In 1997, in the small rural community of San Benito in the Lower Rio Grande Valley, at the southern tip of Texas, graffiti vandalism was the target of a community-police partnership. Supported in part by the Community-Oriented Policing Services (COPS) Offices, U.S. Department of Justice, the San Benito Police Department took action against graffiti and in doing so elicited the community's participation.

This thesis provides a brief overview of American policing with emphasis on an innovative and strategic management concept known as community-oriented policing and on problem-solving approaches. These efforts were undertaken by individual officers and community organizers to address …

China's economic reform is now at a critical stage ofrestructuring the financial sector and state-owned enterprises (SOEs). Although reforms have accomplished much over the past two decades, many problems still exist in these two sectors. Chinese banks and enterprises influence and interweave with each other. The banks can't operate fully as commercial banks until the principal borrowers are fully reformed. SOEs cannot become profitable unless the banking system is commercialized and stops making policy loans to the money-losing enterprises. This paper suggests a two-level game analysis of Israel’s strategy toward peace during the 1990s. The paper shows how various paradoxes in Israeli society create domestic obstacles and internal opposition that weaken Israel’s bargaining position toward neighboring countries. Treating domestic parameters in these countries as a given, we argue that Israeli leaders can hardly use this weakness to manipulate information in the bargaining process, because neighboring countries can observe Israel’s internal processes. Therefore, attempts by Israeli leaders to create the impression that they are willing to adopt a conflictual approach towards neighboring polities, especially the Palestinians, without actually creating the …

This is an external evaluation of Handicap International Belgium's Mine Awareness Programs in Afghanistan. The HI community based mine awareness programs were started in Southern Afghanistan in 1996 in order to establish sustainable and appropriate mine awareness to rural communities at high risk to mines and UXO. This report, commissioned by HI Belgium, presents the conclusions of the evaluation, which consisted of direct observation of all aspects of the program and numerous interviews by the consultant of key staff within and outside HI.

Sales taxes have been a much-depended on source of revenue for local governments since the early part of the 1900’s. Southern Nevada local governments rely relatively heavily on sales and use taxes for a source of income. In 1998, the United States Congress passed an Act that imposed a moratorium on Internet sales tax collection until October 2001. With the explosive growth in Internet sales, the issue of the failed collection of an Internet sales tax has come to the forefront of local government finance discussions.

This research paper outlines methods for American Indians’ and military land managers’ collaborative work of accomplishing resource stewardship aimed at achieving both the Indians’ “One Earth” and military “Mission Preparedness” postures. The research goal is to benefit military facility managers’ by providing tools to establish interaction programs with Indian Tribes and organizations. The paper provides a process framework, gleaned from on-going programs, directives, and policies identified by reviewing books, journals, and reports.
