instructions on the law are not well understood by jurors tasked with applying the law to the facts of a case. The past research has also shown that jurors are often confused by the instructions used in the sentencing phase of a capital trial. Social scientists have used two different methods to improve juror understanding of legal instructions, psycholinguistic rewrites and bias-reduction techniques. The International Trust Fund for Demining and Mine Victims Assistance (ITF) is a humanitarian, nonprofit organization devoted to the eradication of landmines in the region of South-East Europe and the world.

When first established by the Slovenian government in March 1998, ITF was to assist Bosnia and Herzegovina in solving its landmine problem, and help surviving landmine victims with physical and socio-economic rehabilitation. However, as BiH was not the only country in the region affected by landmines (see Mine-contamination in the countries of ITF operations), it made good sense for ITF to spread its operations to include all other mine-affected …

Suicide bombing is the act of blowing oneself up in order to kill (destroy) or injure (damage) a target. The target may be military or civilian or both. Typically, the killing or physical destruction of the target is less important than the terror generated by undertaking the act. This ultimately makes suicide bombing a “disruptive firepower” capability (based on Bond-Relationship Targeting) utilized by opposing forces (OPFORs) which lack traditional destructive firepower.

This article offers a brief history of healthcare civil rights, describes a range of healthcare issues that have a civil rights component, and discusses the need for an expanded civil rights framework to guide the provision of health care. Unequal health care based on race and ethnicity has received renewed attention over the past several years, but healthcare discrimination based on socioeconomic status, disability, age, and gender also deserve careful attention.

The Role Of The Icma In Promoting Performance Measurement Through ‘Standards’: 1927-1956, Dan Williams

This paper examines the role of the ICMA in promoting performance measurement during the years of Clarence Ridley’s administration. Clarence Ridley received his Ph.D. at Syracuse University in 1927 and soon, thereafter, became the executive director of the ICMA. His Ph.D. topic constitutes the first book specifically focused on performance measurement. It differs from other performance measurement literature of that era in that it is more instrumental and oriented towards management objectives and standards. In contrast, earlier literature, such as that of Charles Beard or William Munro, provided significant consideration to the performance of government as a political entity. This …

Aboriginal Policy Research Consortium International (APRCi)

Co-hosted by Indian and Northern Affairs and the University of Western Ontario, the conference promoted interaction between researchers, policy-makers, and Aboriginal peoples. It expanded on the knowledge of the social, economic, and demographic determinants of Aboriginal well-being, and it sought to identify and facilitate the means by which this knowledge may be translated into effective policies.

The texts are divided into complementary themes. The chapters in Volume 2 address the themes of economic development; health; gender issues; and crime, victimization, and healing.
