In this article, Professor Daniel Joyner analyzes the legal arguments on both sides of the Iran nuclear issue. The article address what the sides regard as the relevant sources of international nuclear law, and their respective interpretations of these sources law. Professor Joyner argues that Iran’s case illustrates warped and incorrect legal interpretations of the Nuclear Nonproliferation Treaty and other sources of law, and a prejudicial and inconsistent application of the law by the West and by the International Atomic Energy Agency. The NPT is regarded as the cornerstone of nuclear arms control. It is the sole, widely agreed commitment in international law, to a world free of nuclear weapons. This fact and its operational mechanisms, establish NPT as a pillar of global governance. Any breakout from it, such as the development of nuclear weapons by Iran, a non-nuclear weapons state party to NPT, would jeopardize the future of the treaty and deeply harm the structure of contemporary global governance. How the U.S.-Iranian competition for influence in the Middle East plays out will have profound consequences not just for the Middle East, but also for the legal frameworks, rules-based regimes, and mechanisms of global governance that shape international order in the 21st century. This is particularly true with regard to U.S.-Iranian disagreements over the Islamic Republic’s nuclear activities. Strategic competition between America and Iran and its implications for international order play out against a backdrop of the progressive diminution of U.S. leadership in world affairs. Despite the ongoing conflict and the general neglect by the media, power brokers, and the public, grassroots organizations in the Middle East persist in their dedication to “people to people” diplomacy between Israelis and Palestinians. The Parents Circle-Families Forum is a bi-national NGO committed to peacebuilding and reconciliation between Jewish Israelis and Palestinians from East Jerusalem and the West Bank. Its most distinctive features are its membership, composed of 300 families from each side who have lost a close relative to the conflict, and its use of storytelling to connect the two sides. The literature on negotiations and bargaining has been dominated by academics in business and public administration. Given the interests and orientation of the academic disciplines, it is not surprising that the academic studies predominantly have examined the processes and dynamics at the level of collective bargaining and to a lesser extent organization leadership and management. Dispute resolution has a distinctly intra–organizational character. Japan’s commitments to the UN-authorized peace operations in East Timor were the largest contribution the country has made in the history of its international peace operations. Notably, Japan’s participation in the peacebuilding operations in East Timor was based on “human security” as one of the pillars of its diplomatic policy. Moreover, Japan’s participation in the peace operations in East Timor was a touchstone issue for its human security policy. Yet, one simple but important question arises. This study examines fourteen conversations from observations conducted on bullying among 8th graders in 2002, in a Middle School in Virginia in the United States of America to: (1) identify power disparity in verbal bullying between bullies and targets, (2) examine how power disparity in verbal bullying empowers the perpetrator against silent targets, (3) explain how targets’ verbal responses neutralize bullies or stop bullying, and (4) design an approach to counteracting verbal bullying –the “agere contra” approach to bullying, which demonstrates how words could also be used, not only to counteract bullying, but also to heal both the perpetrator and …

In 1787 at the dawn of our nation, the Founding Fathers were embroiled in a raging debate over the role citizens and special interest groups should play in our political system. The Founding Fathers viewed influence from interest groups as a threat to government decision making, but they differed in their responses to this perceived problem. Proponents of republicanism, one of the dominant conceptions of politics at that time, adopted an optimistic approach. Researchers have recently leveled criticism at the realist approach to conflict resolution by pointing out the importance of symbolic aspects of this issue. Few studies, however, have hitherto focused on symbolic demands in conflicts. The present study examines the role of symbolic as well as concrete demands in conflict resolution, and is therefore innovative in this regard. A demand is categorized as “concrete” if it is based on an interest that is viable and applicable, in that it involves tangible resources that may change hands or be divided. A “symbolic” demand, on the other hand, pivots on either refraining from …

Management is the core service that integrates and coordinates essential public health services. Managers of local health departments (LHDs) are experts in practice but may not have expertise in organizational management. We conducted an evidence-based training intervention in 10 LHDs in Florida to support managers’ decision-making on organizational integration and coordination. We deployed a standard survey to collect organizational network measurements pre and post intervention. We presented results as evidence-based performance feedback and interviewed managers to document how they used the results in the context of each organization. Post intervention we found unexpected, significantly higher network centralization in daily work. …

Local health departments are tasked with understanding and addressing health inequities in the populations they serve. To meaningfully address health inequities, local health departments have identified the need for credible local data to better understand the relationship between community conditions and health outcomes. Yet, when given access to these data, we observe a very large variation in the level of interest between local health departments.

Evaluating Use Of Custom Survey Reports By Local Health Departments, Nadya M. Belenky, Christine A. Bevc, Elizabeth Mahanna, Carol Gunther-Mohr, Mary V. Davis

This report demonstrates how providing survey feedback, like comparative reports, to survey respondents can result in improvement activities. For each of the past three years (2010-2013), the North Carolina Institute for Public Health (NCIPH) has invited local health departments (LHDs) from 40 states to participate in a preparedness capacities survey. In addition, NCIPH fielded a six-question evaluation survey to a subset of LHDs (n=70) to determine how LHDs use these reports. LHDs that reported using their custom reports compared their preparedness capacities to other LHDs, conducted strategic planning (e.g., benchmarking, setting preparedness goals), planned staff trainings, and disseminated the report …

The Relationship Between Quality Improvement And Health Information Technology Use In Local Health Departments, Kendra Johnson, Kim K. Nguyen, Shimin Zheng, Robin P. Pendley

This research examined if there is a relationship between engagement in quality improvement (QI) and health information technology (HIT) for local health departments (LHDs) controlling for workforce, finance, population, and governance structure. This was a cross-sectional study that analyzed data obtained from the Core questions and Module 1 in the NACCHO 2010 Profile of LHDs. Descriptive statistics, bivariate analyses, and logistic regression analyses were conducted. Findings suggest that LHD engagement in QI has a relationship with utilization of HIT including electronic health records, practice management systems, and electronic syndromic surveillance systems. Quality improvement (QI) in public health departments is a focus in this sixth issue of Frontiers. Data is important to the development of quality improvement efforts. As we see growth of and meaningful use of electronic health records, the health department is in a position to take the lead as a data hub and to use this information wisely to both improve their QI efforts and link that QI to outcomes.

Survivors of landmine and explosive remnants of war (ERW) incidents suffer unique consequences from their injuries as a result of their age and gender. As they often have distinct societal roles, survivor assistance needs for women, girls, boys and men differ. Inadequate research on the effects of mine/ERW incidents on men and boys may hinder recovery for male survivors and their families and communities.

Handicap International (HI) launched operations in northern Syria in December 2012, where it provides postsurgical rehabilitation to survivors of violence. In Lebanon and Jordan, where the organization has worked since the summer of 2012, HI provides assistance to Syrian refugees, placing particular focus on people with disabling injuries.

Years of conflict in the Gaza Strip have killed and injured thousands. In response to the need for survivor rehabilitation, Slovenia’s ITF Enhancing Human Security and the University Rehabilitation Institute of the Republic of Slovenia (URI Soča) initiated the Gaza Project, a rehabilitation program for injured children and young adults. Since the Gaza Project’s inception in 2009, more than 300 children and young adults were medically evaluated, 100 children and young adults received treatment and 18 local medical professionals were trained at URI Soča.

The Zaatari refugee camp in northern Jordan is home to almost 150,000 refugees from the Syrian conflict—many are children. Spirit of Soccer uses soccer to bring hope and teach the children of Zaatari skills that could save their lives when returning home.
