Almost every country in Southern Africa has a mine problem and most of these countries have a tradition of solving their own problems. Because the region is famous for its mine-resistant vehicles, this paper concentrates on innovative mechanical technologies—but it could just as easily have concentrated on PPE or testing facilities where Southern Africa also leads the way.

During the 13th century, Angola’s first known residents migrated from west Africa. In 1575, imperialism found its way to this nation through Portuguese colonizers. After World War II, Angola became an important coffee supplier, and the colonial population grew to over 80,000. Consequently, clashes began between the Portuguese and the original inhabitants. The Popular Movement for the Liberation of Angola (MPLA), the National Liberation Front of Angola (FNLA) and the Capitalist National Union for the Independence of Angola (UNITA) finally gained independence in 1975. A monarchy ruled Burundi from the 17th century until it was overthrown in 1966. After this overthrow, the First Republic went into effect, a tumultuous time marked by the 1972 genocide of the Hutu community. In 1976, the First Republic government was overthrown, leading to the Second Republic, headed by Jean Paptiste Bagaza. In 1987, Pierre Buyoya overthrew him and created the Third Republic. Despite Buyoya’s efforts to bring peace and unity to the country, violence similar to that of 1972 erupted in 1988 between the Hutu and the Tutsi. This paper examines whether a performance management system would help the amalgamated City of Ottawa achieve the advantages sought by amalgamation by using a Balanced Scorecard (BSC) to assess the potential benefits for the municipality. The findings reveal that by implementing a comprehensive performance management system, Ottawa would realize the full benefits and efficiencies of amalgamation.

Devolution Or Downloading: The Financial And Service Effects Of Local Services Realignment On Ontario Ambulance Services, John Prno

This paper examines the devolution of ambulance services in Ontario from provincial to municipal control to determine whether it has resulted in a more efficient, accountable, less costly, and simplified process. Data from a sample of municipalities in the province is analyzed in an attempt to determine differences in cost and service levels between municipalities that choose to contract ambulance services and those that decide to deliver ambulance services themselves. The findings reveal that although ambulance services in Ontario have been historically under-resourced and have experienced increased service levels, the cost of providing the service has almost doubled since devolution …

The purpose of this dissertation was to compare superintendents' perceptions of their reasons for implementing full day kindergarten in their schools based on twenty-seven literature based elements relative to corporation location, size, and socio-economic status. These twenty-seven elements of full day kindergarten were clustered into three independent categories: student learner benefit, social adjustment benefit, and school corporation community benefit. The population for this study was the 115 Indiana Public School Superintendents that implement full day kindergarten in their schools. Foster parents in nontraditional foster care programs receive more extensive, ongoing training and support than foster parents in traditional foster care programs. This study examined whether differences exist in the levels of perceived parenting stress, satisfaction, and efficacy among traditional and nontraditional foster parents. Twenty-four foster parents completed the Parenting Stress Index (PSI) and the Parenting Sense of Competence scale (PSOC). Nontraditional foster parents reported higher levels of overall parenting stress and lower levels of foster parent role satisfaction than did traditional foster parents. However, response profiles indicated that nontraditional foster parents had children with more emotional and behavioral problems …

Western welfare states have not all followed the same path in their social policy development. Still, certain similarities have been identified in the types and combinations of social insurance supported by specific groupings of these states. Titmuss (1974) described "three contrasting models or functions of social policy." Heclo (1985) argued "three broad groups of nations can be distinguished” with different models of social welfare policy. Esping-Andersen (1990) identified "three worlds of welfare capitalism," each with a unique social policy agenda and distinctive social insurance system. During the 1990s changes in the earnings test threshold and the delayed retirement credit had the potential to impact the labour supply of 65 to 69-year-olds. These changes in Social Security rules are used to examine whether labour supply behaviour of elderly men and women is 'myopic' or 'farsighted'. Men are found to be more farsighted than previously realized, perhaps due to increases in life expectancy.

In the following research study, a self-administered questionnaire was utilized to assess opinions regarding embryonic stem cell research based on three objectives: willingness to accept stem cells, educational background, and religion. A total of 1 13 fixed-alternative questionnaires were distributed to a diverse group of respondents. Nonprobability sampling using the accidental approach was performed. Support of stem cell research was dependent on Question 9, which asked what people thought about the cloning of human embryonic stem cells. The data revealed that most respondents from all groups surveyed opposed stem cell research. Neither education nor religion was a major determinant in …

This paper focuses on one category of the 'unofficially sacred'-namely, those secular spaces which are used for worship and, in particular, residential spaces which are turned into 'house churches'. Using the case study of a house church in Singapore, the paper examines issues about the politics of religion in urban landscapes in a secular and simultaneously multireligious state. Contrary and in addition to current wisdoms about the politics of religious space, it is argued that various politics are observed: a politics of inclusion; a politics of hybridisation and in-betweenness; a politics of appropriation and nationalisation; and a politics of impermanence …

While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. The matrix highlights the significant findings and key lessons that can be learned from this work.

There has been a significant amount of research that has indicated divergent

patterns of leisure participation among African Americans and European Americans;however, there has been a paucity of research that addresses the leisure patterns of interracial couples and families. Therefore, the purpose of this study was to investigate the leisure patterns of interracial couples and families, specifically African American and European American couples. A qualitative design was employed to gather in-depth interview data from six couples. The findings indicated that the interracial couples felt socially isolated in various aspects of daily life, including work, family, and leisure. The primary cause …
