This paper explores the failure of American prison systems to provide communication access to deaf and hard of hearing prisoners. Sign language is sparsely accessible to deaf individuals in prisons. Communication and access to language are key to the human condition and democratic participation. When prison administrations ban sign language, deaf individuals are prevented from accessing programs and services that would lead to lower recidivism rates, and they are prevented from participating democracy. In the ongoing discussions about financial services regulation, one critically important topic has not been recognized, let alone addressed. That topic is what this Article calls the “entity-centrism” of financial services regulation. Laws and rules are entity-centric when they assume that a financial services firm is a stand-alone entity, operating separately from and independently of any other entity. They are entitycentric, therefore, when the specific requirements and obligations they comprise are addressed only to an abstract and solitary “firm,” with little or no contemplation of affiliates, parent companies, subsidiaries, or multi-entity enterprises. This research describes the positive and negative affects of deployment on military families, such as resilience and depression respectively. The data shows that when military families establish strong and supportive relationships, they display more resiliency and tend to be active, optimistic, and self-reliant. These families would benefit from programs that focus on social stability and reducing the stigma associated with mental health care. Future research should focus on identifying the specific strengths and assets that help military children function well during a deployment, as well as studying these effects after deployment.

The continuing evolution of urban travel patterns and changing policy goals and priorities requires that transportation researchers and practitioners improve their abilities to plan and forecast the demand for travel. Walking and bicycling - the primary forms of active travel - are generating increasing interest for their potential to reduce automobile use, save governmental and consumer costs, and improve personal and social health outcomes. Yet, current transportation planning tools, namely regional travel demand forecasting models, poorly represent these active travel modes, if at all.

This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

Community health centers are a key source of comprehensive primary care in medically underserved communities across the country, and their role is expected to grow as health coverage expands under the Affordable Care Act (ACA). To sharpen understanding of the health center patient population, this brief compares it to the overall low-income population, using data from the Health Center Patient Survey and the National Health Interview Survey,respectively. The pre-ACA profile of health center patients that emerges sets the stage for measuring change following implementation of the reform law and can inform health center policy, planning, and assessment moving forward.

The purpose of this study was to explore the correlation between employee perceptions of their supervisor’s commitment to safety (safety climate) and the actual rate of occupational injuries among the same employees. The study also aimed to examine the relationship between the employee perceptions of their supervisor’s leadership practices and the supervisor’s safety climate rating. In addition, this study examined the potential influence of employee demographic factors on their responses to survey questions. The camp experience has been an important American tradition for 150 years. In 2012, more than 11 million youth and adults attended an estimated 12,000 day and resident camps.1 Day and resident camp experiences differ; a typical day camp lasts roughly six to eight hours on any given day, while resident (overnight) camps operate 24/7 during a camp session. Youth and adults live at resident camp and are therefore in personal contact with one another for a longer timeframe than is typical of the day camp experience. This capstone addresses the work-­‐life conflict facing employed caregiver parents with special needs children by 1) identifying what employed parents of children with disabilities need from their employer in order to achieve a work-­‐life balance that improves economic security and emotional well-­‐being, and 2) evaluating how well policies address those needs. An investigation of work-­‐family conflict and stress among parents of special needs children is conducted by examining the current literature and conducting interviews with caregivers to explore their work-­‐life balance needs. Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

We describe a rural/micropolitan example of the intertwining of school consolidation and demographic change with exacerbated segregation and inequality. To do this we consider Dawson County, Nebraska, which hosts the state's most Latino/a school district (Lexington) and which saw its number of schools decline from 37 to 19 during this century's first decade, and the number of local school districts lessened from 18 to 5. In particular, we call attention to the irony that consolidation was pursued with an explicit call for more equality in schooling in Dawson County (Swidler 2013) and yet population concentrations and variation in expenditures seemed …
