Galliformes Specialist Group and Affiliated Societies: Reports and Other Materials

Cracids (curassows, guans and chachalacas) are the most threatened family of Neotropical birds, occurring in south Texas, Trinidad and Tobago, and all Latin American mainland countries except Chile. They are a primitive, ancestral family of gamebirds (Galliformes) that play an important role in the regeneration of tropical forests through seed dispersal and predation, yet half of all species are threatened by habitat destruction and hunting. The three most critically endangered species are the horned guan, Alagoas curassow, and Trinidad piping-guan, while the four most critically endangered subspecies are three subspecies of the helmeted curassow and the northeastern bare-faced curassow.

Oregon s weight-mile tax was amended in 1990 to provide for a lower tax rate for trucks weighing more than 80,000 pounds if they added axles. The additional axles within a weight class reduce the amount of road damage. The tax break was largely based on equity considerations, since trucks within a weight class tend to do less road damage if they have more axles; however, the tax reductions also created an economic incentive to add axles and thus reduce road damage. Although women play crucial parts in disaster preparedness, mitigation, and recovery, their roles in disasters are often overlooked or ignored. However, history shows that when disasters strike, women sometimes form spontaneous associations to assist relief and recovery efforts. At other times, women's organizations direct their resources for disaster relief and recovery. Wolf (Canis lupus) depredations on livestock cause considerable conflict and expense in Minnesota. Furthermore, claims are made that such depredations are fostered by the type of animal husbandry practiced. Thus, we tried to detect factors that might predispose farms in Minnesota to wolf depredations. We compared results of interviews with 41 cattle farmers experiencing chronic cattle losses to wolves (chronic farms) with results from 41 nearby "matched" farms with no wolf losses to determine farm characteristics or husbandry practices that differed and that therefore might have affected wolf depredations. This Action Plan covers the megapodes, a group of Australasian ground-dwelling birds comprising 22 species found from the Nicobar Islands in the west, through Indonesia, the Philippines, and Australia, to Polynesia in the east. Their habit of nesting on or near beaches, often on small islands, makes them vulnerable to disturbance and egg collecting, and several species are greatly threatened. In 1995, the first Action Plan for the conservation of these species was published and this document provides an update on the current situation. The issue regarding relationships between the status of women, economic health for all people, and social justice is a challenge in every society today. Until fairly recently, poverty and under development were assumed to put all members of affected households - men, women, and children - at an equal disadvantage. "Households" were regarded as static entities where labor and resources are pooled and equally shared. The implicit conclusion was that changes thought of as beneficial for development would be neutral in their effects on the different members of the households. The dispute between Hollander and Peart, and Hirsch, turns on the nature and role of verification in Mill’s perception of the appropriate method for Political Economy. Professor Hirsch maintains against us that, for Mill, the models constructed by political economists are insulated from verification. His case is based on two counterclaims. First, that when Mill writes of “verification” in Book III of the Logic, he has in mind a procedure differing from that appropriate for Political Economy, which allows only “indirect verification” (outlined in Book VI). Hirsch finds that Hollander and Peart confuse the two. Secondly, since the contexts …

Normative scholarship about regulation has been dominated by two types of theories, which I term "Neoclassical" and "Proceduralist." A Neoclassical theory has the following features: it adopts a simple preference-based view of well-being, and it counts Kaldor-Hicks efficiency as one of the basic normative criteria relevant to the evaluation of regulatory programs. A Proceduralist theory is concerned, not solely with the quality of regulatory outcomes, but also with the governmental procedures that produce these outcomes: it gives intrinsic significance to the procedures that regulatory bodies follow. An "expressive theory of law" is, very roughly, a theory that evaluates the actions of legal officials in light of what those actions mean, symbolize, or express. Expressive theories have long played a role in legal scholarship and, recently, have become quite prominent. Elizabeth Anderson, Robert Cooter, Dan Kahan, Larry Lessig, and Richard Pildes, among others, have all recently defended expressive theories (or at least theories that might be characterized as expressive). Expressive notions also play a part in judicial doctrine, particularly in the areas of the Establishment Clause and the Equal Protection Clause.

Cost-benefit analysis is routinely used by government agencies in order to evaluate projects, but it remains controversial among academics. This paper argues that cost-benefit analysis is best understood as a welfarist decision procedure and that use of cost-benefit analysis is more likely to maximize overall well-being than is use of alternative decision-procedures. The paper focuses on the problem of distorted preference. A person's preferences are distorted when his or her satisfaction does not enhance that person's well-being. Preferences typically thought to be distorted in this sense include disinterested preferences, uninformed preferences, adaptive preferences, and objectively bad preferences; further, preferences may …
