Representatives of gay and lesbian think tanks and research directors of key organizations met on November 13th at the 12th annual National Gay and Lesbian Task Force (NGLTF) Creating Change Conference to initiate a network of GLBT researchers working on policy issues affecting GLBT people. The new GLBT Research Network will coordinate the work of the major academic and activist think tanks and the research departments of GLBT organizations and allied groups.

Crop-Raiding Elephants And Conservation Implications At Way Kambas National Park, Sumatra, Indonesia, Philip J. Nyhus, Sumianto, Ronald Tilson

Crop raiding by wild elephants is one of the most significant sources of park–people conflict in Sumatra, Indonesia. The distribution, impact and conservation implications of elephant crop-raiding in 13 villages that border Way Kambas National Park in southern Sumatra were studied for 18 months. The data are based on rapid village and field assessments, data logs maintained by village observers and a quantitative household survey. Elephants raided crops year-round at a mean rate of 0.53 elephants per day for the entire study area. The southern Ohio and northern Kentucky area is a region characterized by an economy in transition from the manufacturing sector to the service and retail sectors (Scioto County Government, 1998-00), which is causing various pressures on the workforce there. For example, the unemployment rate of Scioto County, Ohio, a centrally-located county in the region, was 9.7% in 1996, or almost twice the unemployment rate for the state of Ohio (Scioto County Government, 1998-00). Despite the fact that manufacturers in the area reported no difficulty in obtaining a satisfactory quantity of non-experienced assembly-line workers (ERISS Corporation, 2000), five local manufacturers were …

The increased use of childcare in the United States has drawn attention to the choices parents make pertaining to childcare. Professionals in the field of early childhood education have begun to question the methods parents use for choosing childcare. Questions arise about the ability of parents to detect quality in early childhood education settings. Ninety-eight parents in an urban area of Southern West Virginia were included in a sample that explored parents’ agreement with quality criteria defined by professionals in the field of early childhood education. Geography

Apprentice programs offer a method to encourage responsible individual behavior by laying the foundation for successful collective property rights. Apprenticeship has three purposes: to restrict the rate of entry, to affect the quality of the participant, and to create the conditions for collective action for sustainability. Apprenticeship could be an important fishery management tool, particularly in decentralized, adaptive management regimes that require ongoing, multi-party negotiation for success. It is not vocational training; instead it serves a public purpose: to create the conditions for stewardship and participation in management. In June, 1999, the Nebraska Department of Health and Human Services (NHHSS) and the United Way of the Midlands requested that the University of Nebraska Public Policy Center coordinate a feasibility study of a statewide Information and Referral (I&R) system for health and human services. Because several I&R systems around the country make use of the 2-1-1 three digit number for I&R information, and there are a number of states investigating reserving 211 for statewide I&R services, this report uses the 211 nomenclature although there has been no state Public Service Commission designation of 211 for this purpose in Nebraska. …

Francis Lieber, who later held the first formal political science chair in America (Columbia, 1858), contrasted the English and French contributions to civil liberty in an article he published in 1849, the year following the European revolutions of 1848. Four years later, Lieber extended his analysis and added a major section on American liberty in Of Civil Liberty and Self-Government (1853). More than a century afterwards, Friedrich A. Hayek, who won the Nobel Prize for Economics in 1973, drew on Lieber's comparison of Anglican and Gallican Liberty in his treatise on political philosophy, The Constitution of Liberty (1960).

Leadership In Wolf, Canis Lupus, Packs, L. David Mech

I examine leadership in Wolf (Callis lupus) packs based on published observations and data gathered during summers from 1986 to 1998 studying a free-ranging pack of Wolves on Ellesmere Island that were habituated to my presence. The breeding male tended to initiate activities associated with foraging and travel, and the breeding female to initiate, and predominate in, pup care and protection. However, there was considerable overlap and interaction during these activities such that leadership could be considered a joint function. In packs with multiple breeders, quantitative information about leadership is needed.

Do Wolves Affect White-Tailed Buck Harvest In Northeastern Minnesota?, L. David Mech, Michael E. Nelson

We used simple linear regression to analyze 8-23 years of data on a wolf (Canis lupus) population and human harvest of white-tailed deer (Odocoileus virginianus) bucks in northeastern Minnesota to determine any effects of wolves on buck harvesting. Over the long term, wolves accounted for at least 14-22% inter-year variation in buck harvest in the region, but an unknown amount of variation in hunter effort have obscured any more precise estimate. For part of the area with poorest habitat, we found strong relationships (r² = 0.66-0.84) between annual wolf numbers and buck harvests from 1988 …

This Action Plan covers the partridges, quails, francolins, snowcocks, guineafowl, and turkeys, a group of nearly 150 ground-dwelling gamebirds found in every continent apart from Antarctica. They live in a wide variety of habitats from tropical forests, high-altitude alpine zones, temperate forests, and open country of various kinds, to desert environments. Although they are very widespread, little is known about the species occurring outside Europe and North America. The landmine threat to innocent civilians around the world is personally tragic, but it also represents a massive challenge to the development and infrastructure of nations at risk. Landmines have recently been used to target civilian populations and refugees, creating crisis situations regarding agriculture, indirect health consequences, and developmental choices.

Mine action is a series of activities which, taken together, attempt to ameliorate the effects of landmines. The collapse of the Soviet Union gave the unexpected gift of independence in 1991 to five new states in Central Asia-Uzbekistan, Kazakhstan, Kyrgyz Republic, Tajikistan, and Turkmenistan. In common with other post-socialist countries, these states are currently going through a transition period characterized by serious and worsening social and economic problems. The 55 million people who live in the region are facing problems of overpopulation, a chronic decline in living standards, and ecological crisis.
