Terrorist Laser Employment Against Civil Aviation: Issues, Concerns, And Potential Incidents, Robert J. Bunker

This article explores civil aviation vulnerability to terrorist laser (light amplification by stimulated emission of radiation) employment by focusing on the laser as a weapon against aircraft, laser classes and accessibility, past patterns of laser illumination and lasing of aircraft, recent lasing of aircraft in the Los Angeles area, and future possibilities. Most importantly, this article provides transit policing professionals with an "early warning" concerning a new threat to civil aviation which may have now developed.

To understand the forces shaping current Tennessee politics, we discuss two fundamental concepts of Tennessee's electoral system: voting turnout and partisanship. These two concepts are easily illustrated by two questions. First, how many people participate in elections in the state? Second, whom do Tennesseans elect to represent them? While we use a historical perspective to inform the analysis, we are generally more interested in the forces shaping politics in Tennessee today.

As NLW significance becomes more recognized for the operational advantages they provide in the Western urban and "failed-state" settings, more books are appearing. Malcolm Dando's book A New Form of Warfare: The Rise of Nonlethal Weapons and Nick Lewer and Steven Schofield's book Nonlethal Weapons: A Fatal Attraction? This paper provides a vision of how accommodating such high growth may affect one rural residential area of the county, La Pine North. It will first draw a profile of La Pine North as it exists currently. Then, two possible futures for that space and its residents will be depicted. Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. In 1996, historic legislation redirected and changed our national system of welfare, a structure that had been in place for over 60 years. Despite minor tinkering in various years since the 1960s, the distribution of welfare in this country for the most part has fallen under the same guidelines since its creation. However, the recent changes, at both the national and state levels, will have a profound impact on the lives of the most disadvantaged Americans. In this thesis, I will explain the 1996 national and state welfare reform laws and how they fail to provide the necessary solutions for …

The first woman to join the Indian Police Service, Kiran Bedi has always made headlines, whether as Deputy Director, Narcotics Control Board or Inspector General, Prisons. The Police Medal for Gallantry which was awarded to her in 1979 and more recently, the Magsaysay Award for Government Service in 1994, seem to represent two ends of a spectrum but to her they are "a cumulative upsurge of goodwill through redressal". The Community Counseling Aides (CCA) project operating with support from the National AIDS Control Programme (NACP) in Uganda, is a government initiative being carried out in collaboration with local communities. As the Ministry of Health seeks to develop local capacity to support and operate these efforts at the community level, it has identified the need to improve the skills of local project staff so that they may begin to assume the responsibility for monitoring and evaluating their own program performance. Consistent Estimation Of Faculty Rank Effects In Academic Salary Models, James G. Strathman

Faculty rank is often included as an explanatory variable in academic salary models. Because there is reason to believe that this results in specification bias, rank effects should be estimated endogenously in salary models. A salary model in which faculty rank is endogenous is estimated in this paper and the results are compared with those obtained from a conventionally specified alternative.
