Legal systems across the globe have attempted to accommodate to our new understandings of human behavior, evolving notions of fairness, and increasing recognitions by Western jurists that the law sits within, not apart from, the complexities of societies. This double issue is comprised of 12 articles on a variety of topics. The issue marks the beginning of the 20th year of Behavioral Sciences & the Law (BS&L). The journal began publication in 1983 with four themed issues, on ‘Malpractice,’ ‘Terrorism,’ ‘Post-traumatic stress disorders,’ and ‘Informed consent.’ Each of these topics is as relevant in 2002 as it was almost two decades ago. Over the 20 years, BS&L has primarily published special topic issues. Special topics have distinguished BS&L from other journals in the field. This Trends article discusses and evaluates public discourse surrounding the acceptability of militarily invading Iraq through a social psychological perspective. In social psychology, the research tradition for constructs such as free-riding and social loafing suggests that, wittingly or unwittingly, many political actors assume that the United States will act to address actual political threats in a certain way, and that they (the other political actors) can adopt contrarian ideological stances because they don’t have to address those same threats.

This study reports information about the recent technology audit of 30 of the 35 municipalities in Onondaga County. Data collection time was designated from Sept. 15 to Oct. 15, 2002. Several extensions were made with the final data accepted on Oct. 23, 2002. Researchers used an instrument designed to gather information about number of computers accessible to staff, type of hardware and software used, funding allocated for computer training, number of printers available, access to the Internet, employee satisfaction with current technology and future technology needs. The Rhino is a tracked tilling vehicle custom designed and built from the ground up. The working tiller consists of two horizontal drums, stacked one overtop of the other. The drums are studded with commercially available, asphalt shredding chisels. The lower drum counter rotates against the direction of vehicle travel, excavating soil and objects from burial depths of 25 – 35 centimeters. The excavated soil and constituent objects are carried up the face of the lower, digging drum and into the 1 to 5 centimeter gap between the lower and upper drums. The past year has been one of repeated shocks to government and the larger society. Terrorist attacks in New York City and Washington, D. C, the burst of the dot.com bubble in the stock market, a wave of corporate scandals, and a slowdown in the economy posed severe problems for officials of all governments in the federal system. The combined effects of the war on terrorism and the economic turmoil forced federal policymakers to create new agencies and to enact new policies. This article compares the diffusion of the Internet in China and India. Using a six–dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India.

We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in the late 1980s, a strong government commitment to the Internet, complementary human and capital resources, etc. The two nations have very different governments and policies, leading to differing approaches …

Passenger vehicle occupant restraints are regarded as the easiest and the most effective way of reducing the number of highway fatalities. Strong vehicle occupant protection enforcement laws are regarded as the most effective way to increase seat belt use. The increase in restraint use in the United States and other countries has been largely attributed to mandatory seat belt use legislation. Many fatalities and injuries in motor vehicle crashes could be avoided if more passengers used their seat belts. Studies have shown that primary laws have been more effective in seat belt use compliance than secondary laws. Also, legislation has …
