THE WOLF IS TRULY a special animal. As the most widely distributed of all land mammals, the wolf, formally the gray wolf (Canis lupus), is also one of the most adaptable. It inhabits all the vegetation types of the Northern Hemisphere and preys on all the large mammals living there. It also feeds on all the other animals in its environment, scavenges, and can even eat fruits and berries. Wolves frequent forests and prairies, tundra, barren ground, mountains, deserts, and swamps. THE FIRST REAL BEGINNING to our understanding of wolf social ecology came from wolf 2204 on 23 May 1972. State depredation control trapper Lawrence Waino, of Duluth, Minnesota, had caught this female wolf 112 km ( 67 mi) south of where L. D. Mech had radio-collared her in the Superior National Forest 2 years earlier. A young lone wolf, nomadic over 100 km² (40 mi²) during the 9 months Mech had been able to keep track of her, she had then disappeared until Waino caught her. A LARGE, DARK WOLF poked his nose out of the pines in Yellowstone National Park as he thrust a broad foot deep into the snow and plowed ahead. Soon a second animal appeared, then another, and a fourth. A few minutes later, a pack of thirteen lanky wolves had filed out of the pines and onto the open hillside.

WOLVES SHARE THEIR ENVIRONMENT with many animals besides those that they prey on, and the nature of the interactions between wolves and these other creatures varies considerably. Some of these sympatric animals are fellow canids such as foxes, coyotes, and jackals. Others are large carnivores such as bears and cougars. In addition, ravens, eagles, wolverines, and a host of other birds and mammals interact with wolves, if only by feeding on the remains of their kills.

WOLVES CAN LIVE almost anywhere in the Northern Hemisphere, and almost everywhere they do, they are an issue. In the vast emptiness of the northern tundra or the Arabian desert, on the outskirts of a European town or in the safety of an American national park, in meager agricultural lands in India or mountains in rich Norway or Switzerland, wolves always attract people's attention. Attention to several organizational issues will facilitate the efforts of the Clark County regional Pre-Disaster Mitigation project. Key considerations include defining terms efficiently, establishing and maintaining a clear timeline, determining rules for acceptability of new information, determining the nature and boundaries of concerns to be addressed, evaluating a full range of mitigation options, considering how to manage uncertainty, and ensuring stakeholder buy-in and participation. The NOAA seven-step process should serve as an operational template. Project participants should anticipate substantial uncertainty, and consider probabilistic methods (e.g. Monte Carlo analysis) for coping with uncertainty within a GIS framework.

The development of any adequacy based school finance system involves three components, which correspond to the three substantive sections of this paper:

First, a state must select measures of adequacy, either in terms of resources or student performance. Such measures are necessary to identify school districts below the standard. Although these measures can be controversial and difficult to develop, this choice is unavoidable.

The HOPE (Helping Outstanding Pupils Educationally_ scholarship program, which began in 1993, is one of the most popular public policies ever enacted in the state of Georgia. This lottery-funded program pays for tuition, fees, and books at any public college or university in the state for any Georgia student who graduates from high school with a B or better grade point average (GPA). To keep the scholarship, students must maintain the B or better GPA in college. Demographic trends show that the population of librarians in the U.S. is rapidly aging. This paper examines the ways that library managers can make workplaces more attractive to older librarians in order to encourage them to remain in the workforce beyond retirement age. The article dispels some negative stereotypes of "the older worker" and shows the advantages of retaining individuals with experience and maturity. It also addresses organizational climate, management, and training issues related to older workers.

Head Start, Other Preschool Programs, & Life Success In A Youth Cohort, Richard K. Caputo

The Journal of Sociology & Social Welfare

This study assesses the effects of Head Start and other preschool programs on five life success measures in a U.S. cohort of youth (N = 5,621). The life success indices are average annual income-to-poverty ratios, economic mobility, and number of years the youth lived in families whose incomes fell below official poverty thresholds, received Food Stamps, and received TANF/AFDC. Controlling for a variety of background and other factors in separate regression models for each life success measure, results show that youth who participated in preschool programs other than Head Start had higher average annual income-to-poverty ratios than nonpreschoolers.
