The continuing oppression and violation of human rights in Mexico is predicated on the abuse of executive power, suppression of the powers of the Comision Nacional de Derechos Humanos (the National Commission for the Protection of Human Rights), and the usurpation of the authority of the judiciary. This thesis conducts a comparative analysis of the protection of human rights under the Constitution of the United States, the German Basic Law, and the Constitution of Mexico. Master of Urban and Regional Planning Workshop Projects

This project will analyze the current workforce development programs and services provided by Community Based Organizations (CBBs), Community Development Corporations (CDCs), community colleges, and the Workforce Development Board (formerly TPIC) in Multnomah and Washington counties. Documentation of the gaps and/or redundancies in the provision of workforce development will be provided to the Workforce Development Network (WDN) based upon service provider interviews and research on national models in workforce development. This documentation will be provided in three forms: as a database; as a resource directory; and as an analysis of the gaps in the current system.

Performance standards have been at the center of recent debates on educational reform. Many states have implemented new performance standards, often based on student test scores, and a district's state aid is sometimes linked to its success in meeting the standards. This focus on performance is designed primarily to promote better student achievement by holding schools accountable. However, a school's performance is influence not only by the actions of its administrators and teachers but also by factors outside its control, such as the nature of its student body. Through the lens of an innovative community-university partnership in the Greater Boston region, the authors analyze how welfare reform organizing overtook a resident-driven empowerment project. Since a major goal of the Chelsea/Dudley Partnership in MA is to support residents in exerting greater power over the practices and policies of community agencies, projects have been initiated in the city of Chelsea and the Dudley neighborhood of Boston to organize, and to strengthen, low income women by training them as welfare advocates. The 1994 International Conference on Population and Development in Cairo was a watershed moment in the definition of population policies. The meeting put an end to the unproductive debate on which is more instrumental in achieving voluntary fertility decline: providing family planning (FP) services or improving social and economic development. The answer was that both are essential. The Cairo meeting also defined the most desirable services and the kind of development that was most empowering, particularly with respect to achieving reproductive choice. Although almost 50 years of research has shown that grade-level retention affords no academic advantages to students, this practice is gaining increasing attention as schools face political pressure to be accountable for student achievement. The negative effect that retention has on children is ignored in favor of an overly simplistic view of it as a panacea for education woes. In an attempt to better meet student needs, educators historically have seen retention as a way to reduce skill variance in the classroom. However, this practice has not achieved its objective. An at-risk population is cognitively and affectively harmed by retention. …

Geographic information systems (GIS) are being increasingly deployed by transportation agencies to help them display, review, and utilize data. The primary items of interest are transportation facilities and services, which may take the form of highways, airports, bus routes, and seaports, among others. Using GIS software, transportation facilities are represented as geometric shapes; i.e., points, lines, and areas. However, it is increasingly apparent to GIS users in the field of transportation that a geometry-based approach is not sufficient.

The purpose of the Omaha Conditions Survey is to produce and disseminate quality information about issues of importance to the community. The 1998 survey focused on measuring detailed characteristics of the local labor force. This information is intended to help members of the community address issues related to labor availability and employment needs.

In 1994. the Tennessee General Assembly mandated a new early voting system that allowed voters to cast a ballot in a two-week period prior to any election. Unlike absentee balloting, which requires registrants to justify why they cannot participate on election day, early voting is available to any registered voter who chooses to do so.

By enacting early voting in Tennessee, the state legislature hoped to achieve increased turnout and easier access for citizens unable to vote at a regular polling site on election day. The purpose of this chapter is to ascertain whether the program was able to increase …

In this chapter, we examine the party identifications and ideological orientations of Tennesseans from 1989 through 1996, as revealed through survey research. We also look at Tennesseans' positions on several issues of public policy that have been salient in state politics during this period. Our intent is to isolate any trends in the partisan and ideological character of the state while examining citizens' positions on key issues.

In July, 1998, the Great Lakes Environmental Finance Center (GLEFC) conducted a consulting workshop in Peoria, Illinois. The purpose of the workshop was to assist the City of Peoria in its efforts to develop actions leading to the successful redevelopment of the Darst Street site. Particular emphasis was placed on strategies pertinent to properties with a history of environmental contamination, often characterized as brownfields. In the case of Darst Street, where the level of environmental concern was not fully known, remediation funding strategies were not addressed. During the 1960s and 1970s, the individual rights revolution that swept through American society remade much of the nation's health law in its image. Sick people acquired the right to be told of the risks and benefits of proposed treatments and then to give thumbs-up or thumbs-down to their doctors' decisions. Successful suits for medical negligence went from rare to commonplace. Elderly and poor Americans achieved statutory rights of access to publicly funded healthcare, and courts burnished these rights with myriad procedural protections.
