Mozambique, a nation fraught with the aftermath of civil war and, more recently, torrential downpours devastating the countryside, has attained sufficient stability to attempt the mammoth task of reconstructing its social and economic foundation. After suffering through 16-20 years of civil war, which eventually subsided in 1992, Mozambique's demining efforts were progressing when the nation was struck by Cyclone Eline in late February 2000 and Cyclone Hudah in mid-April 2000, complicating the demining mission. Biting insects, inaccessible terrain, impenetrable bamboo thickets and thorn bushes. Mine clearance in Cambodia is a hot, sweaty business at the best of times. Because tripwires hidden in the undergrowth could trigger explosions, the vegetation has to be cleared by hand before mine detection can start. It is a tedious matter and can occupy two-thirds of a mine clearer's working day.

Since their first use during the U.S. Civil War (Croll 1998), blast landmines have played a role in almost every armed conflict from the World Wars to the most recent limited skirmishes. Landmines are the epitome of the consummate soldier: always ready, never tiring. Mines are simple devices that can be fabricated with little effort and from readily available materials. In Sri Lanka, numerous news releases covering the conflict mention a "Johnny mine" (Botsford 1997), which is a local term for an improvised explosive device. Although hostilities may cease, landmines continue to maim and kill 500 victims a week, the equivalent of 26,000 additional disabled persons each year. There are at least 250,000 landmine-disabled people in the world, and the number continues to grow.

MCI staff, though newly on board, includes well-qualified technical and aid personnel with experience in humanitarian responses to the landmine issue.

Updating and maintaining Geographic Information Systems-Transportation data (GIS-T data) is proving difficult. Different database formats needed to support diverse applications leads to inconsistencies and inaccuracies, and duplication in updating. Dueker and Butler (1998) have proposed an Enterprise GIS-T data model that unbundles the various components of transportation data (network links, cartography, and attributes) to facilitate generating application-specific networks, and which eases updating and maintenance. The rising prevalence of obesity in the United States has focused attention on the health consequences of excess weight. Obesity is linked to many of the major causes of death in the United States, including heart disease, some types of cancer, strokes, diabetes, and atherosclerosis. However, the effects of body size on mortality and health among the elderly are much less clear. This paper extends our current understanding of the relationship between body size and mortality by using two nationally representative, longitudinal datasets of individuals at older ages. Barriers to participation in welfare-to-work programs are generally described in terms of human and social capital. Findings from case examination of four Philadelphia-areaw elfare-to-work programs under TANF suggest that theory about policy implementation is more applicable. Faulty policy logic, organizational and personnel incompetence, and inadequate coordination between and within funding, referral, program, and employer organizations regularly resulted in delayed program start-ups and strained program operations. Generally invisible and absent from research attention, these implementation delays and strains impeded program staff efforts and harmed TANF recipients. States' 24-month time limit policies are a critical target for advocacy efforts.

This paper develops a framework and principles for sharing of transportation data. The framework is intended to clarify roles among participants, data producers, data integrators, and data users. The principles are intended to provide guidance for the participants. Both the framework and the principles are based on an enterprise GIS-T data model that defines relations among transportation data elements.
