Analysis Of Induced Travel In The 1995 Npts, James G. Strathman, Kenneth Dueker, Thomas W. Sanchez, Jihong Zhang, Ann-Elizabeth Riis

In this paper we estimate the relationship between road capacity and vehicle miles of travel (VMT) from a sample of 12,000 respondents from 48 urban areas in the 1995 Nationwide Personal Transportation Survey (NPTS). Our approach seeks to account for the effects of residential location, employment location, and commute mode choice in estimating the effect of capacity on VMT. VMT is found to be directly related to road capacity, as well as indirectly related through the influence of road capacity on residential and work place densities.

[Excerpt] "In the United States, as in other countries, public participation in environmental policy decisions has come a long way. In its infancy, it was limited to public hearings concerning decisions that were, for all practical purposes, "done deals." Overturning public agency decisions could be accomplished only through expensive, often protracted, usually futile court cases, and then only if the issue was justiciable and the plaintiff had the funds and standing to sue. Incentives And Corruption In Chinese Economic Reform, Chengze, Simon Fan, Herschel I. Grossman

This paper argues that, given the legacy of Chinese communism and its political structure, corruption, together with the threat of punishment for corruption and the selective enforcement of this threat, serves as a method of compensation that both satisfies the political objectives of the Communist Party and provides an effective inducement to local officials to promote economic reform.

This paper tests the proposition that W.I.C. is satisfactorily meeting the educational, prenatal care and management needs of the W.I.C. clientele. Specifically, the difference of satisfaction between women who have all their children in the program and women who do not have all their children in the program will be determined. The women with more than one child in the program may have more experience with the program and as a result, rate it higher. From a political perspective, the findings of this study are important to the government and taxpayers that are concerned with how well W.I.C. actually serves …

Work And Economic Outcomes After Welfare, Thomas P. Vartanian, Justine M. Mcnamara

The Journal of Sociology & Social Welfare

Using data from the 1969 to 1993 Panel Study of Income Dynamics, this article examines a number of models to determine the characteristics of AFDC recipients who fare well economically after they initially leave the welfare system. The study includes analyses of income levels, time spent employed and not employed, and time spent below the poverty line. Hypotheses regarding state welfare payments, area economic conditions, human capital and time spent receiving welfare are examined. The findings indicate that area employment conditions and the ability to quickly find work greatly affect the likelihood of faring well economically after welfare. We found …
