Mine action is a series of activities which, taken together, attempt to ameliorate the effects of landmines. Mine action components include landmine clearance, mine awareness, and victim assistance and support activities. These diverse, and sometimes unrelated, operations are undertaken by numerous organizations, which are not typically under the control of any one organization. This report was the result of an evaluation of the collaboration between USAID and the Peace Corps in implementing DCOF-funded activities. The evaluation primarily explored the impact the partnership has had on intended beneficiaries, but also examined each agency’s assessments of this joint effort and the vitality of their partnership. The evaluation, the first conducted on the Participating Agency Service Agreement (PASA) which frames USAID/Peace Corps at-risk youth programming, was undertaken by an independent consultant with considerable awareness of the fund and its purposes.

In 1985, the Friend-in-Need Society (FINS) pioneered its Jaipur Foot Program to fill a need scarcely affected by government hospitals. Since 1991, USAID, through the Global Bureau’s Leahy War Victims Fund (LWVF), has partnered with FINS to extend services to more than 6,000 amputees. Several small private organizations address the physical mobility needs of civilian amputees and other persons with physical disabilities, but the number of prosthetic devices they contribute is quite small compared to the number contributed by FINS, and the cost of their services is beyond the means of the average Sri Lankan. The Leahy War Victims Fund has now provided over $60 million in more than 16 countries. As the fund evolves, its agenda becomes more challenging. Its plans include inclusion of people with disabilities in planning and implementing programs; improved training; expanded community-based rehabilitation; development and production of appropriate wheelchairs; and increased coordination with other donors.

Each year, through the efforts of its collaborating partners and the dedicated and professional commitment of their local and international staff, the Leahy War Victims Fund is providing assistance to thousands of war victims, their families, and other people living with disabilities.

This Issue Brief, prepared for the Substance Abuse and Mental Health Services Administration, examines the evolution of this framework for analyzing health claims emanating from the conduct of ERISA-covered managed care arrangements and considers its implications for the provision of treatment for mental illness and addiction disorders. Both studies and anecdotal evidence suggest that managed care companies impose particularly rigorous controls over treatment for mental illness and addiction disorders. It is therefore perhaps not surprising that legal challenges to treatment decisions frequently involve individuals with these conditions. Faculty survey. Two-hundred seven faculty teaching academic courses and 30 administrators in two colleges in a mid-west university were surveyed to study the type of education, assistance, and support faculty feel they need to develop educational materials for distance delivery. One-fourth of these teaching faculty had taught via distance and another two-fifths (40%) expect to teach via distance within three to five years.

Findings. Overall faculty feel it is very important to obtain further education about, assistance with, or support for (a) developing interaction, (b) developing instructional materials, and (c) applying selected technologies. They also feel it is very important …

The purpose of this study is to investigate the opinions, attitudes, and experiences of active-duty homosexual/bisexual military servicemembers. Very little research currently exists on this topic because the sample population remains hidden among the ranks of their heterosexual counterparts for fear of discrimination, harassment, and physical violence. Using a snowball sampling technique, survey analysis was conducted to analyze the relationship among homosexual/bisexual military servicemembers and assess their experiences. Most homosexual men and women serve effectively in the military and are proud of their military performance. Although many homosexuals join the military to suppress their desires, the majority (70%) felt that …

Federal agencies have begun to devote greater attention to detecting welfare fraud. This dissertation reviews three proposed alternatives to the current Paper- Based system for preventing welfare fraud, namely, the Paper-Based system with Fingerprint Imaging, Electronic Benefits Transfer (EBT), and EBT with Fingerprint Imaging. It also examines the policy implications likely to result from implementation of these various systems.

Practitioners were randomly selected from agency directories and mailed a survey. Information was sought on their socioeconomic background, professional affiliations, and opinions on several welfare fraud detection systems.

The economic, social and cultural effect of tribal gaming on a Michigan Indian tribe is the focus of this study. Twelve individuals, identified as knowledgeable informants, were interviewed on how the tribal community has been impacted by the successful gaming operations and whether the nature of the gaming enterprises was an important factor.

During the interview process, the members of the community defined the changes in their lives resulting from the large amount of income that was benefiting this previously impoverished community. To provide quality logistics services, it is essential for third-party logistics (3PL) firms to develop an effective human resource program that ensures successful development and retention of qualified managers. By reporting the results of a survey of current U.S. 3PL firm development and retention practices and experiences regarding junior managers, this article provides a benchmark for 3PL firm managers who seek to improve management development and retention programs. Efforts to improve human resource programs should focus on improving orientation programs, mentoring, job enrichment, formal career planning, job relocation assignments, educational support, training and compensation.

This study uses the Internet and a two phase methodology to help gain insight into the current state of America’s logistics programs. Phase I examines logistics program structure while phase II employs a modified, electronic version of the Delphi technique to help examine global logistics education practices. The results of the research indicate that, while key differences exist in America’s logistics programs, academicians of the discipline largely agree on the relative importance of key functional areas of the discipline. The growth of e-business is providing businesses and entrepreneurs the opportunity to develop niches targeting one of the largest groups of Internet users: university students. Unfortunately, one of these niches is online term paper mills, where students can purchase university quality term papers and then submit them in class as their own work. The purpose of this paper is (1) to identify what online term paper services are available; (2) to determine how many logistics term papers are offered by these services; and, (3) to suggest strategies that can be used by logistics faculty to suppress use of these materials.

The Usage Of Mobile Communication Systems In The Trucking Industry, R Stephen Parker, John L. Kent, Karl B. Manrodt

This article reports the findings of a mobile communications survey mailed out to over 2,000 trucking firms. The findings indicate that 68% of respondents use some form of mobile communication system in their firm. Various types of mobile communication systems were reported, including two-way pagers, one-way pagers, cell phones, two-way radio, and satellite communications. Additionally, implementation decision factors for mobile communication systems were evaluated for both users and non-users of mobile communication systems.

This report describes the Massachusetts Assistive Equipment Demonstration, a collaborative project funded by the Robert Wood Johnson’s Home Care Research Initiative and carried out collaboratively by the Gerontology Institute at the University of Massachusetts Boston and the Executive Office of Elder Affairs (EOEA). The purpose of the demonstration was to systematically encourage the use of low-cost assistive equipment among elderly clients through existing case management resources, thereby extending the effectiveness of the Massachusetts home care program by supplementing formal services with expanded use of assistive equipment.

For many years, managers have chosen to ignore the risks associated with acts of terrorism that can potentially and catastrophically affect the global supply chain. As producers and suppliers become more tightly tied through long term relationships, common communications and information technology, events affecting one member of the supply chain can have a profound impact on the ability of the rest of the network to operate.
