This paper explores Title IX policy implementation in intercollegiate athletics and the charge that, in the implementation of the policy, the goal of offering equal access to both men and women in athletic programs has not been fully met. The paper is presented in three parts. The first summarizes the history of Title IX policy development from the passage of the Education Amendments of 1972 to the Office of Civil Rights' Intercollegiate Athletics Policy Interpretation and Title IX Investigators' Manual which serve as current policy. The second is a "case study" of the University of Tennessee at Chattanooga that explores …

Starting in June 1991, the Indian government introduced a number of liberalising measures, including significant tariff reduction, abolition of all quantitative restrictions on non-consumer goods, unification of the exchange rates, and adoption of a liberal set of rules for FDI, and introduction of current account convertibility. While the industrial reforms seek to bring about a greater competitive domestic environment, the trade reforms seek to improve international competitiveness. The private sector is allowed in many industries that were earlier exclusively reserved for the public sector. Five years later, U.S. demining-related programs were underway in Afghanistan and seven other countries. It is generally assumed, plausibly, that their origin is the Middle East region, and that the attacks probably trace back to the Osama Bin Laden network, a widespread and complex organization, doubtless inspired by Bin Laden but not necessarily acting under his control. Recent international developments have introduced the possibility of war waged on behalf of people unable to defend themselves, and when the attacking parties’ interests appear not to be at stake. Are purely military forms of “humanitarian intervention” sometimes morally required? Can such military missions be reconciled with the widely held belief in the moral distinction between killing and letting die? In exploring these questions, the two dominant paradigms in writing about war are considered: just war theory and utilitarianism.
