The Center for Housing Research & Policy conducted this survey and analysis of housing on Cleveland’s lakefront for the Cleveland Lakefront Partners, which is composed of the city of Cleveland, Cleveland Tomorrow, the Greater Cleveland Growth Association, and the Cleveland Neighborhood Development Corporation. The report includes both the results of the survey of residents in the multi-county Cleveland region and a comparative study of waterfront populations in the cities of Milwaukee, Chicago, Portland, and Baltimore. The survey results showed that at least 6,000 and possibly up to 9,000 middle and upper-income households would be interested in living on the lakefront …

A series of seven focus groups were conducted in various locations throughout northern Ohio to identify and assess coastal resources management training needs across the Ohio Great Lakes basin. The focus groups were comprised of a cross-section of professionals who make decisions affecting watershed areas or Lake Erie coastal areas. Six of the focus groups included decision-makers considered previous and potential users of coastal resources management training (non-providers). A seventh focus group included decision-makers who provide training in coastal resources management (providers).

Gentrification represents one of the most encouraging trends in city life since the 1960s. That may be a sad commentary on the fate of American cities or on our urban policies, but it is nevertheless true. The return of affluent people to urban living offers the possibility of reversing declining populations and municipal revenues, permitting enhanced spending on basic services, and increasing employment and educational opportunities. It also brings greater ethnic and economic diversity, which can contribute to a more humane social and cultural life. The use of dogs for mine detection has expanded dramatically in the last ten years. However, research designed to explore and understand the issues underlying mine dog detection has not kept pace with that expansion. A poor knowledge base was recognised as a key limitation on further development and exploitation of this fascinating detection technology. The GICHD therefore accepted the challenge of initiating a programme of research on mine detection dogs, with the specific objectives of (1) improving understanding of the skills and limitations of dogs, (2) optimising their deployment and performance, and (3) raising confidence in their work.

The year 2003 underlined the continuity in the valuable contribution of ITF to demining and victims assistance in South-East Europe. ITF received unanimous and deep appreciation by the entire donors' community for its excellent performance record.

In 2003, ITF facilitated the clearance of nearly 8 million square meters from mines and UXO in Albania, Bosnia and Herzegovina, Croatia, Macedonia and Serbia and Montenegro, always in close co-operation with international and local authorities.

ITF has also succeeded in raising more than 23 million USD in new funds. Increased funding came from 13 governments, the EU (including EC Delegation in Croatia and …

Does Whole-School Reform Boost Student Performance? The Case Of New York City, Robert Bifulco, William Duncombe, John Yinger

Thousands of schools around the country have implemented whole-school reform programs to boost student performance. This paper uses quasi-experimental methods to estimate the impact of whole-school reform on students' reading performance in New York City, where various reform programs were adopted in dozens of troubled elementary schools in the mid-1990s. This paper complements studies based on random assignment by examining a broad-based reform effort and explicitly accounting for implementation quality. Two popular reform programs--the School Development and Success for All--do not significantly increase reading scores but might have if they had been fully implemented. Although the electronic revolution in publishing fostered a new Information Age, the need for government documents in tangible format continues. This paper examines the historical roots of congressional printing compared to 21st century challenges to information policy. The author argues that the founding fathers intentionally did not include language mandating the printing of government information, aside from the Journal as described in the Constitution, for the simple reason that they viewed it as an inherent obligation on the part of all elected officials. As such, restrictive information policies, such as the U.S.A. Patriot Act, impinge upon the original intent of …

The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Sometimes historic preservation laws are indicted as particular culprits in setting this dynamic in motion. In the summer of 2002, the city of Boston watched a fierce battle unfold between low-wage workers who provide child care and the social service agencies that employ them. Boston requires its city contractors to pay more than twice the federal minimum wage of $5.15 an hour to their employees, according to the terms of the city's "living wage" ordinance. The social service agencies, which receive government subsidies to run their child care programs, claimed that they could not afford to pay this rate. This paper proposes a framework built on the simple Keynesian Cross but recommends a non-Keynesian fiscal monetary policy mix. A fiscal policy conditions index and a monetary conditions index are proposed, to be compared to the full employment compatible fiscal and monetary conditions. Fiscal policy should be inert throughout the different phases of the business cycle while monetary policy should adjust to the changing conditions in order to maintain full employment without overheating. The slightly different policy considerations for bigger and for smaller economies are discussed.

The colloquium was co-sponsored by the Federal Highway Administration, the U.S. Institute for Environmental Conflict Resolution, the American Association of State Highway and Transportation Officials and the Florida, Oregon, and California Departments of Transportation.

This was an exploratory study that examined the different managerial archetypes among city managers in cities that were at different stages of their development cycles. Past research has identified the archetypes of the neutral management expert, community facilitator/broker, public entrepreneur/community builder, politician, and caretaker/conserver. In addition, the various management skills as identified by Riccucci (1995) and Linn (1984) were analyzed. These include political skills, management and leadership skills, situational factors, experience in government, technical expertise, and strategy and personality.

The cities studied, all in Minnesota, included two growing communities, two mature communities, and two communities that were in decline. Cities …

Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.
